Economic development, electoral upheaval, and the Bosnian crisis all color the transition from communism to democracy and from a Cold War outlook to a new global order still taking shape. In this fully revised and updated edition of his popular and critically acclaimed text, David Mason brings the revolutionary events of 1989 into context with the transitional yet turbulent 1990s. We see new parties, new politics, new constitutions, and new opportunities in light of economic shock therapies, ?left turns? in recent elections, and dissolving sovereignties and alliances. Despite savage ethnic conflict, economic scarcity, and political insecurity, Mason shows us that East-Central Europe is consolidating and reemerging as a region to be reckoned with on the global stage.

Book excerpt: This book focuses not only on economic and political transformation since the demise of communism in Eastern and Central Europe, but also on the relationships between economic organization, social patterns and institutional change. The changes in political structure and policies of economic reform have in turn resulted in changes in social institutions and patterns of social relations. The authors look at social relations under the old regimes to understand the current social transformation. They consider economic restructuring both in the context of social change and in terms of its consequences for society, using case studies from the Czech Republic, Hungary and Poland. The impact of economic changes on new forms of institutional arrangements, social patterns and organization are also discussed taking into account privatization, employment, social welfare, property and industrial relations. This new book will be welcomed by economists, political scientists and sociologists working in the area of transition.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the transformation of the state in Central and Eastern Europe since the end of communism and adoption of market oriented reform in the early 1990s, exploring the impact of globalization and economic liberalization on the region’s states, societies and political economy. It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.

Book excerpt: First published in 1997, this collection of articles and essays analyses the political economy of reform and change in Eastern Europe during the years of Gorbachev’s perestroika and the years immediately following the fall of the Berlin wall and the collapse of the Soviet Union. Written by Polish economist Jan Winiecki, between 1984 and 1996, this work explores the issue of the feasibility of reform and change during the period of decline and collapse of communist economic order and, later, the emergence of the capitalist economic order in the post-communist Eastern Europe. Split into three parts, the work considers firstly the failures of Gorbachev’s political economy of reform, secondly the determining factors in the collapse of the Soviet system, and finally the feasibility of the systematic change which began in the wake of its collapse.

Book excerpt: As the European Union (EU) launches its common currency (the Euro), Central European (CE) nations are searching for best practices in public liability management in order to smooth their integration into the EU. This work addresses that concern, examining borrowing policies, institution building, portfolio optimization, and the implications of the Euro and EU accession for public debt management. To help the CE countries achieve their goals, the World Bank and the European Commission held a two-day seminar in Brussels in mid-December 1997. European Union Accession presents the papers delivered at that seminar which was attended by all ten EU applicant countries: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic, and Slovenia. The workshop pursued the following goals: (1) to investigate the implications of the launch of the Euro and of the EU accession on fiscal prudence and on the borrowing strategies of CE countries; (2) to facilitate the dissemination of the best public liabilities management techniques developed worldwide; and (3) to explore plausible arrangements to promote prudent public liabilities management in Central Europe through a regional expertise network.

Book excerpt: This book seeks to offer the first in-depth and systematic analysis of the challenges of the Euro Area and the eastward enlargement of the European Union. It focuses in particular on how the prolonged process of accession to the Euro Area is affecting domestic economic policies in the accession states of east central Europe. It contributes to Europeanization studies, comparative political economy and to studies of Economic and Monetary Union. It also provides a picture of processes of domestic transformation in such countries as the three Baltic States, Bulgaria, the Czech Republic, Hungary, Poland and Romania. The book brings together a range of recognized experts from across Europe and combines country and sectoral case studies with a thematic treatment. It begins by offering an 'outside-in' perspective, which situates the effects of EMU on the accession states in the wider context of the development of global economic norms. The second part focuses on an 'inside-out' analysis of how Euro Area accession affects the states of east central Europe - their policies, politics and public institutions. The final part assesses how Euro Area accession is affecting key policy sectors in east central Europe: financial market regulation, fiscal policies and welfare states and labour markets.
