Future agreements between nations concerning the reduction of their GHG emissions will - pend upon precise estimates of the present level of these emissions in both natural and managed terrestrial and aquatic environments. From this viewpoint, the present volume should prove to a benchmark contribution because it provides very carefully assessed values for GHG emissions or exchanges between critical climatic zones in aquatic en- ronments and the atmosphere. It also provides unique information on the biases of different measurement methods that may account for some of the contradictory results that have been published recently in the literature on this subject. Not only has a large array of current measurement methods been tested concurrently here, but a few new approaches have also been developed, notably laser measurements of atmospheric CO concentration 2 gradients. In principle, upwelling is caused by the divergence of the flow in the surface layer of the ocean which arises as a consequence of a particular wind field, the presence of a coastline, or other special conditions. Since deeper oceanic layers are usually enriched wi th nutrients, it is the permanent supply of nutrients which forms the basis for the high producti vi ty of upwelling reg ions. The study of upwelling and its consequences were, for a long time, the task of individual scientists from all disciplines of marine science. Today, it is perhaps the branch of oceanography where interdisciplinary coopera tion has developed best. Becoming aware of the large potential yield of upwelling regions, governments in creased the funds for upwelling research. With research activities developed on a larger scale, interdisciplin ary cooperation became a necessity. On the international level, several symposia documented the rapid development. Three volumes reflect the results of these scientific meetings (Rapp. Proc.-Verb. 159, 1970; Inv. Pesq. 35, 1, 1971; Tethys §.' 1-2, 1974). The present book contains selected papers from the Third Symposium on Upwelling Ecosystems, which was held in Kiel in September 1975. Although the third of a series of meetings, it was the first where the word "ecosystem" stood in the title for a scientific program.

The Council of Ministers of the European Community in 1984 adopted a revision of the 3rd Community Programme on Environment comprising contract research and concerted action in the field of the effects of air pollution in eco systems. These research areas were also introduced in the 4th R-D Community Programme on Environment, adopted by the Council of Ministers in 1986 and are subject again to contract research and concerted action. The Commission of the European Community is very concerned to increase the effectiveness of researcn projects carried out within the national programmes, and those undertaken at the Community level. The Commission tends to develop an integrated scientific approach, including not only the physico-chemical behaviour, the transport and the deposition of airborne pollutants but also the effects of these pollutants, in particular on living organisms and ecosystems. With regard to the specific issue of the effects, the Commission is trying to develop and strengthen a multi-disciplinary approach associating biologists, pathologists, eco physiologists, and specialists of soil sciences, within the concerted action, as well as within coordinated research projects.
