The treatment of young offenders is a contentious subject, and this book provides a comprehensive review of out of court decision-making in the context of wider arguments about how we should deal with the crimes of the young. This book follows a broadly historical structure, exploring the development of ideas and approaches to agency decision-making at the point of prosecution. This leads to the identification of a number of distinctive ‘models’ of diversion, reflecting both specific periods of time and particular philosophies of intervention with young people in trouble with the law. Based on this classification, this book explores the implications for wider debates about childhood, crime and punishment and how these relate to theories of social control. This, in turn, leads to the conclusion that diversionary ideas and practices act as a kind of barometer for wider developments in the governance of youth. Almost all of the top ten recipient countries of humanitarian aid alone in 2015 were high-risk jurisdictions, for example, receiving more than £7bn between them. When they feel safe to speak, sector workers share sobering stories about what might have happened to some of this money. As INGOs struggle to keep up with worsening humanitarian needs, diversion risks and their complexity remain daunting. The demands of internal stakeholders, donors, banks, and regulators are diverse and even contradictory. Public scrutiny has magnified, but is not always well-informed. Institutional donors transfer ever more risk to implementing partners, while some banks seek to avoid this business altogether, pushing some NGOs outside the global banking system. Looming over all of these converging pressures is a latticework of austere international sanctions and counter-terror regimes. It is no surprise that INGOs find themselves struggling to reconcile this complex set of expectations with their charitable missions. Yet the consequences of failing to do so can be severe; future funding is contingent on reputation, and serious offences litter the regulatory landscape. The implications of breaches can be existential for organisations and criminal for individuals. No longer a conservative Republican voting bloc, the majority of Cubans today want more engagement with the island instead of less. Laguna investigates the generational shifts and tensions in a Cuban America where the majority is now made up of immigrants who arrived since the 1990s and those born in the US. To probe these changes, Laguna examines the aesthetic and social logics of a wide range of popular culture forms originating in Miami and Cuba from the 1970s through the 2010s. They include the stand-up comedy of performers like Alvarez Guedes and Robertico, a festival called Cuba Nostalgia, Miami morning radio shows, a form of media distribution on the island known as el paquete, and the viral social media content of Los Pichy Boys.
