Ziel dieser Arbeit ist die kritische Auseinandersetzung mit der Qualitätssicherungsdebatte in der Jugendhilfe, insbesondere in der Heimerziehung. Im ersten Teil werde ich die Begriffe "Profession", "Professionalisierung“ und „Professionalität“ definieren, da diese eng mit Qualitätskriterien verbunden sind, anhand derer sich die Praxis ausrichten muss. Hierbei schildere ich die Veränderungen, aus denen das Spannungsverhältnis zwischen den Rahmenvorstellungen der Profession zu den veränderten Steuerungs(an-)forderungen entstand. Über die Skizzierung betriebswirtschaftlicher Modelle(„Qualität“, „Qualitätssicherung und -entwicklung“, „Wirksamkeits- und Qualitätsdialog“ sowie „Qualitätsmanagement“ laut ISO 9000 ff. und Zertifizierung, EFQM, Benchmarking und (Selbst-)Evaluation) werde ich die Risiken und Chancen des Qualitätsmanagements in Bezug auf die Professionalisierung der Sozialen Arbeit diskutieren. Im zweiten Teil der Arbeit werde ich mich mit der Organisation der örtlichen Sozialverwaltung und den Grundzügen des Outputorientierten Neuen Steuerungsmodells (KGSt, exemplarisch Begrifflichkeiten „Produkt“/„Dienstleistung“ in der Jugendhilfe, Einrichtungs- und Dialogebene) auseinandersetzen. Auf der kommunalen Ebene werde ich zusammenfassend den Qualitäts- und Wirksamkeitsdialog beschreiben und abschließend überprüfen, inwieweit es der Profession gelingt, innerhalb des Neuen Steuerungsmodells professionell zu agieren. Im dritten Teil der Arbeit zeige ich basierend auf den theoretischen Erkenntnissen die Entwicklung, Einsatzgebiete, Schwierigkeiten und Möglichkeiten der Qualitätsentwicklung und -sicherung am Beispiel der Heimerziehung auf (exemplarisches Instrument: Hilfeplanung). Im vierten und fünften Teil werden die folgenden Fragen beantwortet:„Ist Soziale Arbeit die Marionette des Sozialstaates?“, "Sind Stress- und Burnoutmanagement eine Reaktion der Profession auf das Ergebnis des kontinuierlichen Aufgabenzuwachses durch das Neue Steuerungsmodell?"
