This second volume analyses the external parameters of democratic consolidation in thirteen Eastern European countries: how different international actors and various economic, cultural and security types of transnational pressures have shaped democratic politics in the region. The aim is to contrast a set of democracy theories with empirical evidence accumulated in Eastern Europe over the last ten years. The volume tries to avoid complex debates about definitions, methods and the uses and misuses of comparative research. Instead it seeks to establish what has really happened in the region, and which of the existing theories are helpful in explaining these developments. The volume is divided into two parts. The first part presents a conceptual and comparative frame of analysis, the second consists of detailed studies of individual countries undergoing democratic consolidation. Case study chapters deal with the following countries: Estonia and Latvia, Hungary, Poland, the Czech Republic, Slovakia, Romania, Bulgaria and Macedonia, the states of former Yugoslavia, Belarus and Ukraine, and finally Russia. The concluding chapter identifies a set of variables responsible for the enormous impact of external factors on democratic consolidation in Eastern Europe. It conceptualises the interplay of internal and external factors impinging upon democracy, and shows the interplay of different positive and negative types of external pressures. It also evaluates the conscious Western effort to craft or engineer democracy in Eastern Europe.

Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Book excerpt: On March 12, Poland, Hungary, and the Czech Republic formally acceded to the Washington Treaty establishing NATO. NATO had invited the three countries to accede to the alliance in July 1997. In 1989, Poland, Hungary, and Czechoslovakia (which later split into the Czech Republic and Slovakia) became the first countries in central and eastern Europe to shed their old communist systems of government through a combination of revolution and reform. In varying degrees in each country, the process of transformation led to economic hardship and political fragmentation. After a prolonged period of recession, all of the central European economies have experienced sustained economic growth. Many East Central European countries have since become integrated into numerous western institutions and have sought entry as full members in NATO and the European Union. The United States has advanced relations with these countries since 1989 and established and maintained economic assistance programs for them. Since 1994, the Clinton Administration has strongly backed NATO enlargement to Poland, Hungary, and the Czech Republic. The U.S. Senate and the President ratified NATO's enlargement in April and May, 1998. Secretary of State Albright accepted the accession documents from the three countries on March 12, 1999. The United States has also expressed strong support for the eastward enlargement of the European Union.
