Empirische Untersuchungen, die das Familienleben in den Pflegefamilien beleuchten und dabei die leiblichen Kinder der Pflegeeltern mit ihren Erfahrungen zu Wort kommen lassen, sind bisher zurückhaltend veröffentlicht worden. Die Ergebnisse geben jedoch Hinweise darauf, dass leibliche Kinder einen wichtigen Beitrag zum Gelingen von Familienpflege leisten und Abbrüchen von Pflegeverhältnissen präventiv entgegenwirken. Bisher wurde dem Einfluss der Familienpflege auf geschwisterliche Beziehungen der leiblichen Kinder in der Literatur wenig Beachtung geschenkt. Der Untersuchungsgegenstand der vorliegenden Arbeit sind fünf Pflegefamilien, aus denen neun junge erwachsene, leibliche Kinder, darunter vier Geschwisterpaare in einer Retroperspektive über ihr Zusammenleben mit ihren Pflegegeschwistern berichten. Als Untersuchungsmethode wird ein empirischer Forschungsansatz vorgestellt, der den Zugang zu subjektiven Sichtweisen als Forschungsperspektive gewährt und sich an der Qualitativen Inhaltsanalyse nach Mayring (2015) orientiert. Aus den qualitativen Daten der Interviews wird rekonstruiert, wie die leiblichen Kinder ihr Aufwachsen in der Pflegefamilie erlebten, wie sie mit belastenden Situationen individuell und als biologische Geschwister umgingen und welche Unterstützung sie dabei erfuhren. Die Ergebnisse dieser Untersuchung zeigen, dass leibliche Kinder trotz schwieriger und traumatischer Ereignisse mit den Pflegekindern als junge Erwachsene eine positive Einstellung zur Familienpflege entwickeln. Dabei wurde im Rahmen der Interviewauswertung festgestellt, dass sie im Zusammenleben mit den Pflegegeschwistern vor allem eine Chance für ihre persönliche Entwicklung sehen. Book excerpt: Inhaltsangabe:Einleitung: Die Unterbringung von Kindern und Jugendlichen in Pflegefamilien und Einrichtungen der Heimerziehung ist „neben der Adoption die bedeutsamste Möglichkeit der Jugendhilfe zur Sicherung der Lebens- und Entwicklungsbedingungen von Kindern und Jugendlichen aus prekären (kindeswohlgefährdenden) familiären Situationen“ (Jordan 2001). In den vergangenen Jahrzehnten ging die Entwicklung im Pflegekinderbereich hin zu einer Aufwertung und zu einem Ausbau der Familienpflege. Die wurde auch durch die Reform des Kinder- und Jugendhilfegesetzes (KJHG) von 1991 zum Ausdruck gebracht. Die Anzahl der in Heimen untergebrachten Kinder sollte reduziert werden. Ausgelöst wurde dieser Trend durch die sogenannten „Heimkampagnen“ Anfang der 70er Jahre. „Die Zustände in den Heimen [wurden] öffentlich gemacht und die Pflegefamilien als pädagogische Alternative der Fremderziehung wiederentdeckt“ (Handbuch für Pflege- und Adoptiveltern 1993). Die Studentenbewegung und die sich anschließenden „gesellschaftlichen Reformprozesse“ machte die für die Jugendhilfe Verantwortlichen „sensibler für kindliche Bedürfnisse“, „gesellschaftliche Unterdrückung“ und verlangte „schließlich auch nach einer Reform des sozialpädagogischen Institutionssystems und der sozialpädagogischen Ausbildung. Das Pflegekinderwesen erreichte alles dies vor allem über den Tatbestand, dass die Heimerziehung schrecklich teuer wurde“ (Blandow 2001). Mit der Aufwertung der Pflegekinderarbeit durch die Spezialisierung innerhalb der Jugendämter (Schaffung von Pflegekinderdiensten) und durch Professionalisierung potentieller Pflegeeltern (Schulungen und gezielte Informationen) – sind die Zahlen für die Unterbringung von Kindern und Jugendlichen in institutionellen Einrichtungen in den letzten 30 Jahren zurückgegangen, die Anzahl der Pflegestellen gestiegen. Insgesamt aber ist die Fremdunterbringung von Kindern und Jugendlichen außerhalb der eigenen Familie rückläufig. Ausgelöst durch die Anti-Heimkampagnen sanken in den 80’er Jahren die Zahlen der Unterbringung von Kindern und Jugendlichen in Heimen und sonstigen Einrichtungen der Jugendhilfe. Die Anzahl der Pflegestellen konnte im selben Zeitraum fast verdoppelt werden. In den letzten zwanzig Jahren sanken sowohl die Zahlen für die Heimunterbringung als auch die der Pflegestellen. Pflegeeltern können zudem durch vermehrte Qualifizierung, welche mit der Überarbeitung der Verordnung über die Aufnahme von Kindern zur Pflege und zur Adoption (PAVO) derzeit geplant wird, unterstützt und befähigt werden. Diese Bachelor-Arbeit zeigt auf, mit welchen konkreten Herausforderungen Pflegeeltern mit jugendlichen Pflegekindern konfrontiert sind und welche besonderen Aufgaben sie zu bewältigen haben. Durch angemessene Qualifizierung von Pflegeeltern kann die Soziale Arbeit dazu beitragen, dass diese gestärkt werden und in der Lage sind, die herausfordernde Arbeit als Pflegeeltern kompetent zu meistern.
