It is, thus, clearer that irrigation development should also comply with the requirement of extended need of water for sanitation and hygiene. Developing multiple water use would certainly allow to fight the pandemic while ensuring the basic needs of food security in rural communities. To support the concept of multiple water use, a new initiative called SMART irrigation – SMART WASH is proposed for corporate solutions to enhance irrigation and provide WASH facilities to vulnerable communities, thus, responding to the critical needs in times of pandemic crisis.

One important way to achieve this is by better integrating fisheries into the planning, design, construction, operation and management of irrigation systems. Irrigation – a major contributor to the Green Revolution – has significantly improved agricultural production worldwide, with consequent benefits for food security, livelihoods and poverty alleviation. Today, irrigated agriculture represents about 21 percent of cultivated land, but contributes approximately 40% of the total global crop production. Many governments continue to invest in irrigation as a cornerstone of food security and rural development. Investments in irrigation often represent a pragmatic form of adaptation to changing climatic conditions. This guide focuses on how to sustainably optimize and broaden the range of benefits from irrigation development - not only economic but also social and environmental benefits . It emphasizes the opportunities that fisheries could provide to increase food production and economic returns, enhance livelihoods and public health outcomes, and maintain key ecosystem services. The guide considers possible trade-offs between irrigation and fisheries, and provides recommendations on how these could be minimized.

Book excerpt: Irrigated agriculture can support food and nutrition security, increase rural employment and incomes and can act as a buffer against growing climate variability and change. However, irrigation development has been slow in Africa south of the Sahara and Ghana is no exception. Out of a total potential irrigated area of close to 2 million ha, less than 20,000 ha large-scale irrigation and less than 200,000 ha of small-scale irrigation have been developed; but the latter is only an estimate. To identify entry points for accelerating small-scale irrigation development in Ghana, a national and a regional stakeholder Net-Map workshop were held in Accra and Tamale, respectively. The workshops suggest that a wide variety of actors from government, the private sector, international organizations and funders, research organizations and NGOs are involved in the diffusion of small-scale irrigation technologies. However, there are important differences between actors perceived to be key at the national and at the regional levels in northern Ghana. At the national level, diffusion of small-scale irrigation technologies is considered to be largely influenced by the Ghana Irrigation Development Authority together with a series of private sector actors focused on importation, distribution and financing of technologies. Farmers are considered to have no influence over the diffusion of small-scale irrigation, suggesting that small-scale irrigation is largely considered a supply-driven process. In northern Ghana, on the other hand, farmers are considered to be key influencers, although participants noted that much of this was potential influence, together with a larger and more diversified set of government stakeholders that are seen as regulators and possibly gatekeepers. For irrigation diffusion to successfully move from importation to distribution to benefiting smallholder farmers, all of these actors have to come together to better understand farmers’ needs and challenges. A multi-stakeholder platform could help to increase communication between farmers as the ultimate beneficiaries of small-scale irrigation technologies and the many other actors interested in supporting this process.

The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continues to show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.

Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

Book excerpt: Agricultural Water Management in Africa: Lessons Learned and Future Directions provides an overview of the status of irrigation development and AWM practices and technologies in Africa and the global south. In addition, it provides guidelines, scenarios, and investment plans to guide the prioritization and operationalization of irrigation development and AWM under climate change. The African Union (AU) is driving investment and improvement in agricultural water management and transformation in Africa through the operationalization of the AU Irrigation Development and Agricultural Water Management in Africa (AU-IDAWM). The AU-IDAWM provides a framework that identifies four development pathways for enhanced agricultural water management practices across Africa. The pathways are as follows: (1) Pathway 1: Improved water control and watershed management in rain-fed farming, (2) Pathway 2: Farmer-led Irrigation Development (FLID), (3) Pathway 3: Irrigation scheme development and modernization, and (4) Pathway 4: Unconventional water use for irrigation. Highlights fit-for-purpose irrigation strategies at scale and identifies opportunities and challenges of irrigation practices Expands understanding of the pathways for AWM, presenting operation and maintenance procedures Includes bespoke designs guided by AWM pathway approach
