Chapter 1 discusses the importance of paying attention to differences as certain differences correlate with differential power in American society. Chapter 2 discusses the place of multiculturalism in the college curriculum. Chapter 3 discusses the two predominant traditional curricular strategies--the dedicated course and development of critical thinking abilities--and discusses the shift from "Western Civilization" courses to the study of "World Cultures." Chapter 4 addresses inclusion of values of diversity and democracy in the college curriculum in a discussion of educational premises and curricular strategies. Chapter 5 presents curricular recommendations relating to study of: (1) one's own traditions; (2) American pluralism and justice; (3) experiences in justice seeking; and (4) multicultural and relational pluralism within the major. Trust has always been precarious, and never more so than as a result of increased immigration. The number of religions, races, ethnicities, and cultures living together in democratic communities and governed by shared political institutions is rising. The failure to construct public policy to cope with this diversity—to ensure that trust can withstand the pressure that diversity can pose—is a failure of democracy. The threat to trust originates in the perception that the values and norms that should underpin a public culture are no longer truly shared. Therefore, societies must focus on building trust through a revitalized public culture. In Trust, Democracy, and Multicultural Challenges, Patti Tamara Lenard plots a course for this revitalization. An introductory chapter focuses on campus leadership in this field. Chapter 1 depicts higher education as a meeting ground for American pluralism, a subject to be debated during study-dialogues. Chapter 2 focuses on the connection between democracy and diversity and the tensions this creates within the context of pervasive issues of difference and inclusion. Chapter 3 looks at democracy and American pluralism with subsections on democracy as historical force, as political process, as universal aspiration, and as communal connections. Chapter 4 examines America's past failures with reference to the inequality inherent in diversity, particularly racial differences. Chapter 5 discusses the existence of borders existing in any community encompassing two or more cultures, races, or classes. It is concluded that higher education has a double obligation to create new opportunities, termed "American Commitments Community Seminars" for public and campus learning about the United States as a diverse democracy; and to commit its institutions to making campuses inclusive educational environments. These essays expand on the well-known theory of minority rights first developed in his Multicultural Citizenship. In these new essays, Kymlicka applies his theory to several pressing controversies regarding ethnic relations today, responds to some of his critics, and situates the debate over minority rights within the larger context of issues of nationalism, democratic citizenship and globalization. The essays are divided into four sections. The first section summarizes 'the state of the debate' over minority rights, and explains how the debate has evolved over the past 15 years. The second section explores the requirements of ethnocultural justice in a liberal democracy. Kymlicka argues that the protection of individual human rights is insufficient to ensure justice between ethnocultural groups, and that minority rights must supplement human rights. In particular, Kymlicka explores why some form of power-sharing (such as federalism) is often required to ensure justice for national minorities; why indigenous peoples have distinctive rights relating to economic development and environmental protection; and why we need to define fairer terms of integration for immigrants. The third section focuses on nationalism. Kymlicka discusses some of the familiar misinterpretations and preconceptions which liberals have about nationalism, and defends the need to recognize that there are genuinely liberal forms of nationalism. He discusses the familiar (but misleading) contrast between 'cosmopolitanism' and 'nationalism', and discusses why liberals have gradually moved towards a position that combines elements of both. The final section explores how these increasing demands by ethnic and national groups for minority rights affect the practice of democratic citizenship. Kymlicka surveys recent theories of citizenship, and raises questions about how they are challenged by ethnocultural diversity. He emphasizes the importance of education as a site of conflict between demands for accommodating ethnocultural diversity and demands for promoting the common virtues and loyalties required by democratic citizenship. And, finally, he explores the extent to which 'globalization' requires us to think about citizenship in more global terms, or whether citizenship will remain tied to national institutions and political processes. Taken together, these essays make a major contribution to enriching our understanding of the theory and practice of ethnocultural relations in Western democracies.
