Book excerpt: This first experiment was performed as part of the process of developing a standardized performance criterion for journeyman enroute traffic controllers. The final performance measurement system will be used in personnel research such as evaluating potential aptitude test capacity to predict suitability for entrance into training. The criterion measure will be based on the use of realistic dynamic simulation of the radar air traffic control situation. The completed measurement system will be required to possess reliability, objectivity, and relevance of measurement of performance. Another requirement will be the availability of alternate traffic problems which are different but proven to be of equivalent difficulty level. This experiment sought directions for constructing different but equally difficult (parallel) forms of the test by using combinations of sector geographic structures and traffic density levels. Two sectors, which differed widely in geographic structure, and three traffic density levels were orthogonally combined to yield six experimental conditions. Six experienced air traffic controllers worked under each of the six conditions in the ATC simulator. Results indicated that performance scores were much less affected by sector structure than by traffic density. Consequently, it was accepted as a guideline for further work that parallel forms can be built on the basis of traffic density level equivalence alone.

Book excerpt: This report gives the theory of an approach to objective measurement of the radar control performance of air traffic controllers, by means of air traffic control simulation exercises. A set of objective measurements developed for the NAFEC Air Traffic Control Simulation Facility is described. The relevance of this same measurement technique for either evaluating new systems (when the same or similar controller teams are functioning) or for evaluating various controller individuals or teams (when they are using the same system to control traffic) is discussed. Other applications are also described. The ability of the simulator to repeatedly present the same traffic samples is stressed as a means of accumulating comparable and normative data. The need for basic experimentation for validation of the test measurement system and to develop further knowledge and understanding of the measurements is recognized. A relatively small keystone experimental design is described and recommended as the first essential step for all possible applications. The availability of adequate numbers of controllers as subjects is recognized as the major problem to be overcome. Development of a means for transmitting tests originating in NAFEC's simulator to field sites is recommended. (Author).

Researchers also investigated the relationship between performance ratings and personality traits from the Sixteen Personality Factor personality inventory.

Book excerpt: A study of over 700 Enroute and Terminal Air Traffic Control Specialist trainees revealed that different kinds of pre-employment, job-related experience had differential value for the prediction of training performance. In general, experience most directly related to air traffic control work was a positive predictor; experience related to communications and piloting was negative. It was also shown that for Enroute trainees only, a composite variable representing the sum of tower GCA, RAPCON/RATCC, and center experience had a statistically significant, but small, relationship with ratings of job performance. In contrast, aptitude tests were superior to the experience variables for the prediction of all training course performance measures of both types of trainees, with the exception of laboratory performance of terminal trainees. Book excerpt: New capabilities of Air Traffic Control (ATC) under development in Next Generation Air Transportation system (NextGen) will increase the system capacity to accommodate the expected growth in the air traffic. One of the key enablers of the NextGen capabilities is advanced onboard equipage of the aircraft. During the transition to NextGen, aircraft with different equipage levels will coexist in the same airspace: mixed-equipage. To reduce the mixed-equipage period, the Federal Aviation Administration (FAA) proposed "best-equipped, best-served policy" as a governing principle for accelerating NextGen equipage, offering incentives to the early adopters of NextGen avionics. However, the policy may introduce new tasks to the air traffic controllers, increasing the cognitive workload and decreasing the controller performance. The policy may be implemented at the strategic or the tactical level. This thesis identified two representative tactical level policies that may increase the difficulty and workload of the en-route air traffic controllers: best-equipped, first-served (BEFS) policy and best-equipped, exclusively served (BEES) policy. To investigate the impact of the potential tactical best-equipped, best-served policies on en-route controller performance and workload, a human-in-the-loop simulation was developed to compare the impacts of the two identified potential policies and the current first-come, first-served policy. The two potential tactical best-equipped, best-served policies provided marginal operational incentives to the NextGen equipage aircraft; however, the policies significantly increased the controller errors and reduced the total system efficiency with considerable delays to the less equipped aircraft compared to the current policy. In addition, higher subjective workload rating with the potential policies, especially during heavy traffic loads, indicated an increase in the controller workload and a reduction of the controller capacity. The analysis suggests that caution needs to be exercised when considering implementation of best-equipped best-served policy at the tactical level. Therefore, a strategic level implantation of the best-equipped, best-served policy is recommended; however, this study did not address impact of the strategic level implementation of the policy.
