Hueglin argues that exclusive state sovereignty, individual citizenship, and majority rule have become questionable categories of political theory and practice in a globalizing world. To a large extent, the classical canon of political thought has been constructed in order to give legitimacy to these categories, but it is time to rethink the validity of that canon, and to search for alternative voices and traditions that emphasize plurality, shared sovereignty, and complex patterns of representation and decision-making. This does not mean that the familiar names in the classical canon have to disappear. But they should be examined more critically for their continued importance, and additional theorists thus far neglected should complement them. Book excerpt: This book examines key debates on religion and democratization from three main perspectives: Religious traditions have core elements which are more or less conducive to democratization and democracy; Religious traditions may be multi-vocal – but at any moment there may be dominant voices more or less receptive to and encouraging of democratization; Religious actors rarely if ever determine democratization outcomes. However, they may in various ways and with a range of outcomes be of significance for democratization. The contributions are divided into two sections: (1) Religion, democratization and democracy, and (2) Secularization, democratization and democracy. Overall, they examine the three assertions in the bullet points above. The book’s starting point is that in general around the world, religions have left their assigned place in the private sphere. This means they have in many cases become recognisably politically active in various ways and with assorted outcomes. This re-emergence from political marginality dates back until at least the 1980s. At that time, the US sociologist, Jose Casanova noted that ‘what was new and became "news" ... was the widespread and simultaneous refusal of religions to be restricted to the private sphere’. This involved a remodelling and re-assumption of public roles by religion, which theories of secularisation had long condemned to social and political marginalisation. This book was published as a special issue of Democratization.

While the neo-democracies in Central Eastern European Countries can be seen as largely consolidated, many other processes of democratization in other parts of the world such as Africa, Asia and Latin America got stuck as unconsolidated or became defective democracies, some ‘regressed’ into hybrid regimes or were even turned into autocracies. While transitology dealt with the transition from authoritarian rule, the reverse process, the transition from democratic rule, remained almost completely outside the scholarly attention. This special issue will address the problems of the regression of democracy and aims at closing the gap between research on democracy and democratization on one side and the emergence of authoritarian regimes on the other. The contributions of this volume analyse the different phenomena in which decline of democracy fans out: the loss of quality, which means a silent regression; the backslide into hybrid regimes (hybridization); and the breakdown of democracy.

Despite the fundamental problems it raises, exclusion from public space has received hardly any attention from legal scholars. Book excerpt: Departing from the established literature connecting the political-institutional patterns of democracy with the quality of democracy, this book acknowledges that democracies, if they can be described as such, come in a wide range of formats. At the conceptual and theoretical level, the authors make an argument based on deliberation, redrawing power diffusion in terms of the four dimensions of proportionality, decentralisation, presidentialism and direct democracy, and considering the potential interactions between these aspects. Empirically, they assemble data on sixty-one democracies between 1990 and 2015 to assess the performance and legitimacy of democracy. Their findings demonstrate that while, for example, proportional power diffusion is associated with lower income inequality, there is no simple institutional solution to all societal problems. This book explains contemporary levels of power diffusion, their potential convergence and their manifestation at the subnational level in democracies including the United States, Switzerland, Germany and Austria.
