However, I believe that we have the capacity, potential and ability to do more and we are not." He also poetically finishes the book by say: "However negative it may seem to many of you out there, I find comfort in the last two paragraphs of Ehrmann's Desiderata: " You are the child of the universe, no less than the trees and stars, you have the right to be here. And whether or not it is clear to you, the universe is unfolding as it should. Therefore be at peace with God, whatever you conceive Him to be, and whatever your labors and inspirations, in the noisy confusion of life keep peace with your soul. With all its sham, drudgery and broken dreams, it is still a beautiful world. Be cheerful. Strive to be happy". Don't you feel good after reading this book? Book excerpt: In analyzing the obstacles to democratization in post- independence Africa, Mahmood Mamdani offers a bold, insightful account of colonialism's legacy--a bifurcated power that mediated racial domination through tribally organized local authorities, reproducing racial identity in citizens and ethnic identity in subjects. Many writers have understood colonial rule as either "direct" (French) or "indirect" (British), with a third variant--apartheid--as exceptional. This benign terminology, Mamdani shows, masks the fact that these were actually variants of a despotism. While direct rule denied rights to subjects on racial grounds, indirect rule incorporated them into a "customary" mode of rule, with state-appointed Native Authorities defining custom. By tapping authoritarian possibilities in culture, and by giving culture an authoritarian bent, indirect rule (decentralized despotism) set the pace for Africa; the French followed suit by changing from direct to indirect administration, while apartheid emerged relatively later. Apartheid, Mamdani shows, was actually the generic form of the colonial state in Africa. Through case studies of rural (Uganda) and urban (South Africa) resistance movements, we learn how these institutional features fragment resistance and how states tend to play off reform in one sector against repression in the other. The result is a groundbreaking reassessment of colonial rule in Africa and its enduring aftereffects. Reforming a power that institutionally enforces tension between town and country, and between ethnicities, is the key challenge for anyone interested in democratic reform in Africa.

Russia experienced dramatic political breakthroughs in the late 1980s and early 1990s, but it subsequently failed to maintain progress toward democracy. In this book, M. Steven Fish offers an explanation for the direction of regime change in post-Soviet Russia. Relying on cross-national comparative analysis as well as on in-depth field research in Russia, Fish shows that Russia's failure to democratize has three causes: too much economic reliance on oil, too little economic liberalization, and too weak a national legislature. Fish's explanation challenges others that have attributed Russia's political travails to history, political culture, or to 'shock therapy' in economic policy. Book excerpt: Democracy is not necessarily progressive, and will only be if we make it so. What Mondon and Winter call 'reactionary democracy' is the use of the concept of democracy and its associated understanding of the power to the people (demos cratos) for reactionary ends. The resurgence of racism, populism and the far right is not the result of popular demands as we are often told. It is rather the logical conclusion of the more or less conscious manipulation by the elite of the concept of 'the people' and the working class to push reactionary ideas. These narratives place racism as a popular demand, rather than as something encouraged and perpetuated by elites, thus exonerating those with the means to influence and control public discourse through the media in particular. This in turn has legitimised the far right, strengthened its hand and compounded inequalities. These actions diverts us away from real concerns and radical alternatives to the current system. Through a careful and thorough deconstruction of the hegemonic discourse currently preventing us from thinking beyond the liberal vs populist dichotomy, this book develops a better understanding of the systemic forces underpinning our current model and its exploitative and discriminatory basis. The book shows us that the far right would not have been able to achieve such success, either electorally or ideologically, were it not for the help of elite actors (the media, politicians and academics). While the far right is a real threat and should not be left off the hook, the authors argue that we need to shift the responsibility of the situation towards those who too often claim to be objective, and even powerless, bystanders despite their powerful standpoint and clear capacity to influence the agenda, public discourse, and narratives, particularly when they platform and legitimise racist and far right ideas and actors.

Political reconciliation must lay the groundwork for political trust. Democracy offers the compromised--and many who were more than just compromised--a second chance. In this new book, Anne Sa'adah explores twentieth-century Germany's second chances. Drawing on evidence from intellectual debates, trials, literary works, controversies about the actions of public figures, and partisan competition, Sa'adah analyzes German responses to the problem of reconciliation after 1945 and again after 1989. She depicts the frustrations, moral and political ambiguities, and disappointments inherent to even successful processes of democratization. She constantly underscores the difficult trade-off between achieving a modicum of justice and securing the legitimacy and stability of the new regime. Consequently, how we speak about democracy and what we expect from democratic governance are at odds with practice. With unflinching resolve, this book probes the theory of democracy and how the left and right are fascinated by it. In this innovative multidisciplinary study, Ralph Cintron provides sustained analysis of our political discourse. He shows not only how the rhetoric of democracy produces strong desires for social order, global wealth, and justice but also how these desires cannot be satisfied. Throughout his discussion, Cintron includes ethnographic research from fieldwork conducted over the course of twenty years in the Latino neighborhoods of Chicago, where he observes both citizens and the undocumented looking to democracy to fulfill their highest aspirations. Politicians hand out favors to the elite, developers strong-arm aldermen, and the disenfranchised have little redress. The problem, Cintron argues, is that the conditions required to put democracy into practice—territory, a bordered nation-state, citizens, property—are constituted by inequality and violence, because there is no inclusivity that does not also exclude. Drawing on ethnography, economics, political theory, and rhetorical analysis, Cintron makes his case with tremendous analytic rigor. This challenge to reassess the discourses on democracy and to consider democratic politics as always compromised by oligarchy will be of particular interest to political and rhetorical theorists.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
