It has examined the inability of the region to properly assimilate sustainable developmental tenets as reflected in the weaknesses of the several legislations that exist. The analysis was done through the concept of the respect for the Rule of Law and considered all relevant factors in terms of structural and administrative changes as well as reflected needs of the region, using Cameroon as a case study. Through the doctrinal research approach, it demonstrated in theory, the correlation between environmental protection and economic development. Looking at the legal, policy and institutional frameworks for environmental protection within SSA and Cameroon, it has examined the effect of the several legislations on business and trade, and therefore the overall upshot on economic development. The work has consequently scrutinized the possibility of reconciling environment and economic needs through green growth and a green economy. Amidst these difficulties associated with the concept of sustainable development, the question was therefore contemplated whether the pressing international calls for the restriction of the use of Africa’s resources could be tantamount to a disguised neo-colonialist move by former imperialist nations to retard the region’s advancement. The findings of the work therefore revealed outweighing difficulties associated with presently attaining green growth within the region and how its efforts continually stifle economic growth and development. The weaknesses inherently associated with the concept of sustainable development, which are strongly reflected in the prevailing African situation established some misgivings about the good-faith propagated by the ‘rich North’ towards the ‘poor South’. The work therefore suggested that the region should properly weigh its needs and goals in the light of the environment and the economy, and not rush into commitments it cannot live up to. To achieve this, it would have to integrate the opinions of all stakeholders into the decision-making process, from public to private and to individual levels.

These encounters are more visible to IR scholars because of the increasing influence that rising powers have in the international system. This book shows that foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for analysis. Shaping the Future of Power probes the types of power mechanisms that build, diffuse, and project China’s power in Africa. One must take into account the processes of knowledge production, social capital formation, and skills transfers that Chinese foreign policy directs toward African states to fully understand China’s power-building mechanisms. Book excerpt: China, in the past five years, has developed a proactive global policy and is emerging as a new global power with particular focus on developing countries in Central Asia, Southeast Asia, Latin America and Africa. What is the role of Africa in China's emerging global foreign policy? In 1998, China's aid to Africa was $107 million. By 2004, it had reached $2.7 billion, 26% of its international assistance that year. In 2005, Africa-China trade reached $40 billion, 35% up from the previous year. China is interested mainly in four sectors: infrastructure projects, regional banks such as the African Development Bank, training of African professionals particularly in economic management, and institutions of higher education with the goal of establishing Chinese language programs. The human factor is also important. Chinese Diaspora is fast increasing. For example, in Zambia, it grew from 3,000 to 30,000 in ten years and, in South Africa, from practically none to 300,000. African countries constitute a new market for Chinese products. They also provide a source of raw materials. Today, the continent supplies 30% of China's import of oil and gas, Angola being the largest supplier with 522,000 barrels of oil per day to China. The last five years, Chinese oil companies spent $15 billion acquiring oil fields and local companies. The appetite for raw materials goes beyond oil and gas and China's foreign political strategy is primarily to solve its own domestic problems and protect its interests in the global arena. Will Africa be a pawn or a player in this emerging geopolitical game? Will China's deepening relations with the continent represent a new opportunity for African countries to negotiate a new partnership and skillfully use it to the best advantage of their citizens? Foreign Direct Investment (FDI) can play a key role in sustainable development. Host states’ benefits descending from FDI inflows include tax revenues, technology transfer, specialised training of local human resources, network with satellite activities, better availability of quality products and customer-centric services. These downstream effects jointly stimulate economic growth and social inclusion. This thoroughly researched book explores the relationship between environmental protection – the third component of sustainable development – and FDI. In practice, the intersection between environmental protection and foreign investment not only has generated remarkable success stories such as cross-sectoral green investment but has also in some instances led to severe cases of environmental degradation. Certain foreign investments resulted in open-pit mines leaking harmful substances into the soil, excessive deforestation, improper treatment of water, pollution of groundwater and contamination of mud pits following oil exploitation, leaving the host state with significant environmental damage. Some other cases have witnessed the host state withdrawing or infringing its own environmental policies, which could, in principle, lead to a decrease in the value of the foreign investment as a result of natural resources deterioration. In recent years, an increasing number of investment arbitration cases have seen a clash between the states’ commitments towards their citizens, which include the duty to protect the environment, their health and well-being, and the commitment towards foreign investors to protect their investments. In this book, the author focuses on investor-state cases in which environmental protection measures have been contested and discusses substantive mechanisms in treaty drafting, rules of Customary International Law, and interpretation doctrines, which are aimed at taking environmental concerns into consideration.
