Their review of the literature is followed by an evaluation of the effects of mechanization on labor and production, written in 1904, which provides a backdrop for papers from the 1940s and 1950s examining the mechanization of agriculture in the South, in the Midwest, and in rural areas in general. Subsequent chapters offer present-day insights on such topics as the socioeconomic consequences of automated vegetable and tobacco harvesting, center-pivot irrigation, and organic and no-till cultivation. It examines the process of generation of innovations and investment in agricultural research and explores, in the context of political economy, the sources of deviation from the equilibrium rate and bias of technical change. It is argued that a theory of the rate and bias of technological innovation must go beyond the analysis of market forces because they explain only a fraction of changes in investment and productivity in agriculture. It is further argued that the roles played by the various actors involved in agricultural research are being redefined as research moves in to the "Post Green Revolution" era. New mechanisms of identification of research priorities, of coordination of research programs, and of participation of social groups affected by research need to be devised to increase efficiency and equity in the research effort.

Book excerpt: The potential contribution of technical change to agricultural development has been reconized for some time now. However, it has only recently been fully appreciated that technical change can take alternative routes in its resource-saving effects, and that the particular route that it takes is conditioned by relative factor scarcities. Increasing attention is being given to the problem of the management of research resources, and to the importance of allocating such resources according to criteria or some sense of priority. More particulary, policy-makers in Brazil have been giving more attention to agricultural research and to the importance of a sense of priorities in carryng out such research. Therefore, the search for criteria by means of which scarce research resources might be allocated should assist policy-makers as well as research managers. The specific objectives of the present study were to: (1) develop and analytical framework which provides a basis for establishing agricultural research priorities, (2) develop empirical models which contain the relevant parameters and which can be estimated from available data, or for wich parameters can be taken from other sources, (3) estimate the appropriate parameters, determine changing resource scarcities, and evaluate recent technical change in Brazil, (4) draw implications and make recommendations for the allocation of research resources in Brazil.
