Book excerpt: Many factors contribute to variability in Earth's climate on a range of timescales, from seasons to decades. Natural climate variability arises from two different sources: (1) internal variability from interactions among components of the climate system, for example, between the ocean and the atmosphere, and (2) natural external forcings, such as variations in the amount of radiation from the Sun. External forcings on the climate system also arise from some human activities, such as the emission of greenhouse gases (GHGs) and aerosols. The climate that we experience is a combination of all of these factors. Understanding climate variability on the decadal timescale is important to decision-making. Planners and policy makers want information about decadal variability in order to make decisions in a range of sectors, including for infrastructure, water resources, agriculture, and energy. In September 2015, the National Academies of Sciences, Engineering, and Medicine convened a workshop to examine variability in Earth's climate on decadal timescales, defined as 10 to 30 years. During the workshop, ocean and climate scientists reviewed the state of the science of decadal climate variability and its relationship to rates of human-caused global warming, and they explored opportunities for improvement in modeling and observations and assessing knowledge gaps. Frontiers in Decadal Climate Variability summarizes the presentations and discussions from the workshop.

Book excerpt: The spatial-temporal variability of tropical cyclone tracks and their possible association with tropical cyclone landfall frequency along the United States East Coast and China East Coast are studied using Principle Component Analysis of tropical cyclone Track Density Function (TDF). Results show that North Atlantic (NA) hurricane TDF is strongly modulated by El Niño-South Oscillation, the tropical Atlantic SST dipole Mode (DM), North Atlantic Oscillation and Arctic Oscillation. Dominant Modes of Western North Pacific (WNP) typhoon TDF demonstrate strong correlation with spring and winter snow cover (SC) over the Qinghai and Tibetan Plateau (QTP). Results provide a foundation for the construction of statistical models, which project the annual number of tropical cyclone landfall along the East Coast of the United States and the coast of China. Analysis for 1990 and 2004 NA hurricane seasons revealed that the substantial variability of tropical Atlantic SST DM is a dominate factor affecting the hurricane track patterns. Study for 1978 and 2001 typhoon cases in the WNP demonstrated that the QTP SC was responsible for the differentiation in the number of landfall typhoon events in the WNP. A schematic diagram was proposed to illustrate the linkage between the DM and the NA hurricane track patterns. Accumulated gain or deficit in the surface radiation associated with the QTP SC imposes a long memory in the East Asian climate system. Variations in heat budget change the large-scale zonal circulation and further modulate the seasonal position and strength of East Asian subtropical high. A possible physical link to connect the QTP snow cover and the WNP typhoon track patterns was therefore proposed.

The first part is focused on the connection between the variability of climate patterns and the temporal-spatial variations in Rossby wave breaking (RWB). The second part is focused on improving the incomplete description of the spatial variability of climate patterns offered by Empirical Orthogonal Function (EOF) analysis. The statistics of tropospheric anticyclonic and cyclonic RWB are derived by an objective analysis. The relationship between the Southern Annular Mode (SAM) and RWB in the Southern Hemisphere during austral summer of 1979-2009 is presented. A composite analysis shows anticyclonic and cyclonic RWB contribute to a positive and negative SAM index, respectively. The anticyclonic RWB, centered at 45°S, plays a dominant role in influencing the SAM index explaining 78% of the interannual variability of the SAM index and showing a positive trend similar to the SAM index. The northern node of the North Atlantic Oscillation (NAO) shifted eastward during the boreal winters of 1978-1997 compared to 1958-1977. The eastward shift coincided with a northeast shift in the cyclonic RWB surf zone (area of frequent RWB) at high latitudes over the North Atlantic basin. The displacement of the cyclonic surf zone corresponds to the displacement of the jet and the forcing of the mean flow. NAO uncertainty is estimated in terms of standard deviation of the NAO coefficients and the uncertainty of the location of the NAO nodes is quantified. The uncertainty of the location of the NAO nodes not only helps assess the shift in the NAO but also provides evidence of more than two action centers. A new index of climate variability in the North Atlantic region, the Angle index, is introduced. The Angle index describes the relative location of the northern and southern nodes of the NAO over 20-yr running windows. The Angle index suggests that an eastward shift of the southern node of the NAO is the main reason for the Arctic warming during the mid-20th century. The Angle index is demonstrated to provide additional information to the traditionally-defined NAO index by multivariate linear regression models.
