The author defines the political system existing in China as OC de facto federalismOCO, and provides a detailed analysis of its sources and dynamics in the book. The system is mainly driven by two related factors OCo inter-governmental decentralization and globalization. While economic decentralization since the 1980s has led to the formation of de facto federalism, globalization since the 1990s has accelerated this process and generated increasingly high pressure on the Chinese leadership to institutionalize de facto federalism by various measures of selective recentralization."

Federalism in Asia explores the range of theoretical perspectives that shape debates over federalism in general, and over territorial, multinational, hybrid, and asymmetric federalism in particular relation to Asia. China’s rapid rise has enabled the CCP to extend its influence throughout the globe, but the West remains uncertain whether the CCP will survive China’s ongoing socio-economic transformation and become a democratic country. With rapid socio-economic transformation, the CCP has itself experienced drastic changes. Zheng Yongnian argues that whilst the concept of political party in China was imported, the CCP is a Chinese cultural product: it is an entirely different breed of political party from those in the West - an organizational emperor, wielding its power in a similar way to Chinese emperors of the past. Using social and political theory, this book examines the CCP’s transformation in the reform era, and how it is now struggling to maintain the continuing domination of its imperial power. The author argues that the CCP has managed these changes as a proactive player throughout, and that the nature of the CCP implies that as long as the party is transforming itself in accordance to socio-economic changes, the structure of party dominion over the state and society will not be allowed to change.

Book excerpt: The local self-government movement in China began in the late Qing, and by the Revolution of 1911 no less than five thousand self-government councils had formed around the country. While the idea of a federated state was cherished by early revolutionaries, a growing conflict between federalist and centralist leaders culminated in the defeat of federalism in the mid-1920s. The story of this movement has since remained hidden behind Nationalist and Communist accounts of the early revolutionary struggle. This study of Chen Jiongming's political career reopens the record on federalist efforts, focusing on Chen's policies and administrative achievements in Fujian and Guangdong. It describes Chen's role in the tumultuous politics of southern China from 1909 until his death in 1933, including his relationship and notorious break with Sun Yat-sen, the leader of the centralist revolutionaries. Leslie Chen argues that his father's attempts to create a democratic, federalist system in Guangdong were aimed at providing a model for China as a whole. His account is lively and readable; it gives an intimate, yet historically accurate, account of Chen Jiongming's considerable role in early twentieth-century Chinese history. Leslie Chen was born in Guangdong, China. In 1988 he compiled "A Collection of Historiographic Materials for a Biography of Chen Chiung-ming [Jiongming], 1878-1933." He has published two Chinese-language biographies of Chen Jiongming.
