Book excerpt: The Space Transportation System has been delayed 3-1/2 years and the cost of Defense participation in the program has increased $1.6 billion--from about $1.2 billion in fiscal year 1978 to about $2.8 billion in fiscal year 1982. To date, the delays have not resulted in any known operational degradation in Defense space capabilities . Continuing uncertainties, however, may further delay Defense's use of the full capabilities offered by the System, increase costs, or degrade future defense operational capabilities in space. The Secretary of Defense and the Administrator of the National Aeronautics and Space Administration should inform the Congress of the options being considered for maintaining an assured launch capability for defense and civil missions and the key assumptions, costs, and risks associated with each option. The Secretary of Defense should also provide the Congress information on the total cost of Defense participation in the Space Transportation System program.

Five key issues affecting DOD future Shuttle operations are: (1) Inadequate management interface between DOD/NASA; (2) DOD/USAF political considerations in the Shuttle support; (3) Inadequate USAF funding during early states of the program; (4) Inadequate integrated logistics support; and (5) Mission applications and payload integration problems. Each of these areas is discussed in detail in the report. The author concludes that lack of DOD commitment to the Shuttle Program, in which DOD is a major user, may cause DOD to be severely limited in its potential application of the system in the next decade.

Book excerpt: Pursuant to a congressional request, GAO provided its assessment of joint National Aeronautics and Space Administration (NASA) and Department of Defense (DOD) participation in space shuttle operations and Air Force activities concerned with developing and acquiring a dedicated DOD shuttle operations control facility. GAO found that, with the advent of the space shuttle, a trend has developed toward increasingly integrated NASA/DOD space operations. However, this relationship is complicated by the agencies' differing missions and objectives. This is particularly true with respect to DOD requirements for classified operations. A large portion of the cost burden for many military shuttle requirements is being borne by NASA, and extensive, long-term NASA support to DOD will be required for launch and landing operations, tracking and data acquisition services, and backup to DOD mission control systems. While NASA support to DOD is growing, the civilian program's future direction is not clear because the organization of future shuttle operations is undecided, and overall civilian space goals are still being defined. With the assistance of NASA, DOD is developing a shuttle operations and planning complex to be used solely for military missions. The complex would be equipped with the higher levels of security needed for such missions and would provide direct and exclusive military control of shuttle flight operations. However, GAO found that the development costs and system design options being considered for the complex could reduce the mission effectiveness of DOD.

Book excerpt: This study analyzes the use of the Space Shuttle Orbiter data processing subsystems in satisfying requirements for the integral astronaut participation in selected DoD space shuttle experiments. Key aspect of the study was the analysis, based on system implementation, to determine degrees of data protection from unauthorized use. Typical image processing and enhancing techniques versus display response time for astronaut interactions were assessed. The study concluded that a degree of data protection is achieved with the present orbiter avionics system by isolating one of the five general purpose computers with an out-of-sync procedure. Additional levels of data protection could be achieved only with additional hardware. (Author).
