Book excerpt: The main objective of this workshop was to review and discuss the state of the art and the latest advances· in the area of 1-10 Gbit/s throughput for local and metropolitan area networks. The first generation of local area networks had throughputs in the range 1-20 Mbit/s. Well-known examples of this first generation networks are the Ethernet and the Token Ring. The second generation of networks allowed throughputs in the range 100-200 Mbit/s. Representatives of this generation are the FDDI double ring and the DQDB (IEEE 802.6) networks. The third generation networks will have throughputs in the range 1-10 Gbit/s. The rapid development and deployment of fiber optics worldwide, as well as the projected emergence of a market for broadband services, have given rise to the development of broadband ISDN standards. Currently, the Asynchronous Transfer Mode (ATM) appears to be a viable solution to broadband networks. The possibility of all-optical networks in the future is being examined. This would allow the tapping of approximately 50 terahertz or so available in the lightwave range of the frequency spectrum. It is envisaged that using such a high-speed network it will be feasible to distribute high-quality video to the home, to carry out rapid retrieval of radiological and other scientific images, and to enable multi-media conferencing between various parties.

Book excerpt: The accelerated use of digital services during the COVID-19 pandemic has highlighted the importance of high-speed Internet access. Yet a large share of adults in emerging markets still live in cities where the availability of high-speed Internet is limited. There is a strong case to be made for municipal broadband networks, which are fully or partially facilitated, built, operated, or financed by local governments, often in partnership with the private sector. There are three basic models for creating and operating these networks, and every network must work in the unique context of the city it will serve. But if they are well implemented, these models can offer digital access to city residents, help close the digital divide, and create opportunities for private sector players in both advanced and emerging markets.

Available in PDF, EPUB and Kindle. Book excerpt: The rule of law in cyberspace currently faces serious challenges. From the democratic system to the exercise of fundamental rights, the Internet has raised a host of new issues for classic legal institutions. This book provides a valuable contribution to the fields of international, constitutional and administrative law scholarship as the three interact in cyberspace. The respective chapters cover topics such as the notion of digital states and digital sovereignty, jurisdiction over the Internet, e-government, and artificial intelligence. The authors are eminent scholars and international experts with a profound knowledge of these topics. Particular attention is paid to the areas of digital democracy, digital media and regulation of the digital world. The approach employed is based on a comparative perspective from Germany, the Netherlands, Italy, Portugal and Brazil. One particular focus is on how various legal systems are coping with increasing difficulties in the exercise of democracy with regard to disinformation and hate speech. The roles of legislators, the judicial system and public administrations are analysed in the light of the latest cases, conflicts and technologies. In addition to this comparative approach, the book explores the evolution of rule of law in cyberspace and the upcoming new legal regimes in the European Union and Brazil. Special care is taken to offer a critical review of both the literature and the latest legal solutions adopted and being considered regarding the regulation of cyberspace from a constitutional and administrative perspective. Given its scope, the book will be of interest to researchers and scholars in the field of digital law whose work involves constitutional problems in cyberspace and/or practical problems concerning the regulation of social networks and online commerce.

Book excerpt: It is surprising to think that in today’s rapidly evolving world of technology, over half of the globe still does not have access to high speed internet. Creating community wireless networks has in the past been a way to provide remote communities with internet and network access. Social and Economic Effects of Community Wireless Networks and Infrastructures highlights the successes of community wireless networks but also boldly addresses the potential risk factors and broader socioeconomic concerns. This publication’s exploration of previous successes and failures, various designs, and potential challenges with CWNs makes it a valuable resource for researchers, practitioners, vendors, and activists.

Filled with fresh information and practical advice, "Cities in the Technology Economy" provides a thorough coverage of the technology economy with respect to cities and economic development, focusing on the attraction of technology industries and investment in technology infrastructure. The author utilizes a triangualtion of approaches - national level data, nationwide survey of local officials, and case studies - to examine what cities are doing in the technology economy, describe the barriers to participation in the technology economy, and detail entrepreneurial actions of local governments to traverse these hurdles. All of the research points to the need for a strong local role enabling local policy action and activities to shape a technology economy response.
