Existing approaches to developing real-time routing strategies, however, have limitations. This study explored the potential for using case-based reasoning (CBR), an emerging artificial intelligence paradigm, to overcome such limitations. CBR solves new problems by reusing solutions of similar past problems. To illustrate the feasibility of the approach, the research team developed and evaluated a prototype CBR routing system for the interstate network in Hampton Roads, Virginia. They generated cases for building the system's case-base using a heuristic dynamic traffic assignment (DTA) model designed for the region. Using a second set of cases, the research team evaluated the performance of the prototype system by comparing its solutions with those of the DTA model. The research team found that CBR has the potential to overcome many of the limitations to existing approaches to real-time routing and a CBR routing system is capable of producing high-quality solutions with reasonable a case-base size. In addition, the research team found that real-time traffic flow routing will likely lead to significant user cost savings.

Book excerpt: For a traffic management system (TMS) to improve traffic flow, TMS operators must develop effective routing strategies based on the data collected by the system. The purpose of this research was to build prototype decision support systems (DSS) for the real-time development of such strategies. We used the freeway system controlled by the Suffolk (Virginia) TMS as a test case. A routing DSS has (1) a search mechanism that allows the space of possible routing strategies to be explored thoroughly but efficiently, and (2) an evaluation routine that estimates the effectiveness of a particular strategy. We combined the search and evaluation routines to develop two DSS prototypes: a simple shock-wave DSS that required very little input data and a heuristic search/dynamic traffic assignment (DTA) DSS that demanded more input and computations but captured traffic dynamics better. We evaluated the prototypes based on the agreement of their recommended strategies with prior expectations and their potential for real-time applications. The results are promising. For the shock-wave DSS, the diversion percentages recommended agree with prior expectations. For the heuristic search/DTA model, the results are consistent regardless of the start point for the search algorithm.

Day 2 featured topical workshops on CBR in the healthsciences,theimpactoflife-cyclemodelsonCBRsystems,mixed-initiative CBR, predicting time series with cases, and providing assistance with structured vs. unstructured cases. Days 3 and 4 comprised presentations and posters on theoretical and applied CBR research and deployed CBR applications, as well as invited talks from three distinguished scholars: David Leake, Indiana University, H ́ ector Munoz-Avila, ̃ Lehigh University, and Ellen Rilo?, University of Utah. The presentations and posters covered a wide range of CBR topics of in- rest both to practitioners and researchers, including case representation, si- larity, retrieval, adaptation, case library maintenance, multi-agent collaborative systems, data mining, soft computing, recommender systems, knowledge ma- gement, legal reasoning, software reuse and music.

Book excerpt: This book deals with the estimation of travel time in a very comprehensive and exhaustive way. Travel time information is and will continue to be one key indicator of the quality of service of a road network and a highly valued knowledge for drivers. Moreover, travel times are key inputs for comprehensive traffic management systems. All the above-mentioned aspects are covered in this book. The first chapters expound on the different types of travel time information that traffic management centers work with, their estimation, their utility and their dissemination. They also remark those aspects in which this information should be improved, especially considering future cooperative driving environments.Next, the book introduces and validates two new methodologies designed to improve current travel time information systems, which additionally have a high degree of applicability: since they use data from widely disseminated sources, they could be immediately implemented by many administrations without the need for large investments. Finally, travel times are addressed in the context of dynamic traffic management systems. The evolution of these systems in parallel with technological and communication advancements is thoroughly discussed. Special attention is paid to data analytics and models, including data-driven approaches, aimed at understanding and predicting travel patterns in urban scenarios. Additionally, the role of dynamic origin-to-destination matrices in these schemes is analyzed in detail.

Book excerpt: The Wisconsin Department of Transportation (WisDOT) owns and operates a state highway network of 12,000 miles, which carries approximately 80 percent of vehicle miles traveled in the state. Construction, maintenance, weather and other events often lead to lane closures or restrictions, causing inconvenience to road users. WisDOT developed numerous strategies for identifying alternate routes that drivers can use when highway travel times are affected by planned or unplanned events. Despite these efforts, WisDOT has observed that many alternate routes are underused, even when those routes would save travelers significant travel time. The objective of this project was to examine the decision-making processes of Wisconsin drivers regarding route selection, including their decisions to use (or not use) an alternate route instead of the highway network. Factors that were examined included how and when drivers make initial decisions about a preferred route, for both familiar and unfamiliar trips; the factors that influence their decisions to divert or not divert from their usual (or current) route to an alternate route; and the information sources they would most likely consult for travel and route information.

Book excerpt: The global response to COVID-19 has demonstrated the importance of vigilance and preparedness for infectious diseases, particularly influenza. There is a need for more effective influenza vaccines and modern manufacturing technologies that are adaptable and scalable to meet demand during a pandemic. The rapid development of COVID-19 vaccines has demonstrated what is possible with extensive data sharing, researchers who have the necessary resources and novel technologies to conduct and apply their research, rolling review by regulators, and public-private partnerships. As demonstrated throughout the response to COVID-19, the process of research and development of novel vaccines can be significantly optimized when stakeholders are provided with the resources and technologies needed to support their response. Vaccine Research and Development to Advance Pandemic and Seasonal Influenza Preparedness and Response focuses on how to leverage the knowledge gained from the COVID-19 pandemic to optimize vaccine research and development (R&D) to support the prevention and control of seasonal and pandemic influenza. The committee's findings address four dimensions of vaccine R&D: (1) basic and translational science, (2) clinical science, (3) manufacturing science, and (4) regulatory science.
