The opening chapter reviews environmental economics and outlines the current status of RIAs in Japan. Chapter 2 analyzes the NOx-PM Act, which prohibits the use of old and polluting vehicles in metropolitan areas. Chapter 3 examines a Tokyo metropolitan government regulation which requires installation of pollution control equipment in older trucks that fail to meet emission standards. Chapter 4 traces the impact of the NOx-PM Act on the used car market and used vehicle exports. This book addresses this imbalance and investigates economies of detachment or the processes whereby various elements or relations in markets are removed or severed. Market organizations and dynamics involve myriad processes of attachment – good and bad. Recent work within the new economic sociology has documented how the arts of attachment are implicated in the technical, organizational and social functions of markets. This work highlights the complexities of market attachments as both material links and subjective or affective ties. It also foregrounds attachment as a variable relation, often dependent on its implied other: detachment. However, while the first term of this relation is relatively well known, the second is seriously under-researched and deserves far more attention. These regulations include those concerning new gasoline-powered vehicles only, others affecting both new and existing gasoline-powered vehicles, and also the extremely controversial zero-emission vehicle mandate. The study considers policy choice in the face of extreme uncertainty about the effects of several policy elements, particularly the scrappage program, enhanced vehicle inspection and maintenance, on-board emission diagnostic systems, and the zero-emission vehicle mandate. The zero-emission vehicle mandate poses major economic and environmental risks but there are also major risks to repealing the mandate altogether. The study concludes by suggesting principles for making zero-emission vehicle policy in the face a extreme uncertainty about the development of technology for battery-powered electric vehicles and the future effectiveness of policies to control emissions from gasoline vehicles.
