Sitting squarely at the center of the American Dream, the detached single-family home has long been the basic building block of most US cities. In Remaking the American Dream, Vinit Mukhija considers how this is changing, in both the American psyche and the urban landscape. In defiance of long-held norms and standards, single-family housing is slowly but significantly transforming through incremental additions of second and third units. Drawing on empirical evidence of informal and formal changes, Remaking the American Dream documents homeowners’ quiet unpermitted modifications, conversions, and workarounds, as well as gradual institutional alterations to once-rigid local land-use regulations. Interviewing a range of residents, policymakers, and officials, Stuber shows that what resolves the math equation between incomes and home values in Aspen, Colorado—the X-factor that makes middle-class life possible—is the careful orchestration of diverse class interests within local politics and the community. She explores how this is achieved through a highly regulatory and extractive land use code that provides symbolic and material value to highly affluent investors and part-year residents, as well as less-affluent locals, many of whom benefit from an array of subsidies—including an extensive affordable housing program—that redistribute economic resources in ways that make it possible for middle-class residents to live there. It is now conventional wisdom to focus on the wealth of the top 1 percent—especially the top 0.01 percent—and how the ultra-rich are concentrating income and prosperity while incomes for most other Americans are stagnant. But the most important, consequential, and widening gap in American society is between the upper middle class and everyone else. Reeves defines the upper middle class as those whose incomes are in the top 20 percent of American society. Income is not the only way to measure a society, but in a market economy it is crucial because access to money generally determines who gets the best quality education, housing, health care, and other necessary goods and services. As Reeves shows, the growing separation between the upper middle class and everyone else can be seen in family structure, neighborhoods, attitudes, and lifestyle. Those at the top of the income ladder are becoming more effective at passing on their status to their children, reducing overall social mobility. The result is not just an economic divide but a fracturing of American society along class lines. Upper-middle-class children become upper-middle-class adults. These trends matter because the separation and perpetuation of the upper middle class corrode prospects for more progressive approaches to policy. Various forms of “opportunity hoarding” among the upper middle class make it harder for others to rise up to the top rung. Examples include zoning laws and schooling, occupational licensing, college application procedures, and the allocation of internships. Upper-middle-class opportunity hoarding, Reeves argues, results in a less competitive economy as well as a less open society. Inequality is inevitable and can even be good, within limits. Jason N. Houle and Fenaba R. Addo offer a deft analysis of the growing financial crisis in education, examining its sources and its impacts. Based on more than five years of ongoing qualitative and quantitative research, this incisive work illustrates how the student loan system has not benefited all students equally. The authors tell the story of how first-generation college students, low-income students, and students of color are disadvantaged in two opposing phases of the process: debt accumulation and debt repayment. They further demonstrate that policies intended to mitigate financial burden and prevent default have failed to assist the people who most need help. Houle and Addo present these social and racial disparities within a broader context, tracing how centuries of institutionalized racism have contributed to social and economic inequities, perpetuating the racial wealth gap and leading to intergenerational inequality.
