Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first comprehensive overview of the history of democracy in Africa and explains why the continent's democratic experiments have so often failed, as well as how they could succeed. Nic Cheeseman grapples with some of the most important questions facing Africa and democracy today, including whether international actors should try and promote democracy abroad, how to design political systems that manage ethnic diversity, and why democratic governments often make bad policy decisions. Beginning in the colonial period with the introduction of multi-party elections and ending in 2013 with the collapse of democracy in Mali and South Sudan, the book describes the rise of authoritarian states in the 1970s; the attempts of trade unions and some religious groups to check the abuse of power in the 1980s; the remarkable return of multiparty politics in the 1990s; and finally, the tragic tendency for elections to exacerbate corruption and violence.

Book excerpt: "Democracy Works asks how we can learn to nurture, deepen and consolidate democracy in Africa. By analysing transitions within and beyond the continent, the authors identify a 'democratic playbook' robust enough to withstand threats to free and fair elections. However, substantive democracy demands more than just regular polls. It is fundamentally about the inner workings of institutions, the rule of law, separation of powers, checks and balances, and leadership in government and civil society. It is also about values and the welfare and well-being of its citizens, and demands local leadership with a plan for the country beyond simply winning the popular vote. This volume addresses the political, economic and extreme demographic challenges that African countries face. It is intended as a resource for members of civil society and as a guide for all who seek to enjoy the political and development benefits of democracy in the world's poorest continent. Finally, it is for donors and external actors who have to face critical decision - especially after ill-fated electoral interventions such as Kenya 2017 - about the future of observer missions and aid promoting democracy and good governance"--Inside front flap.

Book excerpt: ÿAfrica continues to be a region with strong commitments to religious freedom and religious pluralism. These, however, are rarely mere facts on the ground ? they are legal, political, social, and theological projects that require considerable effort to realise. This volume ? compiling the proceedings of the third annual conference of the African Consortium for Law and Religion Studies ? focuses on various issues which vastly effect the understanding of religious pluralism in Africa. These include, amongst others, religious freedom as a human right, the importance of managing religious pluralism, and the permissibility of religious practice and observance in South African public schools.

Available in PDF, EPUB and Kindle. Book excerpt: Despite three decades of preoccupation with development in Africa, the economies of most African nations are still stagnating or regressing. For most Africans, incomes are lower than they were two decades ago, health prospects are poorer, malnourishment is widespread, and infrastructures and social institutions are breaking down. An array of factors have been offered to explain the apparent failure of development in Africa, including the colonial legacy, social pluralism, corruption, poor planning and incompetent management, limited in-flow of foreign capital, and low levels of saving and investment. Alone or in combination, these factors are serious impediments to development, but Claude Ake contends that the problem is not that development has failed, but that it was never really on the agenda. He maintains that political conditions in Africa are the greatest impediment to development. In this book, Ake traces the evolution and failure of development policies, including the IMF stabilization programs that have dominated international efforts. He identifies the root causes of the problem in the authoritarian political structure of the African states derived from the previous colonial entities. Ake sketches the alternatives that are struggling to emerge from calamitous failure--economic development based on traditional agriculture, political development based on the decentralization of power, and reliance on indigenous communities that have been providing some measure of refuge from the coercive power of the central state. Ake's argument may become a new paradigm for development in Africa.

Book excerpt: The global movement toward democracy, spurred in part by the ending of the cold war, has created opportunities for democratization not only in Europe and the former Soviet Union, but also in Africa. This book is based on workshops held in Benin, Ethiopia, and Namibia to better understand the dynamics of contemporary democratic movements in Africa. Key issues in the democratization process range from its institutional and political requirements to specific problems such as ethnic conflict, corruption, and role of donors in promoting democracy. By focusing on the opinion and views of African intellectuals, academics, writers, and political activists and observers, the book provides a unique perspective regarding the dynamics and problems of democratization in Africa.

Book excerpt: First published in 1999, the essays in this book examine the context and conduct of a series of watershed elections held in Anglophone Africa in the first half of the 1990s. These elections crystallized a wider process of democratization, underway in much of sub-Saharan Africa during the last decade, in which attempts were made to shift from various forms of authoritarian rule (colonial or racial oligarchies, military regimes, one-party states, or presidential rule) to pluralist parliamentary politics. This volume brings together for the first time, studies of these events in countries sharing a comparable legacy of British colonialism, an acquaintance with the Westminster constitutional tradition and related experiences of decolonization and democratic struggle. Written from a variety of perspectives by contributors with first-hand knowledge and long experience of research in Africa, the papers situate each election in its wider political context, examining the political forces at work and the events which gave rise to reform. All indicate that, despite Western pressure for reform and the influence of the collapse of the Soviet Bloc in Eastern Europe, internal African demands for democracy provided the primary driving force for change. Not all the elections fulfilled the hopes invested in them. In Nigeria, they were annulled before all the votes had been counted. In Kenya, the disarray of the opposition ensured the return to power of the old order. Even where they produced a successful regime transition, the democratic credentials of the new governments were sometimes seriously flawed. Yet for all these limitations, these watershed elections signalled important progress for African democracy. They brought a formal end to colonial rule in Namibia and to three centuries of racial discrimination in South Africa. They brought changes of government through the ballot box in Zambia and Malawi, among the first instances in Africa of such change being accomplished without the use of force. Above all, they provided African electorates with an opportunity to pass judgement on long-serving authoritarian regimes – with unequivocal results: in every case, when given the chance to vote, Africans voted for democracy.
