Book excerpt: Desde la recesión mundial generalizada de 1975, las cifras de paro en los principales países capitalistas avanzados han permanecido estables o han crecido considerablemente: los países industrializados ya no parecen capaces de volver a la anterior situación de pleno empleo, incluso si su crecimiento económico continúa. Sin embargo, si se contempla la situación a nivel mundial, puede comprobarse que muchas empresas y ramas industriales que han reducido su número de puestos de trabajo en los países centrales del sistema capitalista mundial han creado, simultáneamente, un número superior de puestos de trabajo en los países periféricos, países de mano de obra barata, en muchos casos sometidos a severos regímenes políticos que facilitan aún más la sobreexplotación de la fuerza de trabajo y que, dado su bajo nivel de industrialización, están dispuestos a conceder excepcionales condiciones fiscales y financieras a los inversores procedentes de las economías desarrolladas. Sin embargo, esta industrialización se orienta a la reexportación a los países centrales: los trabajadores del Tercer Mundo son demasiado pobres para ofrecer un mercado de interés. Así, los beneficios y la ,marcha de las empresas durante la crisis han seguido siendo, en muchos casos, más que satisfactorios. De esta forma se traza el cuadro de un nuevo tipo de industrialización de los países en desarrollo, dentro de la tendencia a la constitución de una nueva división internacional del trabajo. que no sería sino una etapa más en un proceso secular de transformación de la división del trabajo en el seno de lo que Wallerstein ha denominado la economía-mundo capitalista. Los autores cuestionan desde esta perspectiva e significado de la actual crisis mundial, presentándola como una mutación en la división internacional del trabajo provocada por los cambios en las condiciones de operación de la economía de las empresas. Folker Frobel, Jürgen Heinrichs y Otto Kreye son colaboradores del Max Planck Institut en Starnberg, República Federal de Alemania.
