Toda decisión económica viene precedida de una pugna distributiva y el desarrollo posterior de cualquier actividad tiene implicaciones en el reparto, no sólo del valor económico, sino también de los costes sociales y ambientales asociados a ese proceso. En este sentido, los problemas ambientales son el fruto de una desigualdad en la apropiación del espacio ambiental y en la toma de decisiones. Están quienes en función de su posición social y de las tareas que desempeñan (gestión de los ámbitos cultural, financiero, político y militar) tienen posibilidad de tomar decisiones que afectan a todos y hay, también, una amplia mayoría desposeída de la capacidad de alterar las decisiones de los primeros. Por ello, las responsabilidades en el deterioro ambiental no son equiparables, como tampoco son comparables los efectos que sobre los diferentes grupos de población se derivan de ese deterioro.

The metrification of water uses and their monetary value is a first important step in understanding how reallocation of water among users could help mitigating many of current water problems in Spain. However, water reallocation among users or from users to nature is far from simple. Initiatives portrayed as the solution to the water governance ‘jigsaw’ – e.g. water trade, improved water use efficiency, users collective action, public participation – are not free of difficulties and shortcomings. The book explores the growing need for maintaining Spain’s natural capital and the human component of water governance – people’s needs, wishes, (vested) interests, aspirations – that often determine the result of decisions and, sometimes, lead water management to a deadlock. By confronting the central civilizations in history, the egalitarian, life-oriented matriarchal one, and the hierarchical, nature and life dominating, hostile patriarchal one, we see that 5000 years of patriarchy have «replaced» matriarchies and nature itself by a «progressive» counter-world of «capital». This transformation characterizes «capitalist patriarchy» including «socialism». Its demise is due to the «alchemical» destruction of the world's resources, thought of, theologically legitimized and fetishized as «creation». This violence is not recognized. An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million. It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The results of the project are contained in seven reports: a Global Report, five regional Sub-Global Assessments, and a Synthesis Report. The Global Report gives the key findings of the Assessment, and the five Sub-Global Assessments address regional challenges. The volumes present options for action. All of the reports have been extensively peer-reviewed by governments and experts and all have been approved by a panel of participating governments. The Sub-Global Assessments all utilize a similar and consistent framework: examining and reporting on the impacts of AKST on hunger, poverty, nutrition, human health, and environmental/social sustainability.
