Book excerpt: The main objectives of Task Order 4136 are (1) the design of improved freeway on-ramp metering strategies that make use of recent developments in traffic data collection, traffic simulation, and control theory, and (2) the testing of these methods on a 14-mile segment of Interstate 210 Westbound in southern California. To date, the major accomplishments of this project include (i) the development of a complete procedure for constructing and calibrating a microscopic freeway traffic model using the Vissim microsimulator, which was applied successfully to the full I-210 test site, (ii) a simulation study, using the calibrated Vissim I-210 model, comparing the fixed-rate, Percent Occupancy, and Alinea local ramp metering schemes, which showed that Alinea can improve freeway conditions when mainline occupancies are measured upstream of the on-ramp (as on I-210 and most California freeways), as well as when occupancy sensors are downstream of the on-ramp, (iii) development of computationally efficient macroscopic freeway traffic models, the Modified Cell Transmission Model (MCTM) and Switching-Mode Model (SMM), validation of these models on a 2-mile segment of I-210, and determination of observability and controllability properties of the SMM modes, (iv) design of a semi-automated method for calibrating the parameters of the MCTM and SMM, which, when applied to an MCTM representation of the full I-210 segment, was able to reproduce the approximate behavior of traffic congestion, yielding about 2% average error in the predicted Total Travel Time (TTT), and (v) development of a new technique for generating optimal coordinated ramp metering plans, which minimizes a TTT-like objective function. Simulation results for a macroscopic model of the 14-mile I-210 segment have shown that the optimal plan predicts an 8.4% savings in TTT, with queue constraints, over the 5-hour peak period.

The first part of the text is concerned with basic backstepping control of freeway traffic using the Aw-Rascle-Zhang (ARZ) second-order PDE model. It begins by illustrating a basic control problem – suppressing traffic with stop-and-go oscillations downstream of ramp metering – before turning to the more challenging case for traffic upstream of ramp metering. The authors demonstrate how to design state observers for the purpose of stabilization using output-feedback control. Experimental traffic data are then used to calibrate the ARZ model and validate the boundary observer design. Because large uncertainties may arise in traffic models, adaptive control and reinforcement learning methods are also explored in detail. Part II then extends the conventional ARZ model utilized until this point in order to address more complex traffic conditions: multi-lane traffic, multi-class traffic, networks of freeway segments, and driver use of routing apps. When compared to the results of no control strategy, it reduces freeway travel time, increases freeway speed, smoothes the flow of traffic, and reduces the number of stops. However, travel time, fuel consumption and pollutant emissions are unpredictable under the newer system. Compared to no control strategy, such measures of effectiveness may improve or worsen depending on the freeway patterns and demand. Based on these findings, the researchers will seek improvements to the design of the Stratified Ramp Metering algorithm so as to factor in disruptive traffic patterns.

Book excerpt: Heavy traffic flow entering the freeway mainline can cause or worsen congestion on the freeway mainline due to interrupted on-ramp traffic. In order to address this problem, Freeway ramp metering systems are usually deployed to improve the traffic flow on urban freeways. These systems are attended to improve the flow on the freeway by regulating the on-ramp rate entering the freeway. However, amongst all the possible factors contributing to traffic congestion on freeways and arterials connected via ramps, lack of coordination in the operation of various system components is a major source of inefficiency at freeway and ramp conjunctions. Various ramp metering algorithms have been developed in an attempt to solve the unsystematic problem in coordinating the control of freeway, and arterials. Nevertheless, most of the algorithms control actions were selected based on either pre-defined plans or detected traffic condition. Implementation of the algorithms on the field is also a concern because of its excessive data requirements of these algorithms. Furthermore, existence of a range of flow rates in synchronized flow traffic can cause breakdown due to internal perturbations. Many algorithms failed to address the issue of worsening freeway congestion due to upstream traffic at the on-ramp. This research will formulate an integrated ramp metering control algorithm, using real time traffic measurements. Multiple priority objectives are explicitly set up to delay the congestion due to internal perturbations, maintain the throughput of freeway, and to prevent on-ramp vehicles from overflowing into arterials. This algorithm is also formulated to minimize the delays and control the shockwave propagation from the merge location of the on-ramp and the freeway. In order to measure the effectiveness, the proposed algorithm is compared with a traffic responsive algorithm, such as ALINEA (Asservissement LINeaire d'Entree Autoroutiere), and proposed recommendations accordingly. Considering the importance of gap acceptance and internal perturbations in the current research, calibration of the simulation model was conducted. For this purpose, video data was collected capturing the traffic at the merge location of the freeway and on-ramp, from which the accepted gaps and headways of the vehicles merging into the freeway have been extracted. This was given as an input to the VISSIM simulation model for calibration. The simulation test results indicate that the proposed integrated ramp metering algorithm is more effective than the ALINEA and Fixed Time ramp metering algorithms in terms of reducing the system delays and travel time on the freeway, and minimizing the freeway breakdown. Additionally, the proposed algorithm works efficiently at the ramp traffic flow of no more than 580 veh/hr. In other words, the ALINEA likely outperforms the proposed algorithm as the ramp traffic exceeds 580 veh/hr. The contribution of the research will be reflective of the following aspects: 1) developing a method with a supportive algorithm for minimizing the shockwave propagation by dampening shockwave formation of mainline freeway traffic; 2) developing a method with a supportive algorithm to reduce mainline freeway shockwaves by dispatching vehicles from the on-ramp at a flow rate that can best fit in the observed gaps to be available from the freeway traffic; 3) identifying the minimum accepted gaps at the merge location from video observation to develop appropriate gap acceptance parameters; and 4) developing an integrated computing system to provide a fundamental platform for further functionality expansion in the future for study of a multiple-ramp situation at a freeway system.

It has since then evolved from a collection of stand-alone C++ programs to an integrated Java-based framework which is publicly hosted, open-source available, automatically regression tested. It is currently used by about 40 groups throughout the world. This book takes stock of the current status. The first part of the book gives an introduction to the most important concepts, with the intention of enabling a potential user to set up and run basic simulations. The second part of the book describes how the basic functionality can be extended, for example by adding schedule-based public transit, electric or autonomous cars, paratransit, or within-day replanning. For each extension, the text provides pointers to the additional documentation and to the code base. It is also discussed how people with appropriate Java programming skills can write their own extensions, and plug them into the MATSim core. The project has started from the basic idea that traffic is a consequence of human behavior, and thus humans and their behavior should be the starting point of all modelling, and with the intuition that when simulations with 100 million particles are possible in computational physics, then behavior-oriented simulations with 10 million travelers should be possible in travel behavior research. The initial implementations thus combined concepts from computational physics and complex adaptive systems with concepts from travel behavior research. The third part of the book looks at theoretical concepts that are able to describe important aspects of the simulation system; for example, under certain conditions the code becomes a Monte Carlo engine sampling from a discrete choice model. Another important aspect is the interpretation of the MATSim score as utility in the microeconomic sense, opening up a connection to benefit cost analysis. Finally, the book collects use cases as they have been undertaken with MATSim. All current users of MATSim were invited to submit their work, and many followed with sometimes crisp and short and sometimes longer contributions, always with pointers to additional references. We hope that the book will become an invitation to explore, to build and to extend agent-based modeling of travel behavior from the stable and well tested core of MATSim documented here.

RMSs have been effective at alleviating recurring congestion. Recurring congestion, however, constitutes less than half of all congestion. More than half of all congestion is due to non-recurring events such as incidents, work zones, adverse weather conditions, special events, etc., that adversely affect the performance of a highway. Non-recurring congestion on freeways, especially during the weekend, could be alleviated by activating RMSs based on prevailing traffic conditions along the freeway corridor. This study focused on establishing a set of guidelines for activating RMSs during weekend non-recurring congestion. A microscopic simulation model was used to establish the guideline considering non-recurring congestion due to traffic incidents. It also took account of several incident attributes, including incident location, clearance duration, and the number of lanes blocked. Sensitivity analysis and statistical tests were performed to develop the guidelines. The results showed that, for a two-lane blockage incident, activation of RMSs upstream of the incident location was necessary when ramp volume was above 800 vphpl and freeway mainline volume was above 950 vphpl, whereas for a three-lane blockage incident, activation was needed when ramp volume was higher than 750 vphpl and freeway mainline volume exceeded 850 vphpl. For both incident scenarios, RMSs needed to be activated when speeds were less than 50 mph. Furthermore, activation of RMSs on the weekend improved the average speed of the study roadway network by at least 7 % and reduced the delay by at least 15%.
