The political decisions surrounding the disposal of nuclear compartments, radioactive wastes and spent fuel differ appreciably between the countries that own the boats. The decision makers involved thus need help in comparing and assessing alternative options for the decommissioning of their nuclear submarine fleets. The present volume offers such assistance, with its discussions of the risks associated with long-term water storage of the boats, radioactive and chemical contamination, spent fuel and waste management, and handling and recycling reactor compartments.

Book excerpt: The Advanced Research Workshop on "Nuclear Submarine Decommissioning and Related Problems" was held at the Russian Academy of Sciences in Moscow, Russia on June 19-22, 1995. On June 17 and 18, 1995 some of the workshop participants visited the Zwezdochka Shipyard at Severodvinsk which is a repair and dismantlement facility for Russian nuclear submarines. Attendance at the workshop was approximately 115 with participants from Russia, United States, France, Norway, Canada, Denmark, Sweden, Estonia, and Germany. The workshop was sponsored by the Disarmament Panel of North Atlantic Treaty Organization (NATO) Science Committee. The sponsorship and the financial support of NATO is gratefully acknowledged. The workshop was organized in Russia by the Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE). The efforts of many individuals from IBRAE in producing both a technically challenging workshop and an almost flawless one are also gratefully acknowledged. In addition, the support of the Russian Academy of Sciences, the State Committee of the Russian Federation on Defense Technologies, the Ministry of the Russian Federation on Atomic Energy, the Navy of the Russian Federation, and the United States Department of Energy is acknowledged. xi CURRENT STATUS OF NUCLEAR SUBMARINE DECOMMISSIONING PROBLEMS OF NUCLEAR SUBMARINE DECOMMISSIONING AND RECYCLING N. Book excerpt: Under the terms of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, the IAEA is the organization with the responsibility for defining high level radioactive wastes or other high level radioactive matter which is unsuitable for dumping at sea. The IAEA established a provisional Definition and Recommendations in 1972 and a revised version in 1978. The present Safety Series document contains the second revised Definition and Recommendations, which were established in 1985.

Available in PDF, EPUB and Kindle. Book excerpt: The advent of the nuclear age in 1945 fundamentally altered the course of human events. The oceans are not the focus of the nuclear age, but the affairs of the oceans are deeply woven into the history of that age. Knowledge of what the nuclear age has meant for the oceans, however, is highly fragmented and there exists a surprising gap in research on the impact of the nuclear age on the oceans and on ocean law and policy. Ranging from dumped wastes to transportation to security, this study frames the complex multidimensional set of relationships between the oceans and the nuclear age and illuminates patterns of impact and response in ocean law. This timely expanded edition includes a new chapter by Lt. Todd Hutchins, USN, on “Nuclear Risks in Coastal Areas: Legal and Regulatory Responses.” It provides a full discussion of the 2011 coastal Fukushima Nuclear Power Plant disaster, together with analysis more generally of the challenges to the environment and to the legal order globally that are posed by coastal siting of nuclear power plants.

Book excerpt: Until the late 1970s, most commercial power plant operators outside the United States adopted a spent fuel management policy of immediate reprocessing and recycling of recovered products. In response to rising reprocessing prices, decreasing values of re covered products, concerns over proliferation risks, and a belief in the favorable eco nomics of direct disposal, many utilities have since opted to store spent fuel on an in terim basis pending the availability of direct disposal facilities or a change in the eco nomic and/or political climate for reprocessing and recycling uranium and plutonium. Spent fuel has traditionally been stored in water-filled pools located in the reactor building or fuel handling buildings, on reactor sites, or as part of large centralized fa cilities (e.g. Sellafield, La Hague, CLAB). Because the economics of pool storage are dependent on the size of the facility, the construction of additional separate pools on reactor sites has only been pursued in a few countries, such as Finland and Bulgaria.

Book excerpt: In 1989 the Contracting Parties to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (the London Convention 1972) requested that the IAEA undertake the preparation of a global inventory of radioactive materials entering the marine environment from all origins. The IAEA subsequently established a global inventory which included information officially reported in or obtained from open literature and confirmed by the countries involved, on (i) the dumping at sea of radioactive waste; and (ii) marine accidents and losses involving radioactive materials. The inventory is intended as a centralized information base against which the impact of specific sources of radioactive material entering the marine environment can be assessed and compared. In 2006 the IAEA received the request to update those inventories. The present publication includes additional information provided recently by some IAEA Member States and contracting parties to the London Convention 1972 and Protocol 1996 within a process of updating the inventory which concluded in 2014, together with the information contained in previous IAEA publications. A CD ROM provides tables, maps and a database with detailed information.

Available in PDF, EPUB and Kindle. Book excerpt: The question of what to do with radioactive waste has dogged political administrations of nuclear-powered electricity-producing nations since the inception of the technology in the 1950s. As the issue rises to the forefront of current energy and environmental policy debates, a critical policy analysis of radioactive waste management in the UK provides important insights for the future. Nuclear Waste Politics sets out a detailed historical and social scientific analysis of radioactive waste management and disposal in the UK from the 1950s up to the present day; drawing international comparisons with Sweden, Finland, Canada and the US. A theoretical framework is presented for analysing nuclear politics: blending literatures on technology policy, environmental ethics and the geography and politics of scale. The book proffers a new theory of "ethical incrementalism" and practical policy suggestions to facilitate a fair and efficient siting process for radioactive waste management facilities. The book argues that a move away from centralised, high capital investment national siting towards a regional approach using deep borehole disposal, could resolve many of the problems that the high stakes, inflexible "megaproject" approach has caused across the world. This book is an important resource for academics and researchers in the areas of environmental management, energy policy, and science and technology studies.

Available in PDF, EPUB and Kindle. Book excerpt: Most studies of environmental regimes focus on the use of power, the pursuit of rational self-interest, and the influence of scientific knowledge. Lasse Ringius focuses instead on the influence of public ideas and policy entrepreneurs. He shows how transnational coalitions of policy entrepreneurs can build environmental regimes and how global environmental nongovernmental organizations can act as catalysts for regime change. This is the first book-length empirical study of the formation of the global ocean dumping regime in 1972 and its subsequent development, which culminated in the 1993 global ban on the dumping of low-level radioactive waste at sea. Ringius describes the structure within which global ocean dumping policy, particularly policy with regard to the disposal of radioactive waste, is embedded. He also examines the political construction of ocean dumping as a global environmental problem, the role of persuasion and communication in an international setting, and the formation of international public opinion. He does not argue that the influence of ideas alone explains how regimes develop, but claims that it is necessary to understand how actors, interests, and ideas together influence regimes and international environmental policy.

It shows the influence of the radioactive inventory on the planning and strategies of decommissioning and also presents an extensive overview of characterization results on various reactors which have been or are being decommissioned.
