Book Synopsis Assessing the Balance of Power in Central-Local Relations in China by : John Donaldson
Download or read book Assessing the Balance of Power in Central-Local Relations in China written by John Donaldson and published by Routledge. This book was released on 2016-07-01 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: How do we understand the evolution of central-local relations in China during the reform period? This book addresses this question by focusing on eight separate issues in which the central-local relationship has been especially salient – government finance, investment control, regional development, administrative zoning, implementation, culture, social welfare and international relations. Each chapter introduces a sector and the way the center and various local governments have shared or divided power over the different periods of China’s reform era. The balance of power is gauged dynamically over time to measure the extent to which one level of government dominates, influences or shares power in making decisions in each of these particular domains, as well as what is likely to occur in the foreseeable future. The authors assess the winners and losers of these changes among key actors in China’s society. The result provides a dynamic view of China’s changing power relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first attempt to conceptualize ChinaOCOs central-local relations from the behavioral perspective. Although China does not have a federalist system of government, the author believes that, with deepening reform and openness, ChinaOCOs central-local relations is increasingly functioning on federalist principles. Federalism as a functioning system in China is under studied. The author defines the political system existing in China as OC de facto federalismOCO, and provides a detailed analysis of its sources and dynamics in the book. The system is mainly driven by two related factors OCo inter-governmental decentralization and globalization. While economic decentralization since the 1980s has led to the formation of de facto federalism, globalization since the 1990s has accelerated this process and generated increasingly high pressure on the Chinese leadership to institutionalize de facto federalism by various measures of selective recentralization."

Book Synopsis Financial Cultures and Crisis Dynamics by : Bob Jessop
Download or read book Financial Cultures and Crisis Dynamics written by Bob Jessop and published by Routledge. This book was released on 2014-10-17 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recent financial crisis exposed both a naïve faith in mathematical models to manage risk and a crude culture of greed that embraces risk. This book explores cultures of finance in sites such as corporate governance, hedge funds, central banks, the City of London and Wall Street, and small and medium enterprises. It uses different methods to explore these cultures and their interaction with different financial orders to improve our understanding of financial crisis dynamics. The introduction identifies types of cultural turn in studies of finance. Part I outlines relevant research methods, including comparison of national cultures viewed as independent variables, cultural political economy, and critical discourse and narrative policy analysis. Part II examines different institutional cultures of finance and the cult of entrepreneurship. Part III offers historical, comparative, and contemporary analyses of financial regimes and their significance for crisis dynamics. Part IV explores organizational cultures, modes of calculation, and financial practices and how they shape economic performance and guide crisis management. Part V considers crisis construals and responses in the European Union and China. This book’s great strength is its multi-faceted approach to cultures of finance. Contributors deploy the cultural turn creatively to enhance comparative and historical analysis of financial regimes, institutions, organizations, and practices as well as their roles in crisis generation, construal, and management. Developing different paradigms and methods and elaborating diverse case studies, the authors illustrate not only how and why ‘culture matters’ but also how its significance is shaped by different financial regimes and contexts.

This book takes stock of some major issues regarding fiscal decentralization, including expenditure and revenue assignments, transfer programs, and the sustainability of local government finances, and develops important findings and policy recommendations. The book's expert contributors assess the current state of the allocation of expenditures and revenues between central and local governments in emerging Asian economies, and discuss their major strengths and weaknesses. They also present relevant case studies of experiences and reform measures related to strengthening and monitoring local government finance, including the implications of expanded fiscal capacity for infrastructure investment and other public spending. Covering the major Asian economies of the People's Republic of China, India, Indonesia, and Japan, among others, the book focuses on the economic incentives of transfer schemes, how intergovernmental fiscal equalization works, and how subnational government borrowing regulations could influence debt dynamics and the fiscal deficits of local governments. This book's insightful analysis will be essential reading for policymakers in Asian economies, and academics and researchers in the areas of economic development, public finance, and fiscal policy as well as development aid officials, multilateral banks, and NGOs. Available in PDF, EPUB and Kindle. Book excerpt: "Theoretically, this study contends that the overall scope of local discretion is circumscribed by the dominant norms and incentive relations embedded in the implementation dynamics. Methodologically, the book employs a combination of aggregate analyses and comparative case studies. Empirically, on the basis of newly available materials (including classified documents) and interviews, it challenges the 'peasant-power' school which has somehow allowed local governments to evaporate in its descriptions of post-Mao decollectivization."--BOOK JACKET.

Book Synopsis Financing Urban Shelter by : Un-Habitat
Download or read book Financing Urban Shelter written by Un-Habitat and published by Routledge. This book was released on 2013-06-17 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Achieving the goals set by world leaders in the United Nations Millennium Declaration will be difficult without a significant improvement in the lives of slum dwellers, and the lives of slum dwellers cannot be improved without the sound and sustainable economic development that is conducive to the establishment of a strong shelter sector. As Financing Urban Shelter: Global Report on Human Settlements 2005 emphasizes, one of the key challenges in meeting the Millennium Declaration Goal on slums is mobilization of the financial resources necessary for both slum upgrading and slum prevention by supplying new housing affordable to lower income groups on a large scale. . . . It is my hope that, by highlighting the impacts of current shelter financing systems on low-income households and by identifying the types of financing mechanisms that appear to have worked for them, this report will contribute to the efforts of the wide range of actors involved in improving the lives of slum dwellers, including governments at the central and local levels, as well as non-governmental and international organizations.' From the Foreword by KOFI ANNAN, Secretary-General, United Nations Financing Urban Shelter presents the first global assessment of housing finance systems, placing shelter and urban development challenges within the overall context of macroeconomic policies. The report describes and analyses housing finance conditions and trends in all regions of the world, including formal housing finance mechanisms, microfinance and community funding, highlighting their relevance to the upgrading of slums. Recent shelter finance policy development is discussed at the international and national levels, and the directions that could be taken to strengthen shelter finance systems are examined. The Global Report on Human Settlements is the most authoritative and up-to-date assessment of conditions and trends in the world's cities. It is an essential tool and reference for researchers, academics, public authorities and civil society organizations around the world. The preceding issues of the Global Report on Human Settlements have addressed such topics as An Urbanizing World, Cities in a Globalizing World and The Challenge of Slums. Published with UN-HABITAT

This book was released on 2008-01-01 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Structural reform has been one of the most important, and yet one of the most neglected, aspects of modern local government. This book represents the first attempt, since the early seventies, at providing a comprehensive account of both the theory and practice of structural reform in local government in developed countries. Using recent policy experience from seven different countries, the authors present seminal theoretical perspectives on structural reforms in local governance and the policy implications deriving from them. Written by well-known scholars of local government from around the world, this volume is a "must-read" for all academics, practitioners, students and policymakers.' - Giorgio Brosio, University of Turin, Italy
