Book excerpt: Public academic prize contests—the concours académique—played a significant role in the intellectual life of Enlightenment France, with aspirants formulating positions on such matters as slavery, poverty, the education of women, tax reform, and urban renewal and submitting the resulting essays for scrutiny by panels of judges. In The Enlightenment in Practice, Jeremy L. Caradonna draws on archives both in Paris and the provinces to show that thousands of individuals—ranging from elite men and women of letters artisans, and peasants—participated in these intellectual competitions, a far broader range of people than has been previously assumed. Caradonna contends that the Enlightenment in France can no longer be seen as a cultural movement restricted to a small coterie of philosophers or a limited number of printed texts. Moreover, Caradonna demonstrates that the French monarchy took academic competitions quite seriously, sponsoring numerous contests on such practical matters as deforestation, the quality of drinking water, and the nighttime illumination of cities. In some cases, the contests served as an early mechanism for technology transfer: the state used submissions to identify technical experts to whom it could turn for advice. Finally, the author shows how this unique intellectual exercise declined during the upheavals of the French Revolution, when voicing moderate public criticism became a rather dangerous act.

This book is a study of how those taxes developed and what caused them to be adopted. Louis XIV's Assault on Privilege examines Nicolas Desmaretz, one of the most important finance ministers of the Bourbon monarchy. McCollim brings to life the man who was arguably the central figure in the final transformative years of Louis XIV's reign. Controller General Desmaretz was the nephew of famed finance minister Jean-Baptiste Colbert and had extensive experience in the administration prior to 1683 when he suffered disgrace. His expertisewas so renowned in his day that other chief financial officials sought his advice in secret. Desmaretz has been called the ablest man ever to head French finances, and the war financing problems he faced from 1708-14 the greatestchallenge faced by the Bourbon monarchy until the French Revolution. Desmaretz became one of the chief financial officials early in the War of the Spanish Succession and took full charge of French finances from 1708-15.In that time, he introduced one of the two most radical financial measures ever taken by the Bourbon monarchy: the dixième, a tax on income. This tax revolutionized the relationship of French elites to the Crown because iteliminated the issue of status that affected all other forms of taxation: the dixième fell on all income, no matter the recipient. The tax lasted until 1717, appeared again during the Wars of the Polish (1733-35) and Austrian (1743-48) Successions, and became permanent, in a reduced form, as the vingtième, in 1749. The story of the dixième has been oddly ignored by fiscal historians. In his rich analysis, McCollim lays outfor historians precisely how the royal financial council actually made policy. His book establishes once and for all that from the perspective of state finance, and state taxation, the post-1710 French monarchy had left far behindthe institutional framework of the seventeenth century. Gary B. McCollim received his doctoral degree in history from The Ohio State University and is a retired federal employee.

It not only ended a European-wide conflict, but also led to a cessation of hostilities on the American continent and Indian subcontinent, as well as naval warfare worldwide. More than this, however - as the chapters in this volume clearly demonstrate - the treaty marked an important step in the development of an integrated world-wide political system. By reconsidering the preconditions, negotiations and consequences of the Peace of Utrecht - rather than focusing on previous concerns with international relations and diplomacy - the contributions to this collection help embed events in a richer context of diverging networks, globalizing empires, expanding media and changing identities. Several chapters consider the preconditions and challenges to political entities such as the British and Spanish empires and French monarchy, demonstrating that far from being nation-states these were conglomerates with diverging forms of affiliation, which developed different modes and interests to face the needs and consequences of the Utrecht negotiations. This "macrostructural" perspective is complemented by chapters that focus on "microstructural" aspects, considering the personal networks and relationships that informed day-to-day actions in Utrecht. Both perspectives are then drawn together by further contributions that examine the formation of images and discourses which were intended to identify key individuals with larger political entities and their assumed interests. Showing how body and soul, the carnal and the divine, the senses and the mind, could be represented as intertwined and dependent on each other in various ways, it gives due attention to European women writers and artists that in unconventional ways responded to the period's two main intellectual and philosophical attitudes - Epicurean and Stoic - towards the body and its senses.
