This book was released on 1988 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1971, a Canada/Manitoba agreement created the Federal/Provincial Lake Winnipeg Churchill and Nelson Rivers Study Board to determine the effect that the Lake Winnipeg Regulation and Churchill River diversion projects were likely to have on other water and related resource uses; indicate ways in which the projects may prove beneficial to such other uses; recommend modifications in the design and operation of the works; and recommend remedial measures where considered necessary. The Northern Flood Committee, established in 1977, provides a framework for compensating the native people affected by the development. The NFA also provides for an annual report on the recommendations being implemented, the dates when these recommendations will be implemented, and the reasons for non-implementation. This federal status report repeats each recommendation, identifies the lead responsible jurisdiction and any other that may have an interest, then gives a brief status report.

Available in PDF, EPUB and Kindle. Book excerpt: Beginning with the Grand Rapids Dam in the 1960s, hydroelectric development has dramatically altered the social, political, and physical landscape of northern Manitoba. The Nelson River has been cut up into segments and fractured by a string of dams, for which the Churchill River had to be diverted and new inflow points from Lake Winnipeg created to manage their capacity. Historic mighty rapids have shrivelled into dry river beds. Manitoba Hydro's Keeyask dam and generating station will expand the existing network of 15 dams and 13,800 km of transmission lines. In Our Backyard tells the story of the Keeyask dam and accompanying development on the Nelson River from the perspective of Indigenous peoples, academics, scientists, and regulators. It builds on the rich environmental and economic evaluations documented in the Clean Environment Commission’s public hearings on Keeyask in 2012. It amplifies Indigenous voices that environmental assessment and regulatory processes have often failed to incorporate and provides a basis for ongoing decision-making and scholarship relating to Keeyask and resource development more generally. It considers cumulative, regional, and strategic impact assessments; Indigenous worldviews and laws within the regulatory and decision-making process; the economics of development; models for monitoring and management; consideration of affected species; and cultural and social impacts. With a provincial and federal regulatory regime that is struggling with important questions around the balance between development and sustainability, and in light of the inherent rights of Indigenous people to land, livelihoods, and self-determination, In Our Backyard offers critical reflections that highlight the need for purposeful dialogue, principled decision making, and a better legacy of northern development in the future.

Book excerpt: In past treaties, the Aboriginal people of Canada surrendered title to their lands in return for guarantees that their traditional ways of life would be protected. Since the 1950s, governments have reneged on these commitments in order to acquire more land and water for hydroelectric development. James B. Waldram examines this controversial topic through an analysis of the politics of hydroelectric dam construction in the Canadian Northwest, focusing on three Aboriginal communities in Manitoba and Saskatchewan. He argues that little has changed in our treatment of Aboriginal people in the past hundred years, when their resources are still appropriated by the government “for the common good.” Using archival materials, personal interviews and largely inaccessible documents and letters, Waldram highlights the clear parallel between the treatment of Aboriginal people in the negotiations and agreements that accompany hydro development with the treaty and scrip processes of the past century.

Book excerpt: The Manuela Dias book design and Illustration Awards - General illustrations category Alexander Kennedy Ishister Award for Non-Fiction Eileen McTavish Sykes Award for Best First Book McNally Robinson Book of the Year Award This is a truly unique book. It offers an incomparable glimpse into the experiences and history of more than one hundred First Nations and Métis elders from Canada's North —“the last generation born on the land.” These stunning graphite pencil portraits are rendered with love, respect, and painstaking detail, along with gripping intimate profiles assembled from oral accounts and anecdotes. Their poignant facial features, lines, and creases, weathered by the harsh outdoors and a lifetime of challenges, are like badges of their remarkable achievements, sustained resolve, inspired patience, and deep-set defiance to the hardships their people have endured for generations. The masterful realism of Kuehl’s work helps uncover the tales of these seasoned individuals—their many triumphs and trials—revealing in turn a greater portrait of life in the communities of Northern Canada, a compelling homage, and an enduring historical legacy.
