Available in PDF, EPUB and Kindle. Book excerpt: The papers in this volume are divided into eight broad and interrelated topics that concern African economic reform : exchange rate policy, parallel markets, fiscal deficits and expenditure policy, financial sector policy, trade policy, regional integration, human capital and entrepreneurship, and growth oriented adjustment. The editors of this collection of papers submit that seven conclusions can be drawn from these papers : 1) a realistic exchange rate policy is crucial for growth; 2) returns to investment are typically very low in Africa; 3) trade diversification is necessary to get away from the problem faced by many African countries of declining terms of trade for their major exports; 4) the role of the informal financial system in resource mobilization and allocation needs to be recognized; 5) formal efforts at regional integration in Africa have failed so far; 6) incentive policies are an important element of the package needed to restore growth, but they are not enough; and 7) the level of human capital development has been very low.

Available in PDF, EPUB and Kindle. Book excerpt: After two decades of economic reform programmes, the majority of countries in Sub-Saharan Africa still face the challenge of renewing the development progress that they were achieving in the 1960s and early 1970s. Promising beginnings in the post-independence countries ended in economic collapse in the 1980s. This led to stabilization and structural adjustment reforms, but these have had disappointing results in most of the countries that applied them. In addition, local scale inter-country conflicts and internal strife within the region and post-war complications have generated new problems. This volume reviews the ensuing debates and brings together specialist contributions, to provide a clear guide to the major complexities of African development. A foundation is laid for designing a range of individual country-specific policy-sets, in which the strategic components are prioritized according to each country's constraints and opportunities.

Book Synopsis Reforming Africa's Institutions by : Steve Kayizzi-Mugerwa
Download or read book Reforming Africa's Institutions written by Steve Kayizzi-Mugerwa and published by . This book was released on 2003 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is not a single African country that did not attempt public sector reforms in the 1990s. Governments no longer see themselves as sole suppliers of social services, frequently opting for partnerships with the private sector. Efficiency and choice have entered the language of the planning and implementation units of Africa's line ministries, while privatization is no longer the controversial subject it was a decade ago. There have also been moves towards more open and democratic governments. Reforming Africa's Institutions looks at the extent to which reforms undertaken in Sub-Saharan Africa in recent years have enhanced institutional capacities across the breadth of government. To what extent have reforms been internalized and defended by governments? The authors also look specifically at the impact of public sector reforms on these economies and pose the question whether 'ownership can be attained when countries continue to be heavily dependent on external support. The volume is presented in three parts. The first focuses on the issue of reform ownership; on the issues of governance, the political economy of reform ownership, and the contradictions inherent in using aid as an instrument for enhancing domestic reform ownership. Part two examines the nature of incentives in the African civil service and the reforms undertaken in recent years to raise public sector efficiency in Africa. The third part discusses issues related to institutional capabilities in Africa and how they have been affected by the reforms undertaken in the 1990s, including privatization and movement towards political pluralism.

Book Synopsis Africa and the Global Financial Crisis by : Reuben Adeolu Alabi
Download or read book Africa and the Global Financial Crisis written by Reuben Adeolu Alabi and published by LIT Verlag Münster. This book was released on 2011 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this volume of the African Development Perspectives Yearbook series, the Research Group on African Development Perspectives investigates the impact of the Global Financial Crisis (GFC) on economic reform processes in Africa. The analysis is structured in such a way so as to reflect the opportunities and dangers of policy reversals in the face of the GFC. The impact of the crisis on different types and forms of governance in the region is considered. The first question is therefore which macro-economic policy instruments have to be applied in order to overcome the crisis and to continue with sustainable development. The second question is how the GFC has affected Africa's external economic relations and if the path of opening up to the world markets is to be continued. The third question raised is how the crisis has affected social cohesion, impacted poverty alleviation strategies and the achievement of Millennium Development Goals (MDGs). All these questions are discussed in the various contributions which comprise general studies and country case studies. The book also looks into the role of international financial institutions during and after the crisis. (Series: African Development Perspectives Yearbook - Vol. 15)

Book excerpt: Sub-Saharan Africa needs much faster economic growth and more effective economic, financial, and social policies if it is to make up for lost ground and reduce the number of people living in abject poverty. Senior African and Asian government officials, representatives from multicultural institutions, donors, academics, and private sector participants gathered to discuss how to improve the private investment environment in African countries and take advantage of globalization's benefits while minimizing its risks, and how to strengthen the contribution of government in areas of capacity building, good governance, effective public resource management, and improved quality and composition of government spending.

Properly implements, ARCs would contribute to building a system in which economic need and performance, not political favoritism, play the principal roles in how debt and external financing in general are managed.
