Book excerpt: Under congested conditions, the road traffic states of different arterial links will interact with each other; therefore, it is necessary to understand the behavior of traffic corridors and to investigate corridor-wide traffic coordinated control strategies. In order to achieve this, traffic flow models are applied in signal control to predict future traffic states. Optimization tools are used to search for the best sequence of future control decisions, based on predictions by traffic flow models. A number of model-based adaptive control strategies have been presented in the literature and have been proved effective in practice. However, most studies have modeled the traffic dynamic either at a link-based level or at an individual movement-based level. Moreover, the efficiency of corridor-wide coordination algorithms for congested large-scale networks still needs to be further improved. A hierarchical control structure is developed to divide the complex control problem into different control layers: the highest level optimizes the cycle length, the mid layer optimizes the offsets, and the Model Predictive Control (MPC) procedure is implemented in the lowest layer to optimize the split. In addition, there is an extra multi-modal priority control layer to provide priority for different travel modes. Firstly, MPC is applied to optimize the signal timing plans for arterial traffic. The objectives are to increase the throughput. A hybrid urban traffic flow model is proposed to provide relatively accurate predictions of the traffic state dynamic, which is capable of simulating queue evolutions among different lane groups in a specific link. Secondly, this study expands the dynamic queue concept to the corridor-wide coordination problem. The ideal offset and boundary offsets to avoid spillback and starvation are found based on the shockwave profiles at each signalized intersection. A new multi-objective optimization model based on the preemptive goal programming is proposed to find the optimal offset. Thirdly, the priority control problem is formulated into a multi-objective optimization model, which is solved with a Non-dominated Sorting Genetic Algorithm. Pareto-optimal front results are presented to evaluate the trade-off among different objectives and the most appropriate solution is chosen with high-level information. Performance of the new adaptive controller is verified with software-in-the-loop simulation. The applied simulation environment contains VISSIM with the ASC/3 module as the simulation environment and the control system as the solver. The simulation test bed includes two arterial corridors in Edmonton, Alberta. The simulation network was well calibrated and validated. The simulation results show that the proposed adaptive control methods outperform actuated control in increasing throughput, decreasing delay, and preventing queue spillback.

Book excerpt: This dissertation develops and evaluates a new adaptive traffic signal control system for arterials. This control system is based on reinforcement learning, which is an important research area in distributed artificial intelligence and has been extensively used in many applications including real-time control. In this dissertation, a systematic comparison between the reinforcement learning control methods and existing adaptive traffic control methods is first presented from the theoretical perspective. This comparison shows both the connections between them and the benefits of using reinforcement learning. A Neural-Fuzzy Actor-Critic Reinforcement Learning (NFACRL) method is then introduced for traffic signal control. NFACRL integrates fuzzy logic and neural networks into reinforcement learning and can better handle the curse of dimensionality and generalization problems associated with ordinary reinforcement learning methods. This NFACRL method is first applied to isolated intersection control. Two different implementation schemes are considered. The first scheme uses a fixed phase sequence and variable cycle length, while the second one optimizes phase sequence in real time and is not constrained to the concept of cycle. Both schemes are further extended for arterial control, with each intersection being controlled by one NFACRL controller. Different strategies used for coordinating reinforcement learning controllers are reviewed, and a simple but robust method is adopted for coordinating traffic signals along the arterial. The proposed NFACRL control system is tested at both isolated intersection and arterial levels based on VISSIM simulation. The testing is conducted under different traffic volume scenarios using real-world traffic data collected during morning, noon, and afternoon peak periods. The performance of the NFACRL control system is compared with that of the optimized pre-timed and actuated control. Testing results based on VISSIM simulation show that the proposed NFACRL control has very promising performance. It outperforms optimized pre-timed and actuated control in most cases for both isolated intersection and arterial control. At the end of this dissertation, issues on how to further improve the NFACRL method and implement it in real world are discussed.

But these traffic control systems do not give an optimal signal time setting as they do not take into account the time dependent heavy traffic conditions at the junctions. They merely use a predetermined sequence or order for both signal phase change and time setting. Some times this also leads to more congestion at the junctions. As an improvement of fixed time traffic control method, fuzzy logic traffic control model was developed which takes into account the current traffic conditions at the junctions and works based on fuzzy logic principle under imprecise and uncertain conditions. But as a real life situation,in addition to uncertainty and impreciseness there is also indeterminacy in traffic signal control constraints which fuzzy logic can not handle. The aim of this research is to develop a new traffic signal control model that can solve the limitations of fixed time signal control and fuzzy logic signal control using a flexible approach based on interval-valued neutrosophic soft set and its decision making technique, specially developed for this purpose.We have developed an algorithm for controlling both phase change and green time extension / termination as warranted by the traffic conditions prevailing at any time.

However, the development of the public transit system has not received enough attention until the recent emergence of Bus Rapid Transit (BRT). In the conventional public transit system, little to no communication passes between transit vehicles and the roadside infrastructure, such as traffic signals and loop detectors. But now, thanks to advancements in automatic vehicle location (AVL) systems and wireless communication, real-time and high-resolution information of the movement of transit vehicles has become available, which may potentially facilitate the development of more advanced traffic control and management systems. This dissertation introduces a novel adaptive traffic signal control system, which utilizes the real-time location information of transit vehicles. By predicting the movement of the transit vehicle based on continuous detection of the vehicle motion by the on-board AVL system and estimating the measures of effectiveness (MOE) of other motor vehicles based on the surveillance of traffic conditions, optimal signal timings can be obtained by solving the proposed traffic signal optimization models. Both numerical analysis and simulation tests demonstrate that the proposed system improves a transit vehicle's operation as well as minimizes its negative impacts on other motor vehicles in the traffic system. In summary, there are three major contributions of this dissertation: a) development of a novel AVL-based adaptive traffic signal control system; b) modeling of the associated traffic signal timing optimization problem, which is the key component of the proposed system; c) applications of the proposed system to two real world cases. After presenting background knowledge on two major types of transit operations, i.e., preemption and priority, traffic signal control and AVL systems, the architecture of the proposed adaptive signal control system and the associated algorithm are presented. The proposed system includes a data-base, fleet equipped with surveillance system, traffic signal controllers, a transit movement predictor, a traffic signal timing optimizer and a request server. The mixed integer quadratic programming (MIQP) and nonlinear programming (NP) are used to formulate signal timing optimization problems. Then the proposed system and algorithm are applied to two real-world case studies. The first case study concerns the SPRINTER rail transit service. The proposed adaptive signal control (ASC) system is developed to relieve the traffic congestion and to clear the accumulated vehicle queues at the isolated signal around the grade crossing, based on the location information on SPRINTER from PATH-developed cellular GPS trackers. The second case study involves the San Diego trolley system. With the information provided by the AVL system, the proposed ASC system predicts the arrival times of the instrumented trolley at signals and provides the corresponding optimal signal timings to improve the schedule adherence, thus reducing the delays at intersections and enhancing the trip reliability for the trolley travelling along a signalized corridor in the downtown area under the priority operation. The negative impact (e.g., delay increase) on other traffic is minimized simultaneously. Both numerical analysis and simulation tests in the microscopic environment are conducted using the PARAMICS software to validate the proposed system for the aforementioned applications. The results present a promising future for further field operational testing.

Unfortunately, according to the Institute of Transportation Engineers over 75% of traffic signal control systems are in need of retiming or upgrade. Agencies and practitioners responsible for these signals face significant budgeting and procedural challenges to maintain and upgrade their systems. Transportation professionals have traditionally lacked accessible and effective tools to identify when and where the greatest benefits may be generated through retiming and system feature selection. They have also lacked methods and tools to identify, select and defend choices of new traffic signal control systems. This is especially true for adaptive traffic signal control systems which are generally more expensive and whose adaptive algorithms are proprietary, invalidating many traditional analysis methods. To address these challenges, a new theoretical framework including queuing and traffic signal control models has been developed in this study to predict the impacts of signal control technology on a given corridor. This framework has been implemented in the STAR Lab Toolkit for Analysis of Traffic and Intersection Control Systems (STATICS) that uses an underlying queuing model interacting with simulated traffic signal control logic to develop traffic measures of effectiveness under different traffic signal control strategies and settings. The STATICS toolkit has been employed by the Oregon Department of Transportation and several other transportation agencies to analyze their corridors and select advanced traffic signal control systems. Furthermore, a new cost-effective adaptive traffic signal control system called the Swarm-Intelligence Based Adaptive Signal System (SIBASS) is proposed to address situations where optimum optimization strategies change with traffic conditions. Compared to the existing adaptive signal control systems, SIBASS carries an important advantage that makes it robust under communication difficulties. It operates at the individual intersection level in a flat hierarchy that does not use a central controller. Instead, each intersection self-assigns a role based on current traffic conditions and the current roles of neighboring intersections. Each role uses different optimization goals, allowing SIBASS to change intersection optimization criteria based on the current role chosen by that intersection. By designing cooperative features into SIBASS it is possible to create corridor coordination and optimization. This is accomplished using the characteristics of the swarm rather than external imposition to create order. SIBASS is evaluated via simulation under varied traffic conditions. SIBASS consistently outperformed the existing systems tested in this study. On average, SIBASS reduced system average per vehicle delay by approximately 3.5 seconds and system average queue lengths by 20 feet in the tested scenarios. New approaches to tailoring traffic signal control optimization strategies to current traffic conditions and desired operational goals are enabled by SIBASS. Combined, STATICS and SIBASS offer a solid basis upon which to build future tools and methods to analyze traffic signal control systems. Future STATICS analytical modules may include estimating environmental performance and costs as well as improvements to pedestrian modeling and mobility analysis. Environmental and pedestrian considerations also present opportunities for improvement of SIBASS. New optimization roles can be created for SIBASS to address environmental and pedestrian optimization issues.

Recently, with the rapid development of artificial intelligence, many researchers have employed deep reinforcement learning (DRL) algorithms to develop ATSCs. However, most of them are not practice-ready. The reasons are two-fold: first, they are not developed based on real-world traffic dynamics and most of them require the complete information of the entire traffic system. Second, their impact on traffic safety is always a concern by researchers and practitioners but remains unclear. Aiming at making the DRL-based ATSC more implementable, existing traffic detection systems on arterials were reviewed and investigated to provide high-quality data feeds to ATSCs. Specifically, a machine-learning frameworks were developed to improve the quality of and pedestrian and bicyclist’s count data. Then, to evaluate the effectiveness of DRL-based ATSC on the real-world traffic dynamics, a decentralized network-level ATSC using multi-agent DRL was developed and evaluated in a simulated real-world network. The evaluation results confirmed that the proposed ATSC outperforms the actuated traffic signals in the field in terms of travel time reduction. To address the potential safety issue of DRL based ATSC, an ATSC algorithm optimizing simultaneously both traffic efficiency and safety was proposed based on multi-objective DRL. The developed ATSC was tested in a simulated real-world intersection and it successfully improved traffic safety without deteriorating efficiency. In conclusion, the proposed ATSCs are capable of effectively controlling real-world traffic and benefiting both traffic efficiency and safety.

However, less than 1% of all traffic signals in the United States are controlled by adaptive systems today. The extensive infrastructure necessary including reliable communication and complex calibration leads to a time consuming and costly process. In addition, the most recent National Traffic Signal Report Card indicated an overall grade of D for the nation's traffic signal control and operations. Recent economic adversity adds to the already difficult task of proactively managing aged signal timing plans. Therefore, in an attempt to escape the status quo, a flow based adaptive split signal control model is presented, having the principal objective of updating the split table based solely on real-time traffic conditions and without disrupting coordination. Considering the available typical traffic signal control infrastructure in cities today, a non centralized system is proposed, directed to the improvement of National Electrical Manufacturers Association (NEMA) based systems that are compliant with the National Transportation Communications for Intelligent Transportation System Protocol (NTCIP) standards. The approach encompasses the User Datagram Protocol (UDP) for system communication allowing an external agent to gather flow information directly from a traffic signal controller detector status and use it to better allocation of phase splits. The flow based adaptive split signal control was not able to consistently yield significant lower average vehicle delay than a full actuated signal controller when evaluated on an intersection operating a coordinated timing plan. However, the research proposes the ability of an external agent to seamless control a traffic signal controller using real-time data, suggesting the encouraging results of this research can be improved upon.

Book excerpt: This dissertation studies a series of freeway and arterial traffic modeling, estimation and control methodologies. First, it investigates the Link-Node Cell Transmission Model's (LN-CTM's) ability to model arterial traffic. The LN-CTM is a modification of the cell transmission model developed by Daganzo. The investigation utilizes traffic data collected on an arterial segment in Los Angeles, California, and a link-node cell transmission model, with some adaptations to the arterial traffic, is constructed for the studied location. The simulated flow and the simulation travel time were compared with field measurements to evaluate the modeling accuracy. Second, an algorithm for estimating turning proportions is proposed in this dissertation. The knowledge about turning proportions at street intersections is a frequent input for traffic models, but it is often difficult to measure directly. Compared with previous estimation methods used to solve this problem, the proposed method can be used with only half the detectors employed in the conventional complete detector configuration. The proposed method formulates the estimation problem as a constrained least squares problem, and a recursive solving procedure is given. A simulation study was carried out to demonstrate the accuracy and efficiency of the proposed algorithm. In addition to addressing arterial traffic modeling and estimation problems, this dissertation also studies a freeway traffic control strategy and a freeway and arterial coordinated control strategy. It presents a coordinated control strategy of variable speed limits (VSL) and ramp metering to address freeway congestion caused by weaving effects. In this strategy, variable speed limits are designed to maximize the bottleneck flow, and ramp metering is designed to minimize travel time in a model predictive control frame work. A microscopic simulation based on the I-80 at Emeryville, California was built to evaluate the strategy, and the results showed that the traffic performance was significantly improved . Following the freeway control study, this dissertation discusses the coordinated control of freeways and arterials. In current practice, traffic controls on freeways and on arterials are independent. In order to coordinate these two systems for better performance, a control strategy covering the freeway ramp metering and the signal control at the adjacent intersection is developed. This control strategy uses upstream ALINEA, which is a well-known control algorithm, for ramp metering to locally maximize freeway throughput. For the intersection signal control, the proposed control strategy distributes green splits by taking into account both the available on-ramp space and the demands of all intersection movements. A microscopic simulation of traffic in an arterial intersection with flow discharge to a freeway on-ramp, which is calibrated using the data collected at San Jose, California, is created to evaluate the performance of the proposed control strategy. The results showed that the proposed strategy can reduce intersection delay by 8%, compared to the current field-implemented control strategy. Transportation mobility can be improved not only by traffic management strategies, but also through the deployment of advanced vehicle technologies. This dissertation also investigates the impact of Adaptive Cruise Control (ACC) and Cooperative Adaptive Cruise Control (CACC) on highway capacity. A freeway microscopic traffic simulation model is constructed to evaluate how the freeway lane flow capacity change under different penetration rates of vehicles equipped with either ACC or CACC system. This simulation model is based on a calibrated driver behavioral model and the vehicle dynamics of the ACC and CACC systems. The model also utilizes data collected from a real experiment in which drivers' selections of time gaps are recorded. The simulation shows that highway capacity can be significantly increased when the CACC vehicles reach a moderate to high market penetration, as compared to both regular manually driven vehicles and vehicles equipped with only ACC.

Book excerpt: The primary function of traffic signals is to assign the right of way to vehicular and pedestrian traffic at intersections. Effective traffic signal system reduces congestion, increases intersection capacity, and improves other traffic related performance measures such as safety and mobility. To ensure these goals are met, traffic signals require updated timings to maintain proper operation. These updated signal timings impact not only traffic performance, but overall transportation system efficiency. Because traditional signal timing plans may not accommodate variable and unpredictable traffic demands, a more proactive approach is necessary to ensure properly timed and maintained traffic signals. Adaptive traffic control systems (ATCS) continually collect data and optimize signal timing on a real time basis thereby reducing the aforementioned drawbacks of traditional signal retiming. Understanding and characterizing how these systems are working is important to transportation engineers, and evaluating these systems can provide useful insights. The objective of this dissertation is to develop evaluation methodologies (both operational and economical) for adaptive traffic signal control that go beyond the traditional assessments that use traffic measures of effectiveness (MOEs). Case studies are conducted for Sydney Coordinated Adaptive Traffic System (SCATS) implementations in Alabama, which are useful in objective evaluations of ATCS (in general) for both their current and future operational environments by using microsimulation techniques and/or field data from contemporary data sources. The study contains detailed comparative analyses of traffic operations of the study corridors for existing peak hour traffic conditions under the previous time-of-day (TOD) plan and similar peak hour conditions after SCATS implementation. Although simulation analysis using VISSIM traffic microsimulation software is the primary methodological technique used for evaluating comparative performances, arterial data from other sources (Bluetooth MAC Address Matching and crowdsourced travel data) are also used to perform the evaluations, which is a novel application for this context. While past studies have considered either the arterial or its side-streets performances in their evaluations, this work explored a system-wide approach looking at the composite performance of both dimensions together. Finally, for transportation agencies which operate within budget constraints, it is important to know the real worth of attaining the benefits from ATCS implementations. The last chapter of this dissertation extends the evaluation methodology to include benefit-cost analysis (BCA) by evaluating the ATCS performance for both current and future traffic conditions. This information will be helpful for transportation agencies, planners, and practitioners to understand and justify their ATCS investment and also serve as a guideline for their future ITS projects.

Book excerpt: This dissertation is concerned with specific uncertainties in traffic flow control, which is the most cost effective way to reduce congestion. Although past research has studied uncertainties in many aspects, due to the large number of resources and the complexity to model them mathematically, there is still plenty room for this field. This dissertation is unique in considering certain uncertainties that have not been addressed yet, and then demonstrating the performance of the proposed models by comparing to classical models. Different types of uncertainties for freeway networks and urban networks are studied, respectively. The Lax-Hopf solution to the first order macroscopic traffic flow model, i.e. the LWR model, and queueing theory are the building blocks for the stochastic control models. In particular, the effects of uncertainties in two distinctive parameters: initial densities and turning ratios, are considered for freeway networks. They are handled by chance constraints and distributionally robust chance constraints in an optimization model with linear constraints derived based on the Lax-Hopf solution. Thanks to the monotonicity of the Lax-Hopf solution, these constriants can be converted into linear constraints which can be solved fast t Based on the same framework, an adaptive signal control method is proposed for urban networks where current traffic states (densities) are available. This method takes advantage of traffic information from upstream links to predict traffic volume and formulate the optimal signal timing at a targeted intersection. The signal optimization is modeled as a mixed integer linear program (MILP), and an approximation algorithm is proposed to improve the computational speed to make the proposed method applicable as a real-time control scheme. Traffic states are required in the method above to obtain accurate predictions, however, many intersections are not currently equipped with such devices. Therefore, another adaptive signal control method based on queueing theory is developed to deal with this situation. The arrivals at an intersection are assumed to follow Poisson processes and each signal phase is modeled as an M/D/1 queue. Stochastic traffic delay models are proposed based on the busy period analysis. Then, an adaptive signal control method in a rolling horizon scheme is derived. Through comparing to another adaptive signal control strategy derived from a classical signal design method, it is demonstrated that the proposed method can reduce traffic delay significantly when the volume is low, under which the hypothesis of Poisson arrivals is appropriate. Finally, as an extension of one intersection case, an adaptive coordinated signal control technique is proposed for one-way arterial streets. Unlike the models assuming uniform or known platoon arrival patterns, this method considers Poisson arrivals at the boundaries of the coordinated system. Book excerpt: Recent work has proposed using aggregate relationships between urban traffic variables--i.e., Macroscopic Fundamental Diagrams (MFDs)--to describe aggregate traffic dynamics in urban networks. This approach is particularly useful to unveil and explore the effects of various network-wide control strategies. The majority of modeling work using MFDs hinges upon the existence of well-defined MFDs without consideration of uncertain behaviors. However, both empirical data and theoretical analysis have demonstrated that MFDs are expected to be uncertain due to inherent instabilities that exist in traffic networks. Fortunately, sufficient amounts of adaptive drivers who re-route to avoid congestion have been proven to help eliminate the instability of MFDs. Unfortunately, drivers cannot re-route themselves adaptively all the time as routing choices are controlled by multiple factors, and the presence of adaptive drivers is not something that traffic engineers can control. Since MFDs have shown promise in the design and control of urban networks, it is important to seek another strategy to mitigate or eliminate the instability of MFDs. Furthermore, it is necessary to develop a framework to account for the uncertain phenomena that emerges on the macroscopic, network-wide level to address these unavoidable stochastic behaviors.This first half of this work investigates another strategy to eliminate inherent network instabilities and produce more reliable MFDs that is reliable and controllable from an engineering perspective--the use of adaptive traffic signals. A family of adaptive signal control strategies is examined on two abstractions of an idealized grid network using an interactive simulation and analytical model. The results suggest that adaptive traffic signals should provide a stabilizing influence that provides more well-defined MFDs. Adaptive signal control also both increases average flows and decreases the likelihood of gridlock when the network is moderately congested. The benefits achieved at these moderately congested states increase with the level of signal adaptivity. However, when the network is extremely congested, vehicle movements become more constrained by downstream congestion and queue spillbacks than by traffic signals, and adaptive traffic signals appear to have little to no effect on the network or MFD. When a network is extremely congested, other strategies should be used to mitigate the instability, like adaptively routing drivers. Therefore, without sufficient amounts of adaptive drivers, the instability of MFDs could be somewhat controlled, but it cannot be eliminated completely. This is results in more reliable MFDs until the network enters heavily congested states. The second half of this work uses stochastic differential equations (SDEs) to depict the evolutionary dynamics of urban network while accounting for unavoidable uncertain phenomena. General analytical solutions of SDEs only exist for linear functions. Unfortunately, most MFDs observed from simulation and empirical data follow non-linear functions. Even the most simplified theoretical model is piecewise linear with breakpoints that cannot be readily accommodated by the linear SDE approach. To overcome this limitation, the SDE well-known solutions are used to develop an approximate solution method that relies on the discretization of the continuous state space. This process is memoryless and results in the development of a computationally efficient Markov Chain (MC) framework. The MC model is also supported by a well-developed theory which facilitates the estimation of future states or steady state equilibrium conditions in a network that explicitly accounts for MFD uncertainty. Due to the fact that current formalization of Markov Chains is restricted with a countable state space, some assumptions which redefine the traffic state and stochastic dynamic process need to be set for the MC model application in dynamic traffic analysis. These assumptions could be sabotaged by inappropriate parameter selections, producing excessive errors in analytical solutions. Therefore, a parametric study is performed here to illustrate how to select two key parameters, i.e. bin size and time interval to optimize the MC models and minimize errors.The major advantage of MC models is its wide flexibility, which has been demonstrated by showing how this method could well handle a wide variety of variables. A family of numerical tests are designed to include instability of MFD model, stochastic traffic demand, different city layouts and different forms of MFDs in the scenarios under static metering strategies. The results suggest that analytical solutions derived from MC models could accurately predict the future traffic state at any moment. Furthermore, the theoretical analysis also illustrates that Markov chains could easily model dynamic traffic control based on traffic state and pre-determined time-varying strategies by adjusting the transition matrix. Overall, the developed MC models are promising in the dynamic analysis of complicated urban network control under uncertainty for which simpler algebraic solutions do not exist.
