For this, a quantitative framework to analyse the potential contribution of different technological mitigation options in EU agriculture is described in this report. Within the boundaries of the analysis, the need to consider land use, land-use change and forestry emissions and removals for a comprehensive analysis of the sector's potential contribution to achieve certain greenhouse gas mitigation targets is highlighted. The assessment of carbon dioxide emissions and removals is also important in light of the new flexibility introduced in the EU 2030 regulation framework. Regarding a possible ranking of mitigation technologies in terms of their mitigation potential and attached costs, the analysis clearly highlights the need to consider mitigation technologies as 'a bundle'. It is important to avoid the simple aggregation of mitigation potentials by single measures without taking into account their interactions both from a biophysical and economic perspective. Moreover, the analysis quantifies how mitigation measures might influence differently the agricultural sector in different EU Member States, stating that there is no 'one fits all' rule that could be followed for selecting which mitigation technologies should be implemented at regional level. In the policy context of the European Green Deal, the Effort Sharing Regulation and the CAP-post 2020, our results imply that farmers should have flexibility with regard to which mitigation options to adopt in order to find the right mix fitting to the regional circumstances.

Book excerpt: The 2030 EU policy framework for climate and energy confirms that all sectors, including agriculture, should contribute to climate stabilisation and greenhouse gas (GHG) emission reduction in the most cost-effective way. Since 2009, the European Commission's Joint Research Centre (JRC) analyses the economic impact of GHG mitigation policy options for EU agriculture. However, the lack of precise, integrated and harmonised data on the current and potential uptake, cost-effectiveness and GHG emissions reduction potential of technological (i.e. technical and management based) mitigation options hampers the analysis of the economic impacts of GHG mitigation in agriculture. Against this background, the JRC organised a workshop in Seville on 14th June 2016 which gathered European Commission staff and experts from diverse international institutions aiming to: i) identify current activities conducted by research institutes on the building of datasets for GHG mitigation technologies and their state and development, ii) establish synergies and working mechanisms among the different institutions working on the topic, iii) identify which are the current gaps and limitations of existing datasets and models and, iv) conceive a roadmap to build possible new datasets per mitigation technology. The present report is based on the workshop results and concludes on how to move forward.

Book excerpt: The EU has the goal of reducing its greenhouse gas (GHG) emissions in order to contribute to global climate change mitigation. In 2014, the EU decided to reduce its emission by 40% in 2030 compared to 1990. Agriculture is among the sectors under the non-Emissions Trading System (NETS), with an EU-wide goal of 30% reduction compared to 2005. The 30% reduction NETS goal is to be distributed unequally among Member States (MS) according to the Effort Sharing Regulation (ESR). The MS then have to decide how and in which NETS sectors their distributed domestic emission reduction goal should be achieved, and to which degree agriculture and agricultural sub-sectors should be involved. At JRC the project 'Economic Assessment of GHG mitigation policy options for EU agriculture (EcAMPA)' is designed to assess some aspects of a potential inclusion of the agricultural sector into the EU 2030 climate policy framework. In the context of possible reductions of non-CO2 emissions from EU agriculture, EcAMPA estimates production effects of various policy scenarios using the modelling framework of CAPRI. The EcAMPA project examines the adoption of different mitigation options in agriculture under different policy scenarios and their effects. Successful modelling of mitigation options requires information on various parameters including the adoption behaviour of farmers. So far, EcAMPA has modelled various mitigation options for reducing non-CO2 emissions, but also plans to include options that reduce CO2 emissions. Cover crops are one option that could be included in EcAMPA in the future.
