Book excerpt: This study used cross sectional data from the government of Malawi’s Farm Income Diversification Programme (FIDP) to examine the impact of FIDP on household welfare. Total annual household income, food security, and the wealth status of households were used as measures of household welfare. A propensity score matching procedure was used to make statistically valid comparisons between the welfare of households which participated and did not participate in FIDP. The results show that households which participated in FIDP had higher incomes and their food security status improved more than among similar households which did not participate in the program. The results further reveal that FIDP improved the wealth of participating households compared to their counterparts who did not participate. Those FIDP participating households engaged in livestock production, in particular, experienced considerable growth of income, which suggests that livestock enterprises coupled with income from crops could be an important pathway for improving the wellbeing of households in Malawi.

SSA also exhibits the lowest crop yields for major staples in the world, largely due to low use of irrigation and fertilizer. Rainfed agriculture poses growing production risks with increased climate variability and change. At the same time, smallholder irrigation in the region developed rapidly over the past decade, albeit starting from very low levels. In addition to largely demand-driven irrigation development by smallholders, there is a significant push by donors for large-scale irrigation development, as well as some push for smallholder irrigation. There has also been a long-standing debate about whether irrigation in SSA should be large scale or small scale to achieve its potential. However, given the potentially high rewards, but also high possibility of failure, the assessment of irrigation potential must go beyond large scale versus small scale to integrate concerns regarding environmental sustainability, resource use efficiency, nutrition and health impacts, and women’s empowerment. The hypothesis underlying this review paper is that how irrigation gets deployed in SSA will be decisive not only for environmental sustainability (such as deciding remaining forest cover in the region) and poverty reduction, but also for health, nutrition, and gender outcomes in the region. The focus of this paper is on the health, nutrition, and gender linkage. We find that to date, few studies have analyzed the impact of irrigation interventions on nutrition, health, and women’s empowerment, despite the large potential of irrigation to affect these important variables. Irrigation interventions may have differential effects on different members in the household and in the community, such as irrigators, non-irrigators, children, and women. Measuring and understanding such differences, followed by improving design and implementation to maximize gender, health, and nutrition outcomes, could transform irrigation programs from focusing solely on increased food production toward becoming an integral component of poverty-reduction strategies.

While irrigation development used to focus on public, large-scale, surface- and reservoir-fed systems, over the last several decades, private small-scale investments in groundwater irrigation have grown in importance and are expected to see rapid future growth, particularly in connection with solar-powered pumping systems. But is irrigation ‘fit-for-purpose’ to support population growth, economic development, and multiple food, energy and climate crises? This paper reviews how fit-for-purpose irrigation is with a focus on economies of scale of surface and groundwater systems, and a particular examination of systems in Sub-Saharan Africa where the need for expansion is largest. The review finds challenges for both larger surface and smaller groundwater systems in the face of growing demand for irrigated agriculture and dwindling and less reliable water supplies. To support resilience of the sector, we propose both a holistic design and management improvement agenda for larger surface systems, and a series of suggestions to improve sustainability concerns of groundwater systems

The analysis shows strong association between households’ nutritional status and their access to irrigation, with evidences suggesting that the irrigation-nutrition linkages play out both through the income and production pathways in Northern Ghana.

He develops a theoretical framework to assess the welfare implications of irrigation development programs and provides empirical evidence from microdam construction and reforestation projects in northern Ethiopia. The author pays particular attention to health-related costs of establishing small-scale irrigation dams in areas prone to waterborne diseases. While the theoretical analyses imply that the net welfare impacts of irrigation dams cannot be known a priori due to potential health costs, the empirical evidence shows that current agricultural yield and farm profit have increased in villages with closer proximity to the dams than in those more distant. The increased disease incidence due to standing pools of water has, however, led to significant declines in the returns from investment in irrigation water. Households with poor health are less likely to adopt productivity-enhancing as well as resource-conserving technologies, which are crucial for achieving the ultimate goal of sustainable agricultural development. The ensuing sickness has also led to reduction in labor allocation to off-farm activities. The findings underline the importance of weighing beforehand the magnitude of potential economic benefits against health costs of water development programs. The overall evidence, however, suggests that carefully designed irrigation dams could significantly improve agricultural production and food security, particularly in areas where waterborne diseases pose negligible risk to health or can be cost-effectively controlled.

This paper synthesizes the issues related to gender and small-scale irrigation using a conceptual framework that highlights the linkages between elements of women’s empowerment and small-scale irrigation. Because gendered dynamics with small-scale irrigation play out differently depending on the scale of irrigation and the technologies used, this paper applies the framework to examine case studies across a typology of small-scale irrigation systems. The case studies cover a range of farming and livelihood systems in which women’s roles and gender relations vary, highlighting the importance of the opportunity structure or context in which irrigation takes place. This paper then draws lessons on the various ways in which small-scale irrigation, gender relations, and women’s empowerment interact and highlights areas where research gaps remain.
