This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.

Seeking answers to this question, Ty Solomon develops a new theoretical approach to the study of affect, identity, and discourse—core phenomena whose mutual interweaving have yet to be fully analyzed in International Relations. Drawing upon Jacques Lacan’s psychoanalytic theory and Ernesto Laclau’s approach to hegemonic politics, Solomon argues that prevailing discourses offer subtle but powerfully appealing opportunities for affective investment on the part of audiences. Through empirical case studies of the affective resonances of the war on terror and the rise and fall of neoconservative influence in American foreign policy, Solomon offers a unique way to think about the politics of identity as the construction of “common sense” powerfully underpinned by affective investments. He provides both a fuller understanding of the emotional appeal of political rhetoric in general and, specifically, a provocative explanation of the reasons for the reception of particular U.S. foreign policy rhetoric that shifted Americans’ attitudes toward neoconservative foreign policy in the 1990s and shaped the post-9/11 “war on terror.”

Book excerpt: The goal of this book is to examine some of the major foreign policy debates in the United Kingdom and the United States in the period from 1992 to 2008: from the end of the Cold War and the aftermath of the first Gulf War to the 2008 American presidential election. The first President Bush spoke in 1991 of a “new world order” – which seemed to mean an American hegemony. The United States was now the world’s only superpower, although a superpower afflicted with weaknesses, especially economic ones. But by 2008 the “new world order” did not seem so new or so strongly American. The period saw the terrorist attacks against the U.S. of 11 September 2001, military problems for the superpower in Afghanistan and Iraq and, by the summer of 2008, near economic collapse. In all of these developments, Britain shared to a lesser or a greater extent. It is hoped that this book will shed an important light both on each nation and on the so-called “special relationship” between the two. Furthermore, this book is also not specifically concerned with policy or how policy is made but with the debate around policy and the rhetoric used to present different points of view. “The ‘Special Relationship’ between the US and Britain remains an enigmatic, ever-changing, but still very powerful factor in world politics. As an examination of their foreign policy discourses reveals, from the perspective of culture and values, few Western countries are as different as the United Kingdom and the US. With very few exceptions – the foreign policies of Gladstone and Tony Blair, and Chruchillian rhetoric, unmatched by his supremely realpolitical politics – British governments abhor talking about values and ideals. The British cultural peculiarity is to dismiss ideology and values as packaging, only to be caught by surprise time and again that they cannot do “business with Herr Hitler”, or that people kill each other for their values, religions, constructed identities and ideologies. Most American governments, by contrast, have had ideological and moral crusades embroidered on their banners in their foreign policy. There is a convergence with Britain when both proclaim that all they are doing is in their self-interest, but the Americans unashamedly assume that what is good for America is good for the world, while the British discourse, with the UK’s decline since 1945, rarely goes that far. As an analysis of their discourses reveals, the ‘Special Relationship’ is thus clearly founded on something either deeper or more superficial than shared culture or values; this volume sheds light on this surprising fact in most illuminating ways, and Lori Maguire’s achievement in bringing together these examinations is praiseworthy indeed.” —Prof. Beatrice Heuser, University of Reading

Through world systems and postcolonial theory, historical and new materialist optics, discursive and affective analytical registers, and various qualitative methodological choices, the author analyzes peripheral subjectivity in connection to global proletarianization, as well as past and present resistance via social and personal movement(s). She refers to past Yugoslav socialist and anticolonial struggles as well as more recent ones, including the social justice and feminist collective, engaging with workers’ and women’s struggles in postwar Bosnia and the Justice for David movement. Finally, she analyzes the lives of new third-wave Bosnian migrants to Germany post-2015, placing them in juxtaposition with non-European migrants in Bosnian reception centers and exposing labor and race, border struggles and market as new variables for studying selves in this particular context. Writing about “situated knowledge” and “politics of location,” the author stresses the importance of strong affective ties within researcher-researched assemblages urging for deeper coalitions and solidarity among various peripheral, power-differentiated communities. Book excerpt: In an ever-changing world of foreign relations, understanding how world leaders process and interpret events will be useful in predicting potential official reactions. The focus of the current study is on the U.S. Congress, who, despite the power they can exert on world politics, is an understudied population. Language, more specifically word frequency in congressional speeches, is one way to measure how people approach situations. Therefore, I examined speeches on foreign policy issues (Iraq, Iran, and North Korea) to elucidate Congressional thinking. Using the Linguistic Inquiry and Word Count (LIWC) developed by (Pennebaker, Booth, & Francis, 2007), the linguistic constructs of complex thinking, cognitive processing, and psychological distancing, were examined with nonparametric regression to determine if language changed over time in response to real world events. The constructs of categorical thinking, honesty, and status were examined to determine if party differences changed over time. Changes were found in complex thinking and psychological distancing, with the majority of changes happening around 9-11 and the Arab Spring. A few major party differences in honesty and status will also be discussed.

In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.

In the second half of the twentieth century, worldwide attitudes toward whaling shifted from widespread acceptance to moral censure. Why? Whaling, once as important to the global economy as oil is now, had long been uneconomical. Major species were long known to be endangered. Yet nations had continued to support whaling. In The Power of Words in International Relations, Charlotte Epstein argues that the change was brought about not by changing material interests but by a powerful anti-whaling discourse that successfully recast whales as extraordinary and intelligent endangered mammals that needed to be saved. Epstein views whaling both as an object of analysis in its own right and as a lens for examining discursive power, and how language, materiality, and action interact to shape international relations. By focusing on discourse, she develops an approach to the study of agency and the construction of interests that brings non-state actors and individuals into the analysis of international politics. Epstein analyzes the “society of whaling states” as a set of historical practices where the dominant discourse of the day legitimated the killing of whales rather than their protection. She then looks at this whaling world's mirror image: the rise from the political margins of an anti-whaling discourse, which orchestrated one of the first successful global environmental campaigns, in which saving the whales ultimately became shorthand for saving the planet. Finally, she considers the continued dominance of a now taken-for-granted anti-whaling discourse, including its creation of identity categories that align with and sustain the existing international political order. Epstein's synthesis of discourse, power, and identity politics brings the fields of international relations theory and global environmental politics into a fruitful dialogue that benefits both.
