Book excerpt: Methodical maintenance and renewal of infrastructure systems is critical due to the rapid deterioration of infrastructure assets under increasing loads and environmental effects and the scarcity of resources allocated for their preservation. A crucial step in pavement management is the formation and prioritization of maintenance and rehabilitation (M&R) projects that compete for limited funding for inclusion in the agency's multiyear pavement management plan (PMPs). In general, many highway agencies perform this task subjectively, and thus a more rational and objective approach is desired to produce sound and justifiable PMPs. Specifically, such methodology should take into account the multiple factors that are considered by engineers in prioritizing M&R projects. This research addresses this need by developing a methodology for use by the Texas Department of Transportation (TxDOT) in preparing their four-year PMPs. Several key decision factors were considered and TxDOT decision makers were surveyed to weigh these factors as to their influence on prioritizing M&R projects. These were then used to develop a priority score for each candidate M&R project. Since TxDOT collects and stores data for individual 0.5-mile pavement sections, these sections must be grouped in a logical scheme to form realistic candidate M&R projects. The incremental benefit-cost analysis was performed on the candidate M&R projects to identify a set of M&R projects that maximizes network's priority score under budgetary constraint. Future pavement condition was projected using performance prediction models and the process is repeated throughout the planning horizon to produce a multi-year pavement management plan. Data from Bryan district, which consists of 7,075 lane-miles of roadway, were used to develop and validate the PMP methodology. Comparison with the actual PMP (produced by TxDOT) shows some disagreements with the PMP generated by the methodology though the latter was shown to produce more cost-effective and defendable pavement management plans. Since the methodology is founded on TxDOT engineers' decision criteria and preferences, they can be assured that the PMPs produced by this methodology are in line with their goals and priorities. Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

Book excerpt: A common practice followed to rate the pavement surface condition is to use the ASTM D5340-12 procedure and estimate the pavement condition index (PCI) that helps prioritize maintenance needs and assists developing a pavement management system (PMS). However, ASTM-PCI that is dependent on time-based evaluation may not be suitable where there is a lack of historical records and it is being undertaken for the first time. To estimate a pavement's current PCI during the non-availability of historical data and establish a PMS incorporated with prioritized maintenance and optimized budget, a rational engineering criteria (EC) based methodological approach is required that is as robust as ASTM D5340-12. Thus, the objective of this study was to develop a rational EC-based prioritization-optimization process PMS (POPMS) algorithm for a network that prioritizes maintenance strategies for identified pavement distresses and hence optimizes maintenance costs depending on budgetary allocations. An EC-based POPMS algorithm was based on a network length of 100.55 km, which followed prioritization-optimization process for single to multi-year programs. EC-PCI of pavement sections were estimated on the basis of segmented maintenance strategies including preventive and routine maintenance and reconstruction. EC-PCI was found to be rational since three distinct threshold zones were considered that could directly assign pavement maintenance strategies, which was straightforward and circularly referenced. Overall, POPMS algorithm facilitates practitioners to modify the threshold EC-based parameters that will estimate an optimal single/multiyear budget for maintenance as per the newly set threshold level, thus creating a whole new promising approach in the areas of roadway network level maintenance programs.

Book excerpt: This report describes a framework for the selection of pavement preservation treatments which can best utilize an available maintenance budget. it includes formulation of project-specific strategies, evaluation of funding requirements, and setting of priorities. the key component of the framework is an action plan which recommends preferred and fall-back strategies for all individual pavement management sections. the action plan documents the existing pavement condition, integrates all major pavement maintenance and rehabilitation efforts into a unified preservation plan, and coordinates pavement preservation functions of different offices within the ontario ministry of transportation. the optimum allocation of pavement investments is achieved by linear programming. sensitivity analyses evaluate the effect on the linear programming solution of using different optimization goals and different budget constraints. while the objective function used maximizes only technical benefits of pavement investments, it can be modified to include societal benefits as well.

Book excerpt: Throughout the course of time and due to budget constrains agencies have changed their emphasis from construction of new roads to maintenance and rehabilitation of existing pavement structures. To achieve so, proper evaluation of the pavement's condition has been the principal source of information for effective road network management of state, city, and local transportation agencies. The necessity of obtaining the most benefit from limited funding led to the desire of Carson City and Douglas County's Public Works offices to implement a Pavement Management System for their networks. To achieve so, the Paver Software was selected as the common data management tool. Thorough data analysis of the pavement condition and work history data is necessary to obtain accurate performance prediction models. Lack of data was compensated with sewer line construction data and engineering judgment along with a three tier cleaning process. The current budget of both agencies was shown to be significantly lower than the necessary budget to maintain or improve the overall pavement network condition to an acceptable level. The reports generated serve the agencies to prioritize their spending through cost effective treatments, defend themselves against public criticism, and for requesting additional funding. Based on the findings from this study, it was recommended for local agencies to develop pavement management systems to apply the most cost effective treatments and obtain the most out of their limited budgets. A plan was provided on how to maintain and update the developed pavement management system.

This book was released on 2010 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Multiple objectives are often used by agencies trying to manage pavement networks. Often alternative investment strategies can accomplish the agencies' target objectives. If the goal is to achieve the target objectives at the minimum cost, an approach is needed to assist agencies in identifying investment strategies capable of meeting the targets while minimizing costs. The approach used by the agency should not be limited to an analytical method to mathematically solve the funding allocation problem. Finding mechanisms to ensure the sustainability and efficiency of the investment strategy over time is a great challenge that needs to be addressed by the approach. The challenge is even greater for local agencies where resources are usually limited. This research develops a multi-objective strategic management approach oriented to improving decisions for pavement management practices in local agencies. In this approach, target objectives are tied to key pavement network parameters in the management process. A methodology to identify the best combination of projects to meet target objectives at the minimum cost while maximizing treatment effectiveness is provided as a result of the research. Concepts from the pavement management program (PMP) of the Metropolitan Transportation Commission (MTC) of the San Francisco Bay Area were used as a basis for developing the methodology. Four pavement network parameters are considered for setting the target objectives over the agency's planning horizon: the average network pavement condition index (PCI), average network remaining life, percent of the pavement network in good condition, and percent of the pavement network in poor and very poor condition. Results from a case study show that funding allocation methods influence the allocation of preservation and rehabilitation funds among pavement network groups, affecting budget estimates and future condition of the pavement network. It is also concluded that the use of mechanisms that facilitate data integration and the flow of knowledge across management levels can contribute to making better informed decisions. Hence, the adoption of the multi-objective strategic pavement management approach developed in this dissertation should lead to identifying more efficient investment strategies for achieving the pavement network state desired by a local agency at a minimum cost.

Book excerpt: The Texas Department of Transportation (TxDOT) is concerned about the widening gap between preservation needs and available funding. Funding levels are not adequate to meet the preservation needs of the roadway network; therefore projects listed in the 4-Year Pavement Management Plan must be ranked to determine which projects should be funded now and which can be postponed until a later year. Currently, each district uses locally developed methods to rank and prioritize projects. These ranking methods have relied on less formal qualitative assessments based on engineers' subjective judgment. It is important for TxDOT to have a rational 4-Year Pavement Management Plan. The objective of this study is to develop a conceptual framework that describes the development of the 4-Year Pavement Management Plan and a proposed ranking process. It can be largely divided into three steps; (1) Network-Level preliminary project screening process, (2) Project-Level project ranking process, and (3) Economic Analysis. A rational pavement management procedure and a project ranking method that are accepted by districts and the TxDOT administration will maximize efficiency in budget allocations and help improve pavement condition. As a part of this study, based on the data provided by the Austin District Pavement Engineer, the Network-Level Project Screening (NLPS) tool, including the candidate project selection algorithm and the preliminary project screening matrix, is developed. The NLSP tool has been used by the Austin District Pavement Engineer (DPE) to evaluate the PMIS (Pavement Management Information System) data and to prepare a preliminary list of candidate projects for further evaluation. The automated tool will help TxDOT engineers easily incorporate the developed mathematical algorithm into their daily pavement maintenance management.

Book excerpt: In the early 1980's the Texas State Department of Highways and Public Transportation implemented its Pavement Evaluation System. This system was designed to (a) document trends in network condition and (b) generate a one year estimate of rehabilitation funding. The information generated by this system has been used for many purposes including funding request, project prioritization and documenting the consequences of changes in funding levels. However, a limitation of this system was its inability to project future conditions and make multi-year needs estimates. This is the subject of this research report. Regression equations were built for each major distress type from a pavement data base containing a 10 year history of condition trends from over 350 random sections in Texas. These equations were used to age individual sections which did not qualify for maintenance or rehabilitation in a particular year. A simple decision tree was developed to estimate the maintenance requirements if rehabilitation is not warranted. This decision tree represents the opinions of experienced maintenance engineers. A case study and sensitivity analysis are presented.
