This effort to leverage student performance through high stakes reform has accelerated and intensified considerably since the 2002 reauthorization of the federal Elementary and Secondary Education Act, commonly referred to as No Child Left Behind (NCLB).In order for high stakes accountability reforms to realize their stated aims, targeted schools must have or acquire the resources and capacity to meet prescribed performance standards (Hess, 1999; Malen & Rice, 2005; Mintrop, 2003, 2004; Wong, et al., 1999), yet little systematic research has been assembled to document the implications of high stakes accountability systems on the resources and capacity of schools and school systems. This book aims to fill that gap. With this in mind, authors were asked to pay specific attention to challenges school systems confront as a result of NCLB and other high stakes reforms. The contributing authors were asked to think of policymakers and practitioners at local, state, and national levels as the intended audiences for their work. Our contributors responded with a collection of studies examining the relationship between high stakes reform and school district staffing, the recruitment and distribution of high quality teachers, curriculum making, and the provision of supplemental educational services to children. Our book is organized into three sections. The first provides a framework for assessing the impact of high stakes accountability policy on school capacity and also addresses implementation challenges at both state and local levels. The second section focuses on the impact of federal and state policymaking on teacher staffing and workplace conditions. The final section includes three chapters that provide a range of critiques on federal policymaking, including legal challenges to NCLB.

These groups came from what most would consider different "camps" on school reform--one focused on transforming teaching for "deeper learning" and the other focused on choice as a means for leveraging school improvement. However, both were motivated by concern that accountability as enacted under No Child Left Behind had begun to create a strait jacket for schools that was undermining the goals of improvement and equity. At the same time, both groups felt it important to maintain the law's goals of focusing the nation on raising achievement for all children and closing the achievement gap. Both believed the federal government still must play a role in ensuring that states and localities work seriously and effectively to improve options for children at risk. The papers resulting from these separate sets of discussions agreed on many important points, including that: (1) Parents and the public need to know whether children are learning what they need to graduate high school, enter and complete four-year college, or get a rewarding, career-ladder job; (2) Student test scores can provide valuable information, but they should be used in combination with other valid evidence of school effectiveness and student progress (e.g., course completion, progress toward graduation, and more); (3) Assessment of schools should focus on meaningful learning, not just on what is easiest to test. Measures should be tightly linked to the knowledge and skills needed for college and career readiness, including students' abilities to learn and solve problems independently, and apply knowledge; (4) Because a student's level and pace of learning in any one year depend in part on what was learned previously and on the efforts of many professionals working together, the consequences of high and low performance should attach to whole schools, rather than to individual educators; (5) School leaders must have sufficient authority, flexibility, and resources to lead their schools and must take affirmative responsibility for fostering school-wide collaboration aimed at continuous improvement in teaching and learning; and (6) States and school districts must have and exercise multiple options when children learn at low rates that threaten their adult opportunities, including remedying resource shortfalls, supporting teacher and leader improvement, changing school staffing, redesigning or replacing chronically ineffective schools, assigning schools to new managers, and allowing families to choose other school options. This paper shows that these agreements have important implications for the design of accountability systems at the local, state, and federal levels, particularly: (1) The need for evidence, judgment, and action, used in combination to ensure that all children learn effectively and that schools continuously improve; (2) The importance both of testing with high-quality instruments used appropriately, and of considering multiple sources of evidence in judging student, educator, or school performance; (3) The need for sophisticated judgment systems that put data in context and weigh and balance evidence to determine constructive actions; (4) The need for a clear and sensible delineation of the roles of different levels of government; and (5) The need for continued capacity building and experimentation with approaches to accountability. This paper ends with five implications for the reauthorization of the "Elementary and Secondary Education Act" (ESEA).

This handbook profiles South Carolina, Vermont, California, and Kentucky as they experiment with more authentic measures of student ability than traditional multiple-choice tests. Assessment approaches should measure all relevant levels of the educational system. Reforms that shift authority to a particular level increase the importance of assessment at that level. Measures for individual students are important also. South Carolina and Kentucky are implementing an incentive structure based on the performance of individual schools. Book excerpt: Outcomes of formal accountability measures often portray schools in low-income communities as ineffective. This happens without taking into account the broader issues that impact a schools' ability to create the conditions for teaching and learning. This qualitative study sought to understand site-based goals established by leadership teams in high-need schools and how these goals address student and community needs, including how contextualization of formal data sheds light on issues of shared responsibility for school success. It also sought to understand how site-based goals and context shape the supports provided by the district. The leadership teams of three pilot schools in the Paso Nuevo Unified School District (pseudonym) were interviewed. These schools all service low-income high-need communities throughout Paso Nuevo. Although these schools exhibit some of the conditions considered optimal for teaching and learning, they have struggled to meet formal accountability measures. The principals for each school were also interviewed for this study, including four members of district leadership. My findings show that leadership team members prioritize the immediate needs of students and communities. These site-based goals address issues of trauma, safety, poverty, violence and dislocation. Contextualization of formal data pointed to issues that make the conditions for teaching and learning a challenge. These include a lack of resources, lack of effective teachers, lack of accurate and timely data and serving a disproportionate number of students with high needs, including English Leaners, Newcomers and Special Education students. Although district leadership acknowledged the broader issues that impact these conditions, they failed to provide solutions to these challenges. District leadership was focused on addressing formal accountability measures, which are prioritized by LEA's and state accountability systems. These findings suggest that leadership teams work collaboratively and effectively, aligning resources and supports to address the immediate needs of students. Additionally, findings suggest that broader issues that are not measured by formal measures impact a schools' ability to create the conditions for teaching and learning. Lastly, the state and district should develop reciprocal intelligent accountability systems that hold districts and states accountable for not addressing and supporting the needs of schools.
