Book excerpt: The high cost of chemical analyses and bioassays of dredged material makes it necessary for decision makers to limit testing to that which will sufficiently characterize the sediment to evaluate a selected disposal alternative. This report offers guidance for limiting the amount of testing necessary and considers other factors that could potentially reduce the cost of testing dredged material. The importance of an initial site evaluation to reduce the extent of dredged material testing is stressed. Unless a reason to believe that contamination exists can be established through examination of historical data and other site characteristics, no testing is warranted. The need for testing can sometimes be eliminated by examination of regulatory criteria for categorical exclusions, i.e., circumstances under which no testing is required. Additional cost savings can sometimes be generated during the scoping process by amelioration of the concerns of interested parties prior to preparation of an environmental impact statement. Tiered testing as presented in the Federal Standard is recommended as a cost-reduction approach to material evaluation. The principal advantage of tiered testing is that it can be stopped when sufficient information has been acquired to make a decision regarding the suitability of a given disposal alternative. The selection of an appropriate strategy is dependent on nature of the dredged material, nature and level of contamination, available dredging alternatives, project size, and site-specific physical and chemical conditions, all of which influence the potential for environmental impacts. Technical feasibility, economics, and other socioeconomic factors must also be considered in the decisionmaking process. The management strategy presented mainly considers the nature and degree of contamination, potential environmental impacts, and related technical factors. The technical strategy is based on findings of research conducted by the US Army Corps of Engineers, the US Environmental Protection Agency, and other over the past 10 years and experience gained while actively managing dredged material disposal. Approaches for evaluating potential for contaminant-related problems and the applicability of various disposal alternatives are discussed. Detailed procedures for conducting tests or for design and implementation of management strategies are not presented, but are the topics of other papers to follow. A technically feasible and environmentally sound strategy for the disposal of dredged material is presented, and it is recommended that this strategy be implemented for future dredged material disposal operations.

Book excerpt: Dredging of contaminated sediments and subsequent disposal and capping in legally designated sites is an internationally accepted disposal alternative when adherence to strict disposal practices is maintained. As more highly contaminated sediments in the heavily industrialized harbors of the world must be dredged to maintain navigation and economic viability, pressure to use subaqueous dredged material disposal sites will increase. Use of these subaqueous sites has necessitated development of procedures to analyze disposal site capacity based upon physical, chemical, and biological considerations. This study developed an analysis method to investigate the behavior of the created subaqueous sediment mounds. Emphasis was placed upon the physical aspects of mound behavior, although the method also includes chemical and biological aspects. The physical aspects of the method were applied to four field sites at which dredged material mounds have been created. The procedure successfully predicted the physical behavior of the constructed dredged material mounds. This method of analysis provides a useful tool for evaluation of subaqueous disposal sites and the dredged material mounds created within these sites; it is equally applicable to analysis of contaminated and uncontaminated dredged material mounds. The US Army Corps of Engineers is responsible for the dredging and disposal of large volumes of sediment each year. Dredging is a process by which sediments are removed from the bottom of streams, rivers, lakes, and coastal waters, transported via ship, barge, or pipeline, and discharged to land or water. The presence of contamination in some locations has generated concern that dredged material disposal may adversely affect water quality and aquatic organisms or terrestrial organisms. Since many of the waterways are located in industrial and urban areas, some sediments may be highly contaminated with hazardous materials. A general decisionmaking framework based on the results of technically sound tests protocols is described. The decision making framework includes consideration of sediment chemistry, physical chemistry of disposal site environments, and biological effects of sediment contaminants, as well as comparison of test results from sediments to be dredged with test results from reference sediments and with established criteria. The framework provides the basis for selection of the environmentally preferable disposal alternative and for identification of potentially appropriate control measures to minimize problems associated with the presence of contaminants.

Book excerpt: Task 6B of the Dredged Material Research Program (DMRP) was established to evaluate physical, chemical, and/or biological processes for treating contaminated dredged material to minimize the environmental impact of open-water and confined disposal operations. Although the majority of the sediments dredged in the United States are not contaminated by significantly high levels of harmful chemical constituents, in some cases treatment may be a necessary part of the dredging or disposal operation. This report synthesizes the results of seven contract research studies and provides an overview of the problems associated with treating dredged material slurries generated by hydraulic dredging operations. Site-specific treatment problems may be encountered on some operations where a process that was not evaluated in this program may appear to be applicable. In these cases, the advice of consultants specializing in process design should be obtained. Regardless of the nature and magnitude of the treatment problem, it is imperative to consider the compatibility of all the components of the dredging operation, including excavation, transportation, and disposal/treatment, as a total integrated system and not as separate components.
