Available in PDF, EPUB and Kindle. Book excerpt: High and persistent unemployment rates in Europe during the eighties gave rise to a lively discussion about the nature and causes of joblessness. Among other sources structural unemployment was blamed for the lack of response of unemployment to increasing aggregate demand. Renewed attention was thus devoted to an analysis of the magnitude and the development of structural unemployment as well to its possi ble determinants. In this literature, the Beveridge curve experienced a resurrection and, at first glance, it seemed to be an appropriate tool to analyse the aforementioned issues. However, it was soon recognized that the Beveridge curve, i. e. the relation between unemployment and vacancies, was anything but stable, thus requiring a care ful distinction between dynamic loops around a (stable?) long-run Beveridge curve and possible shifts due to, say, an increasing mismatch between labor supplied and demanded. The controversy is far from being settled at the time of this writing. This book contains a collection of hitherto unpublished papers which are devoted to a theoretical and econometric analysis of structural unemployment. The papers put considerable emphasis on the question to what extent the Beveridge curve can serve as an adequate tool for such studies. The countries under consideration are Germany and Austria. In what follows a very brief summary of each paper will be outlined. Franz and Siebeck present, at some length, a theoretical and econometric analysis of the Beveridge curve in Germany.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a unique insight into negotiations around language investment for employability in the context of public employment services. Drawing on extensive ethnographical research carried out in Regional Employment Offices in Switzerland, the authors follow the stories of various job seekers. In doing so, they challenge the currently dominant assumption that investment in language competences leads to better employability. Arguing for a political economic perspective on these issues, this book will be of interest to anyone concerned with the connections between language and social inequality, as well as students and scholars of sociolinguistics and applied linguistics.

Available in PDF, EPUB and Kindle. Book excerpt: Rising unemployment has become one of the most challenging problems for economic policy in many developed economies over the last fifteen years. In the second half of the 1970s and during the first half of the 1980s the labour market situation worsened dramatically. For the OECD area as a whole, unemployment as a percentage of the civilian labour force went up from 3.3 percent in 1974 to 8.1 percent in 1985. The increase in unemployment rates was even more pronounced for OECD-Europe, where it climbed from 3.3 percent to 10.5 percent in this period. Book excerpt: Institutional Frameworks and Labor Market Performance produces an in-depth analysis of the functioning of various labor market institutions in both the USA and Germany. Particular emphasis is given to the substantial differences between the US and Germany in the ways important areas are regulated. The authors show that the impact of institutions on economic performance is ambivalent. They argue that in this sense, the decision is not one between regulation and deregulation but rather one between different degrees and forms of regulation.

Available in PDF, EPUB and Kindle. Book excerpt: This study develops a framework for the analysis of labour market dynamics based upon a new dynamic flow analysis instead of the conventional labour stock data. To identify the dynamic elements in the labour market, information on flows is needed. Flow data that have become available in recent years - in this case on the US and Germany - show that an enormous amount of labour market mobility is occurring every month. Schettkat analyzes two of the world's most dynamic economies and labour markets - showing that the unemployed are far from being a fixed bloc but are rather a changing population responding greatly to structural alterations.

Book excerpt: In writing this book, I increasingly became aware of the extent to which much of the finest social science research has been devoted to the issue of unemployment. Unemployment rightly is a key issue in the social sciences for search of social and political answers to the economic, social and psychological distress caused by un certainty and macroeconomic change. I was glad to find my own worries shared by eminent and respected scholars: George Akerlof once confessed to pursue the study of unemployment ultimately because of his father's distress from fear of un employment, and Wout Ultee started research on unemployment from the consid eration that parents' talk about unemployment risks should not come to dominate marriage parties or other family occasions. The problem of unemployment is thus hardly confmed to actual loss of income, but one where economic insecurity be gins to undermine the very fabric of society. In consequence, to combat unem ployment should indeed be a foremost issue in societies striving for freedom and justice for their citizenry, yet to succeed obviously requires an understanding of the underlying economic realities. If this study could contribute to this endeavor, all the time spent in writing would seem well spent indeed. Against the significant body of existing social science research on unemploy ment, it seems appropriate to be clear about the scope and limitations of the cur rent study, however.
