Available in PDF, EPUB and Kindle. Book excerpt: Newly gained sovereignty, uneven penetration of neo-liberal ideals and the growth of disparate capitalist markets have elicited varied responses in Central Asia. What does development mean for the political class and for ordinary citizens? What are the effects of new capitalist institutions and markets? What impact did western development blueprints and external donor engagement leave in the region? This book illuminates the diverse realities of post-Soviet development in Central Asia through a multidisciplinary prism. The contributing articles are grounded in a range of social science disciplines including architecture, anthropology and geography. The analyses demonstrate how a synthesis of specialist knowledge from area studies and individual disciplinary methodologies can provide well-grounded critical positions on development. The book highlights the complexities of everyday routines of dispossession and coping strategies in the face of natural and manmade disasters. These experiences create deep moral anxieties under the debilitating effects of monetisation and marketisation of ordinary livelihoods, social ties and environmental resources. This book was originally published as a special issue of Central Asian Survey.

This book was released on 1996-06-11 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why are some countries without an apparent abundance of natural resources, such as Japan, economic success stories, while other languish in the doldrums of slow growth. In this comprehensive look at North American economic history, Marc Egnal argues that culture and institutions play an integral role in determining economic outcome. He focuses his examination on the eight colonies of the North, five colonies of the South (which together made up the original thirteen states), and French Canada. Using census data, diaries, travelers' accounts, and current scholarship, Egnal systematically explores how institutions (such as slavery in the South and the seigneurial system in French Canada) and cultural arenas (such as religion, literacy, entrepreneurial spirit, and intellectual activity) influenced development. He seeks to answer why three societies with similar standards of living in 1750 became so dissimilar in development. By the mid-nineteenth century, the northern states had surged ahead in growth, and this gap continued to widen into the twentieth century. Egnal argues that culture and institutions allowed this growth in the North, not resources or government policies. Both the South and French Canada stressed hierarchy and social order more than the drive for wealth. Rarely have such parallels been drawn between these two societies. Complete numerous helpful appendices, figures, tables, and maps, Divergent Paths is a rich source of unique perspectives on economic development with strong implications for emerging societies.

Book excerpt: As humans, we walk our own paths of individuality, of life, and of mind. And in the journey of existence, one often finds themselves separated from the track of origin - the point where the path diverged into something entirely new. The further one travels, the farther they find themselves from the familiar. But, before it can be acknowledged, the landscape is entirely unrecognizable, and the person on the path is a complete stranger - with a psychology that carries its own personality. Follow Jason Morton as he lays forth paths that diverge and intersect with one another, like some special brand of sacred geometry, in the form of prose heavy literature, and a style of poetry that screams serenades to the suffering soul as it exists within.

Academics criticize judicial decisions in theoretical terms, which leads many judges to dismiss academic discourse as divorced from reality. Richard Posner reflects on the causes and consequences of this widening gap and what can be done to close it.

Book excerpt: Since its start in 1990, the IPCO conference series (held under the auspices of theMathematicalProgrammingSociety)hasbecomeanimportantforumforthe presentation of recent results in Integer Programming and Combinatorial Op- mization. This volume compiles the papers presented at IPCO XI, the eleventh conference in this series, held June 8–10, 2005, at the Technische Universit ̈ at Berlin. The high interest in this conference series is evident in the large number of submissions. For IPCO XI, 119 extended abstracts of up to 10 pages were submitted. During its meeting on January 29–30, 2005, the Program Committee carefully selected 34 contributions for presentation in non-parallel sessions at the conference. The ?nal choices were not easy at all, since, due to the limited number of time slots, many very good papers could not be accepted. During the selection process the contributions were refereed according to the standards of refereed conferences. As a result of this procedure, you have in your hands a volume that contains papers describing high-quality research e?orts. The page limit for contributions to this proceedings volume was set to 15. You may ?nd full versions of the papers in scienti?c journals in the near future. We thank all the authors who submitted papers. Furthermore, the Program Committee is indebted to the many reviewers who, with their speci?c expertise, helped a lot in making the decisions.

Book excerpt: Why are globalizing processes unevenly distributed between poor and wealthy countries? What effect do these disparities have on the lives of ordinary people? The contributors to this volume find answers to these questions in the Mediterranean, a region divided between the wealthier nations of the north shore and their poorer neighbours to the south. The divergent histories, economies, cultural and linguistic backgrounds, education systems, and political structures of these two regions lead to explanations not only for uneven globalization but also for the wave of demonstrations that have sparked unrest in North Africa and the Near East.

Book excerpt: The 11th International Conference on Medical Imaging and Computer Assisted Intervention, MICCAI 2008, was held at the Helen and Martin Kimmel Center of New York University, New York City, USA on September 6–10, 2008. MICCAI is the premier international conference in this domain, with - depth papers on the multidisciplinary ?elds of biomedical image computing and analysis, computer assisted intervention and medical robotics. The conference brings together biological scientists, clinicians, computer scientists, engineers, mathematicians, physicists and other interested researchers and o?ers them a forum to exchange ideas in these exciting and rapidly growing ?elds. The conference is both very selective and very attractive: this year we - ceived a record number of 700 submissions from 34 countries and 6 continents, fromwhich258papers were selectedfor publication, whichcorrespondsto a s- cess rate of approximately 36%. Some interesting facts about the distribution of submitted and accepted papers are shown graphically at the end of this preface. The paper selection process this year was based on the following procedure, which included the introduction of several novelties over previous years. 1. A ProgramCommittee (PC) of 49 members was recruited by the Program Chairs,to getthenecessarybody ofexpertiseandgeographicalcoverage. All PC members agreed in advance to participate in the ?nal paper selection process. 2. Key words grouped in 7 categories were used to describe the content of the submissions and the expertise of the reviewers.

Available in PDF, EPUB and Kindle. Book excerpt: Written by two distinguished experts in the field of digital communications, this classic text remains a vital resource three decades after its initial publication. Its treatment is geared toward advanced students of communications theory and to designers of channels, links, terminals, modems, or networks used to transmit and receive digital messages. The three-part approach begins with the fundamentals of digital communication and block coding, including an analysis of block code ensemble performance. The second part introduces convolutional coding, exploring ensemble performance and sequential decoding. The final section addresses source coding and rate distortion theory, examining fundamental concepts for memoryless sources as well as precepts related to memory, Gaussian sources, and universal coding. Appendixes of useful information appear throughout the text, and each chapter concludes with a set of problems, the solutions to which are available online.
