It is well designed for students in public policy, public administration, public health, social work, environmental affairs, law and business.' – John D. Graham, Indiana University, US 'Principles and Standards for Benefit–Cost Analysis is well worth reading. The volume reproduces some chapters previously published online in the Journal of Benefit–Cost Analysis alongside new material that has not yet appeared in print, and does so in a logical and appealing way. Even the several chapters with which I disagreed made me think hard about my own views. And thinking hard is a good thing!' – Paul R. Portney, University of Arizona, US Benefit–cost analysis informs which policies or programs most benefit society when implemented by governments and institutions around the world. This volume brings together leading researchers and practitioners to recommend strategies and standards to improve the consistency and credibility of such analyses, assisting analysts of all types in achieving a greater uniformity of practice. Although new analytical approaches are constantly being used and tested, this book supports the emergence of a professional culture adhering to a set of principles and standards that can be used to identify useful analytical processes and to discard less useful ones. Contributors to this volume come from a wide variety of backgrounds and include authors of leading textbooks, editors of journals, former government officials, and practitioners whose analyses have shaped decisions about education, the environment, security, income distribution, and other vital social and economic policies. Students and professors of public sector economics will find much of interest in this groundbreaking book. Practitioners working in government, non-profit organizations, and international institutions, including welfare economists, policy analysts, environmentalists, engineers, and others will also benefit from this volume's sophisticated and practical recommendations.

Book excerpt: A revised edition of PS-14, "An Introduction to Benefit-Cost Analysis for Evaluating Public Programs," presents concepts and techniques of benefit-cost analysis as tools that can be used to assist in deciding between alternatives. The goals of the new edition include teaching students to think about the possible benefits and costs of each alternative; to define what they foresee as program outputs and to consider possible undesirable consequences; and to recognize the trade-offs that are implicit in all decisions. Topics of the eight modules (16 exercises) include the following: classifying direct vs. indirect benefits, as well as tangibles vs. intangibles; pecuniary or price effects; the business model of benefit-costs analysis; business as a model for government decisions; supply and demand in the market for goods; challenges for valuation presented by government programs; the comparison of costs and benefits that occur at different times; shadow pricing; double-counting, and benefits valued as net savings. Everyday examples are used to present what are frequently difficult concepts and relationships for the student with little background in economics. A sample student evaluation form is appended. Book excerpt: Canada's federal regulatory policy contains mandatory requirements that departments and agencies, before sponsoring a regulation, must show that regulation is the best alternative and that the regulatory program is structured to maximise the gains to beneficiaries in relation to costs to Canadians. This document is a guide to the use of cost benefit analysis for demonstrating that a proposed regulation maximises net benefit. It reviews how cost benefit analysis fits into the regulatory process, provides a framework for choosing regulatory and non-regulatory alternatives, and describes the type and level of analysis that must be completed before preparing Regulatory Impact Analysis Statements. The guide ends with sections on evaluating impacts to business, consumer impact assessment, evaluation of risk and uncertainty, cost estimation, discounting, and evaluation of environmental quality & other public goods.

Available in PDF, EPUB and Kindle. Book excerpt: The past decade has seen increased attention to cost-effectiveness and benefit-cost analysis in education as administrators are being asked to accomplish more with the same or even fewer resources, philanthropists are keen to calculate their "return on investment" in social programs, and the general public is increasingly scrutinizing how resources are allocated to schools and colleges. Economic Evaluation in Education: Cost-Effectiveness and Benefit-Cost Analysis (titled Cost-Effectiveness Analysis: Methods and Applications in its previous editions) is the only full-length book to provide readers with the step-by-step methods they need to plan and implement a benefit-cost analysis in education. Authors Henry M. Levin, Patrick J. McEwan, Clive Belfield, Alyshia Brooks Bowden, and Robert Shand examine a range of issues, including how to identify, measure, and distribute costs; how to measure effectiveness, utility, and benefits; and how to incorporate cost evaluations into the decision-making process. The updates to the Third Edition reflect the considerable methodological development in the evaluation literature, and the greater empiricism practiced by education researchers, to help readers learn to apply more advanced methods to their own analyses.

The applied nature of the subject is emphasized by showing how each of the principles is applied to an actual public policy intervention, covering transport, education, health and the environment. Robert Brent demonstrates how economic efficiency and equity can be combined as social objectives to help determine decisions that can increase satisfaction for all.

Book excerpt: Choice is the name of the game. Government sets the size of the public budget and decides which public projects it will invest in and which transfers and regulations it will implement. To do this systematically the government must have a procedure that displays the consequences of the alternatives. This book is an exposition of benefit-cost analysis (BCA), an analytic framework for organizing thoughts, listing the pros and cons of alternatives, and determining values for all relevant factors so that the alternatives can be ranked. A major question illuminated by this text is whether the results of such an analysis can instruct government--in the sense of telling it what it must do to avoid being labelled stupid, corrupt, irrational, and/or inefficient. How and when, we will ask, can the benefit-cost analyst label a particular governmental investment, policy, or regulation as political (in the pejorative sense) as opposed to economic (in the laudatory sense of being economically justified)? This book will argue that BCA is much like a consumer information system. Consumer information neither tells consumers what to do nor tells them what they should want. However, it does tell them which products will perform in selected ways and at what costs. And this information, together with the independently arrived at wants, helps the consumer make intelligent choices.

Available in PDF, EPUB and Kindle. Book excerpt: Fuguitt and Wilcox skillfully guide analysts, public sector managers, and students of decision-making through a full range of the essential steps to perform, interpret, and assess cost-benefit analysis. Their book shows how to grasp the principles of cost-benefit analysis and several related economic valuation methods, how to apply them in undertaking an objective analysis, and how to use the analysis as a decision-making tool across a wide range of fields and applications. An extensive knowledge of economic theory, calculus or advanced graphical analysis is not needed to understand the principles or techniques. Accessible to those who understand basic algebra and have a beginner's hold on statistics, the book also provides a bridge to the more advanced literature in economics and to other analyses used to perform sophisticated valuations. A unique, much-needed presentation of all that is required to gain an immediate, useful understanding of the topic. The authors explain basic economic concepts and show how they are relevant to understanding an analytical approach. They enumerate principles and detail such technical components as with and without analysis, discounting, decision criteria and uncertainty assessment. The book provides especially extensive coverage of the contingent valuation method along with market valuation, the travel cost and property value methods, human life valuation, and cost-effectiveness analysis. They explain empirical methods used to perform these valuation techniques and cover survey and regression analysis as well. Most importantly, Fuguitt and Wilcox treat the topic within its real-world context—as a decision-making tool to assess a particular policy's efficiency and to provide the decision maker with necessary information. Trade-offs between efficiency and other policy objectives are also addressed, as is the interdisciplinary setting within which cost-benefit analysis is interpreted, enabling readers to understand that policy advocates and adversaries bring their own values and competing interests to bear on any decision-making process.
