In response, California is implementing policies for reducing GHG emissions from the electricity and transportation sectors, such as renewable and zero emission vehicle (ZEV) targets. Electricity and transportation have historically been treated as independent. However, emission strategies applied to either can affect both, as well as water resources, either aiding or hindering the advancement of mutual sustainability goals.Expanding renewable utilization is increasing the need for stationary energy storage (SES) to manage renewable dynamics and shift energy to resolve the misalignment of supply and demand. The deployment of plug-in electric vehicles (PEVs) to meet ZEV targets introduces a new variable load and, at the same time, an alternative grid resource that, with intelligent charging, can be utilized as to manage grid dynamics, thereby achieving high renewable integration and reducing both electricity and transportation emissions.This research employs an integrated platform to evaluate SES and PEV strategies to meet sustainability goals. The role of SES to facilitate renewable integration and meet emission targets under different scenarios is investigated. This is accomplished by (1) evaluating the effectiveness of SES to reduce emissions at high renewables, and (2) examining the impact of intelligent PEV deployment on SES requirements to reach renewable targets. The impact of water-intensive renewable technologies is also discussed. It is determined that intelligent PEV deployment provides an opportunity to further electricity and transportation emission targets by improving renewable integration and providing zero-emission energy for vehicles.

Book excerpt: Historically, the state of California has implemented energy efficiency and emission restriction policies to mitigate climate change emissions, especially those in the transportation sector. The regulations encouraging adoption of EVs indicate a higher level of electric demand in the near future. It seems one potential solution for achieving GHG emission reduction and meeting the increasing electricity demand at the same time is to adopt a higher proportion of renewable resources energy for power generation. However, one of the biggest concerns for integrating large amounts of renewable resources into California's electricity grid is their reliability and availability. Most of the renewable resources can only be supplied to the grid when available, regardless of the system load. Energy storage is considered to be one of several potentially important enabling technologies supporting large-scale deployment of renewable energy. This thesis explores the impact of introducing storage technology on the existing power grid against rapidly growing electricity demand. To achieve that, we develop a least-cost dispatch model, EDGE-NET, for the California electricity grid including storage. Under this model, we investigate the effect of storage in reducing the total costs and increasing the portion of clean resources used in electricity production in comparison to the scenario without any storage technology. To some extent, energy storage allows greater use of variable renewables by shifting energy use from periods of low demand to periods of high demand, especially under the scenario that the supply level of renewable resources is not tightly constrained.

Book excerpt: In October 2013, the California Public Utilities Commission (CPUC) issued rules for its jurisdictional utilities to procure a minimum of 1,325 megawatts (MW) of energy storage systems by 2020. The goal of this study is to examine the operational value of this storage portfolio in California and the rest of the Western Electricity Coordinating Council (WECC) region. Modeled results show that the storage portfolio, when providing energy and operating reserves, reduces the total WECC-wide production costs by $78 million per year in the 33% scenario. This value increases to $144 million per year in the 40% scenario, primarily because of the increase in off-peak and peak price differences that are due to additional solar generation. These values are equivalent to $59/kW-year for the storage portfolio for the 33% scenario and $109/kW-year for the 40% scenario.

The goal of this study is to explore several aspects of grid operations in California and the Western Interconnection resulting from meeting the CPUC storage targets. We perform this analysis using a set of databases and grid simulation tools developed and implemented by the CPUC, the California Independent System Operator (CAISO), and the California Energy Commission (CEC) for the CPUC's Long-term Procurement Plan (LTPP). The 2014 version of this database contains information about generators, storage, transmission, and electrical demand, for California in the year 2024 for both 33 percent and 40 percent renewable energy portfolios. We examine the value of various services provided by energy storage in these scenarios. Sensitivities were performed relating to the services energy storage can provide, the capacity and duration of storage devices, export limitations, and negative price floor variations. Results show that a storage portfolio, as outlined by the CPUC, can reduce curtailment and system-wide production costs for 33 percent and 40 percent renewable scenarios.
