Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The authors report on a survey of primary public and private schools in rural Pakistan with a focus on student achievement as measured through test scores. Absolute learning is low compared with curricular standards and international norms. Tested at the end of the third grade, a bare majority had mastered the K-I mathematics curriculum and 31 percent could correctly form a sentence with the word "school" in the vernacular (Urdu). As in high-income countries, bivariate comparisons show that higher learning is associated with household wealth and parental literacy. In sharp contrast to high-income countries, these gaps decrease dramatically in a multivariate regression once differences between children in the same school are looked at. Consequently, the largest gaps are between schools. The gap in English test scores between government and private schools, for instance, is 12 times the gap between children from rich and poor families. To contextualize these results within a broader South Asian context, the authors use data from public schools in the state of Uttar Pradesh in India. Levels of learning and the structure of the educational gaps are similar in the two samples. As in Pakistan, absolute learning is low and the largest gaps are between schools: the gap between good and bad government schools, for instance, is 5 times the gap between children with literate and illiterate mothers.

Book excerpt: Despite great progress around the world in getting more kids into schools, too many leave without even the most basic skills. In India’s rural Andhra Pradesh, for instance, only about one in twenty children in fifth grade can perform basic arithmetic. The problem is that schooling is not the same as learning. In The Rebirth of Education, Lant Pritchett uses two metaphors from nature to explain why. The first draws on Ori Brafman and Rod Beckstrom’s book about the difference between centralized and decentralized organizations, The Starfish and the Spider. Schools systems tend be centralized and suffer from the limitations inherent in top-down designs. The second metaphor is the concept of isomorphic mimicry. Pritchett argues that many developing countries superficially imitate systems that were successful in other nations— much as a nonpoisonous snake mimics the look of a poisonous one. Pritchett argues that the solution is to allow functional systems to evolve locally out of an environment pressured for success. Such an ecosystem needs to be open to variety and experimentation, locally operated, and flexibly financed. The only main cost is ceding control; the reward would be the rebirth of education suited for today’s world.

Book excerpt: Inside the Pentagon Papers addresses legal and moral issues that resonate today as debates continue over government secrecy and democracy's requisite demand for truthfully informed citizens. In the process, it also shows how a closer study of this signal event can illuminate questions of government responsibility in any era. When Daniel Ellsberg leaked a secret government study about the Vietnam War to the press in 1971, he set off a chain of events that culminated in one of the most important First Amendment decisions in American legal history. That affair is now part of history, but the story behind the case has much to tell us about government secrecy and the public's right to know. Commissioned by Secretary of Defense Robert McNamara, the Pentagon Papers were assembled by a team of analysts who investigated every aspect of the war. Ellsberg, a member of the team, was horrified by the government's public lies about the war - discrepancies with reality that were revealed by the report's secret findings. His leak of the report to the New York Times and Washington Post triggered the Nixon administration's heavy-handed attempt to halt publication of their stories, which in turn le

Book excerpt: The Sicilian Kan is one of the most flexible and easy-to-play variations of the entire Sicilian complex. In contrast to opening monsters such as the infamous Dragon and Najdorf Variations, Black players are not forced to memorize massive chunks of opening theory. Success in the Sicilian Kan is more dependent on understanding certain principles and a system of development. Another point in its favor is that even more experienced White players are often flummoxed by Black¿s elastic approach. Recently the Kan has received a seal of approval from the highest places, with both Kasparov and Kramnik employing it in the last couple of years. In this book, Grandmaster John Emms considers both the popular main lines and the tricky sidelines of the Sicilian Kan. Using illustrative games, Emms guides the reader through the positional and tactical intricacies of this modern opening. *Written by a leading openings expert *Includes games from world class grandmasters *An ideal weapon at all levels

Much recent debate about higher education has focused upon rankings, quality, financing and student mobility. The COVID-19 pandemic, the climate crisis, the calls for decolonisation, the persistence of gender violence, the rise of authoritarian nationalism, and the challenge of the United Nations Sustainable Development Goals have taken on new urgency and given rise to larger questions about the social relevance of higher education. In this new era of uncertainty, and perhaps opportunity, higher education institutions can play a vital role in a great transition or civilisational shift to a newly imagined world. Socially Responsible Higher Education: International Perspectives on Knowledge Democracy shares the experiences of a broadly representative and globally dispersed set of writers on higher education and social responsibility, broadening perspectives on the democratisation of knowledge. The editors have deliberately sought examples and viewpoints from parts of the world that are seldom heard in the international literature. Importantly, they have intentionally chosen to achieve a gender and diversity balance among the contributors. The stories in this book call us to take back the right to imagine, and 'reclaim' the public purposes of higher education"--
