Book excerpt: It remains an open question whether the impact of environmental regulations differs by the size of the business. Such differences might be expected because of statutory, enforcement, and/or compliance asymmetries. Here, we consider the net effect of these three asymmetries, by estimating the relationship between plant size and pollution abatement expenditures, using establishment-level data on U.S. manufacturers from the Census Bureau's Pollution Abatement Costs and Expenditures (PACE) surveys of 1974-1982, 1984-1986, 1988-1994, 1999, and 2005, combined with data from the Annual Survey of Manufactures and Census of Manufactures. We model establishments' PAOC intensity - that is, their pollution abatement operating costs per unit of economic activity - as a function of establishment size, industry, and year. Our results show that PAOC intensity increases with establishment size. We also find that larger firms spend more per unit of output than do smaller firms.

How expensive is environmental regulation and how does it affect the economy? A proper understanding of the costs imposed by environmental regulation is important for policy-makers and others concerned with regulatory design. This book focuses on empirical studies of the impact of environmental regulation on the economy, exposing the reader to a variety of estimation methodologies and datasets that have been used in this area. Three basic sources provide information on the costs of environmental regulation: surveys; engineering studies; and econometric analysis. This text draws on all three in its investigation.

Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008. Had every U.S. household paid an equal share of the federal regulatory burden, each would have owed $15,586 in 2008. While all citizens and businesses pay some portion of these costs, the distribution of the burden of regulations is quite uneven. The portion of regulatory costs that falls initially on businesses was $8,086 per employee in 2008. Small businesses, defined as firms employing fewer than 20 employees, bear the largest burden of federal regulations. This report shows that as of 2008, small businesses face an annual regulatory cost of $10,585 per employee, which is 36% higher than the regulatory cost facing large firms (500+ employees). Ill.

Book excerpt: We analyze the connection between productivity, pollution abatement expenditures, and other measures of environmental regulation for plants in three industries (paper, oil, and steel). We examine data from 1979 to 1990, considering both total factor productivity levels and growth rates. Plants with higher abatement cost levels have significantly lower productivity levels. The magnitude of the impact is somewhat larger than expected: $1 greater abatement costs appears to be associated with the equivalent of $1.74 in lower productivity for paper mills, $1.35 for oil refineries, and $3.28 for steel mills. However, these results apply only to variation across plants in productivity levels. Estimates looking at productivity variation within plants over time, or estimates using productivity growth rates show a smaller (and insignificant) relationship between abatement costs and productivity. Other measures of environmental regulation faced by the plants (compliance status, enforcement activity, and emissions) are not significantly related to productivity.

Book excerpt: Featuring an original introduction by the editors, this important collection of essays explores the main issues surrounding the regulation of the environment. The expert contributors illustrate that regulating the environment in the UK is conceptually complex, involves a diverse range of institutions, techniques and methodologies and crosses geographical and national boundaries. In the USA it is more formalised, juridical, adversarial and formally dependent upon legal rules. The articles highlight the fact that despite differences in the UK and the USA's regulatory styles, environmental regulation today has much in common with both traditions.

Available in PDF, EPUB and Kindle. Book excerpt: American leadership in the world is built on the foundation of its economic strength. Yet the United States faces enormous economic competition abroad and threats to its economy at home. In How America Stacks Up: Economic Competitiveness and U.S. Policy, Edward Alden, Bernard L. Schwartz senior fellow at the Council on Foreign Relations and director of the Renewing America initiative, and Rebecca Strauss, associate director of Renewing America, focus on those areas of economic policy that are the most important for reinforcing America’s competitive strengths. Covering education, transportation, trade and investment, corporate tax, worker retraining, regulation, debt and deficits, and innovation, How America Stacks Up shows how, in a highly competitive global economy, these seemingly domestic issues are all crucial to U.S. success in the global economy. The line between domestic economic policy and foreign economic policy is now almost invisible, and getting these policies right matters for more than just U.S. living standards. The United States’ ability to influence world events rests on a robust, competitive economy. But without further investment in education, infrastructure, and innovation, Alden and Strauss show, the United States runs the risk of endangering its greatest competitive advantage. Through insightful analysis and engaging graphics, How America Stacks Up outlines the challenges faced by the United States and prescribes solutions that will ensure a healthy, competitive U.S. economy for years to come.
