Book excerpt: Harberger’s superneutrality conjecture contends that, although in theory the mix of direct and indirect taxes affects investment and growth, in practice growth effects of taxation are negligible. This paper provides evidence in support of this view by testing the predictions of endogenous growth models driven by human capital accumulation. The theoretical analysis highlights implications of different taxes for growth and investment in these models. The empirical work is based on cross-country regressions and numerical simulations, using a new methodology for estimating aggregate effective tax rates. Results show significant investment effects from income and consumption taxes that are consistent with small growth effects. The results are robust to the introduction of other growth determinants.

The data include measures of innovation outcomes as well as variables related to innovation effort. The main indicator of innovation outputs is patents. The sources of these data are publicly available (OECD, UNESCO, etc.), yet there have been few attempts at double checking the consistency of these data and digitizing observations dating back to the 1960s. After discussing the sources and definitions of the data, the authors examine trends and patterns of innovation outputs and inputs by looking at the over-time behavior of the relevant series and comparing the performance of developing and high-income countries. They also provide cross-regional comparisons and a detailed examination of trends in selected countries. In turn, the authors provide estimates of the impact of innovation on long-run development by following an emerging empirical literature on the determinants of levels of GDP per capita. The econometric results suggest that innovation might indeed have strong positive effects on long-run development, which might be stronger than the direct effects of institutions. This paper analyzes the adjustment process in the aftermath of speculative attacks in six countries: Argentina, Brazil, Mexico, Indonesia, Korea, and Thailand. As implied by the title, the main question to be addressed is whether the tales of adjustment in these Latin American and Asian economies were similar. This comparison is interesting for several reasons. The six countries came under the aegis of adjustment programs supported by international financial institutions, and the associated policy prescriptions have been at the center of attention. Of the six cases, one is an example of a "successful" defense of the currency, while another exemplifies a temporarily successful defense followed by an incomplete adjustment program. The others experienced dramatic currency devaluations. This small sample of episodes of adjustment also offers variety in the magnitude of the ensuing economic decline. While the Mexican and Argentine crises of 1995, and even the Brazilian adjustment after the October 1997 attack against its currency, were certainly costly, the Asian crises have been deeper and the recovery of the real economy has been slower. The paper draws policy implications for reducing the costs of the macroeconomic adjustment after currency crises.
