The American way of war is trending away from the heroic and towards the post-heroic, driven by a political preference for air-powered management of strategic risks and the reduction of physical risk to US personnel. The recent use of drones in the War on Terror has demonstrated the power of this technology to transcend time and space, but there has been relatively little debate in the United States and elsewhere over the embrace of what might be regarded as politically desirable and yet morally worrisome: risk-free killing. Arguably, the absence of a relationship of mutual risk between putative combatants poses a fundamental challenge to the status of war as something morally distinguishable from other forms of violence, and it also undermines the professional virtue of the warrior as a courageous risk-taker. This book considers the use of armed drones in the light of ethical principles that are intended to guard against unjust increases in the incidence and lethality of armed conflict. The evidence and arguments presented indicate that, in some respects, the use of armed drones is to be welcomed as an ethically superior mode of warfare. Over time, however, their continued and increased use is likely to generate more challenges than solutions, and perhaps do more harm than good. This book will be of much interest to students of the ethics of war, airpower, counter-terrorism, strategic studies and security studies in general.

Utilising original interview data from British Reaper drone crews, the book analyses the way killing by drones complicates traditional understandings of masculinity and femininity in warfare. As their role does not include physical risk, drone crews have been critiqued for failing to meet the masculine requirements necessary to be considered ‘warriors’ and have been derided for feminising war. However, this book argues that drone warfare, and the experiences of the crews, exceeds the traditional masculine/feminine binary and suggests a new approach to explore this issue. The framework of Haunting presented here draws on the insights of Jacques Derrida, Avery Gordon, and others to highlight four key themes – complex personhood, in/(hyper)visibility, disturbed temporality and power – as frames through which the intersection of gender and drone warfare can be examined. This book argues that Haunting provides a framework for both revealing and destabilising gendered binaries of use for feminist security studies and International Relations scholars, as well as shedding light on British drone warfare. Airpower in Literature: Interrogating the Clean War, 1915-2015 offers fresh insight into this airpower century by placing literature of five major wars in conversation with the clean war discourse. Kimberly Dougherty examines the paradoxical representation of aerial warfare that has allowed extensive airstrikes on cities and civilians while promising a “cleaner” method of waging war. First suggested by early military theorists, the notion of a clean air war—one that would save lives through its speed and precision— proved seductive in the twentieth century and continues to shape the rhetoric of airpower today. The air war is perceived as clean, the author argues, when we see neither the aviator nor the targeted populations in the bombing dynamic. Book excerpt: The Securitization of Memorial Space argues that the National September 11 Memorial and Memorial Museum is a securitized site of memory—what Foucault called a dispositif—that polices visitors and publics to remember trauma, darkness, and victimage in ways that perpetuate the “necessity” of the Global War on Terrorism. Contributing to studies in public memory, rhetoric and argumentation, and critical security studies, Nicholas S. Paliewicz and Marouf Hasian Jr. show how various human and nonhuman actors participated in complicated argumentative formations that have mobilized political, performative, and militaristic practices of anti-terroristic violence in other parts of the world. While there were times that certain argumentative stakeholders—such as local New Yorkers—questioned the necessity of securitizing this site of memory, agentic factions including the families of those who died on 9/11, public supporters, security agents, and politicians created an ideologically oriented security assemblage that remembers 9/11 through counter-terroristic performances at Ground Zero. In chronological order from the 2001 “dustbowl” to the present popularization of 9/11 memories, the authors present seven chapters of rich rhetorical analysis that show how the National September 11 Memorial and Memorial Museum perpetuates grief, uncertainty, and angst that affects public memory in multidirectional ways.

Book excerpt: Ranging in subject from England's poor laws to the Human Genome Project, The Rhetoric of Eugenics in Anglo-American Thought is one of the first books to look at the history and development of the eugenics movement in Anglo-American culture. Unlike other works that focus on the movement's historical aberrancies or the claims of its hardline proponents, this study highlights the often unnoticed ways in which the language and ideas of eugenics have permeated democratic discourse. Marouf A. Hasian, Jr. not only examines the attempts of philosophers, scientists, and politicians to balance the rights of the individual against the duties of the state, but also shows how African Americans, Catholics, women, and other communities--dominant and marginalized--have appropriated or confronted the rhetoric of eugenics. Hasian contends that "eugenics" is an ambiguous term that has allowed people to voice their concerns on a number of social issues--a form of discourse that influences the way ordinary citizens make sense of their material and spiritual world. While biological determinism and social necessity are discussed in the works of Plato, Malthus, and Darwin, among others, with theories ranging from equality for all to natural superiority, it is Galton's observations on "positive" and "negative" eugenics that have been widely used to justify a variety of social and political projects--including the sterilization and segregation of the unfit, immigration restrictions, marriage regulations, substance abuse, physical and mental testing, and the establishment of health programs that sought to improve "hygiene." Women, African Americans, and other marginalized communities, for instance, have at times lost reproductive rights in the name of "liberty," "opportunity," or "necessity." Eugenical arguments are more than a creation of pseudo-science or misapplied genetical analysis, Hasian determines; they are also rhetorical fragments, representing the ideologies of multitudes of social actors who, across time, have reconfigured these ideas to legitimize many agendas.
