Einleitend soll eine kurze Abhandlung über die Geschichte der Entwicklungspolitik der Europäischen Union in die Thematik einführen. Darauf aufbauend wird in einem weiteren Abschnitt auf die Veränderung in der Entwicklungspolitik der Union eingegangen. Hierbei soll vor dem Hintergrund der veränderten Rolle der EU als internationaler politischer Akteur nach dem Ende des Kalten Krieges auch die Veränderung in der Entwicklungspolitik dargestellt werden. Als zentraler Ansatzpunkt dient hierbei die Veränderung der EU- Entwicklungszusammenarbeit unter den Gesichtspunkten der "guten Regierungsführung" (Good Governance). Nachdem in einem weiteren Schritt eine Definition des Begriffs "Good Governance" entwickelt werden soll, wird im Hauptteil der Arbeit das Good Governance- Modell der EU einer kritischen Betrachtung unterworfen. Dazu wird im Wesentlichen auf die Theorie der Funktionsvoraussetzungen von Demokratie nach Seymour Martin Lipset eingegangen. Es soll verdeutlicht werden, dass die Entwicklungszusammenarbeit der Europäischen Union nach Good Governance- Kriterien auch auf die Theorie von Lipset anwendbar ist, dessen Kernaussage die Etablierung der Demokratie durch wirtschaftlichen Fortschritt ist. Dazu werden Kriterien der Funktionsvoraussetzungen von Demokratie nach Lipset auf ihre Komptabilität mit den Richtlinien der EU zur Vergabe von Hi

During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.

Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.

The study by Loewe et al. analyses the impact of wasta on the business climate. It presents the results of extensive empirical research conducted in Jordan providing evidence that wide-spread favouritism affects business-people in different ways. Investors with good wasta can speed up procedures, get exclusive access to services and information and even influence legislation to their advantage. In addition, entrepreneurs tend to invest their time and money in social relations rather than productive capital, because their success depends on their wasta rather than the quality of their products.The study furthermore argues that the fight against favouritism must address four factors: inform people about the negative impact of favouritism on economic development, (ii) give people incentives to stop using their wasta, (iii) delink the use of wasta in people's thinking from beloved socio-cultural norms such as loyalty and solidarity and (iv) reform Jordan's administrative and political system, which lacks transparency and accountability on all levels.
