U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.

The study begins by establishing the theoretical background necessary for case study analysis. Airpower defense is defined as those operations conducted to deny another force’s air operations in a designated airspace. Airpower offenses are those operations in the airspace defended by another, or operations conducted outside of one’s actively defended airspace. The relationship between offense and defense is dissected to discover that airpower defense enjoys neither an advantage of position nor of time, so traditional Clausewitzian views relative to the power of the defense do not apply to airpower. Next, the study describes those factors which may inject, or reinforce, a preferential bias for offense into airpower strategy and doctrine. A cult of the offensive is defined as an organizational belief in the power of offense so compelling that the military organization no longer evaluates its offensive doctrine objectively. This leads to an examination of the ramifications postulated to result from offensive ideology.

Professor Gray's central theme is that airpower generates strategic effect. More specifically, he maintains, airpower is a tactical equity that operates—ideally—with strategic consequences. To him, “strategic” does not inhere in the equity's physical characteristics, such as an aircraft's range or payload, but rather in what it can do by way of producing desired results. From his perspective, a strategic effect is, first and foremost, that which enables outcome-determining results. And producing such results is quintessentially the stock in trade of American airpower as it has progressively evolved since Vietnam. Airpower for Strategic Effect offers an uncommonly thoughtful application of informed intellect to an explanation of how modern air warfare capabilities should be understood. Along the way, it puts forward a roster of observations about the air weapon that warrant careful reflection by all who would presume to find it wanting. Among the most notable of those observations are that context rules in every case and that whether airpower should be regarded as supported by or supporting of other force elements is not a question that can ever have a single answer for all time.
