Therefore, there is an increased interest in flexible transit services including all types of hybrid services that combine FRT and pure DRT. The demand-responsive feeder transit, also known as Demand-Responsive Connector (DRC), is a flexible transit service because it operates in a demand-responsive fashion within a service area and moves customers to/from a transfer point that connects to a FRT network. In this research we develop analytical models, validated by simulation, to design the DRC system. Feeder transit services are generally operated with a DRC policy which might be converted to a traditional FRT policy for higher demand. By using continuous approximations, we provide an analytical modeling framework to help planners and operators in their choice of the two policies. We compare utility functions of the two policies to derive rigorous analytical and approximate closed-form expressions of critical demand densities. They represent the switching conditions, that are functions of the parameters of each considered scenario, such as the geometry of the service area, the vehicle speed and also the weights assigned to each term contributing to the utility function: walking time, waiting time and riding time. We address the problem faced by planners in determining the optimal number of zones for dividing a service area. We develop analytical models representing the total cost functions balancing customer service quality and vehicle operating cost. We obtain close-form expressions for the FRT and approximation formulas for the DRC to determine the optimal number of zones. Finally we develop a real-case application with collected customer demand data and road network data of El Cenizo, Texas. With our analytical formulas, we obtain the optimal number of zones, and the times for switching FRT and DRC policies during a day. Simulation results considering the road network of El Cenizo demonstrate that our analytical formulas provide good estimates for practical use.

Book excerpt: Demand Responsive Transit (DRT) is a form of flexible public transportation in which the routes and schedules are determined per ride, based on the needs of passengers. In this work we examine such a DRT system. We implement a Vehicle Routing Problem with Time Windows (VRPTW) as a mixed-integer linear programming (MILP) optimization model and use it to experiment on a wide range of scenarios. The model takes into account various parameters such as expected ridership, the size and capacity of the fleet and the required time window for pick-up. The objective is to minimize overall travel time of all vehicles in the fleet, while simultaneously reducing passenger waiting and travel times. By supplying an alternative to travel by private car or taxi where passengers share a ride in one vehicle, there are several added benefits such as reducing fuel consumption, pollution, traffic congestion and parking costs.

Because of the relatively low income of the residents and an inadequate availability of transportation services, the need for basic social activities for the colonias cannot be properly met. The objectives of this study are to have a better comprehension of the status quo of these communities by examining the potential demand for an improved transportation service and evaluate the capacity and optimum service time interval of a new demand responsive transit "feeder" service within one representative colonia, El Cenizo. A comprehensive analysis of the results of a survey conducted through a questionnaire is presented to explain the existing travel patterns and potential demand for a feeder service. The results of this thesis and work from the subsequent simulation analysis showed that a single shuttle would be able to comfortably serve 150 passengers/day. It further showed that the optimal cycle length between consecutive departures from the terminal should be between 11-13 minutes for best service quality. This exploratory study should serve as a first step towards improving transportation services within these growing underprivileged communities especially those with demographics and geography similar to the target area of El Cenizo.

Book excerpt: This dissertation begins with proposing a novel street Connectivity Indicator (C.I.) to predict transit performance by identifying the role that street network connectivity plays in influencing the service quality of demand responsive feeder transit services. This new C.I. definition is dependent upon the expected shortest path between any two nodes in the network, includes spatial features with transit demand distribution information and is easy to calculate for any given service area. Subsequently, a methodology to identify and locate critical links within a grid street system for operating feeder transit services is also developed. A 'critical' street link causes the largest change in transit performance due to the link's removal or addition to an existing network. The most important contribution of this section on link criticality is to present a simple closed-form analytical formula in locating the critical link(s) for a grid street network system of 'any' size. Easily computable formulas have been provided and validated by simulation analyses. Another related model is proposed to compute the optimal grid street spacing that would enhance performance of a demand responsive feeder transit system. The model is tested using simulation. Lastly, an analytical model is also developed for estimating optimal service cycle length or headway of a demand responsive feeder transit service designed to serve passengers, especially during peak periods of demand. Simulation analyses over a range of networks have been conducted to validate the new C.I. definition. Results show a desirable monotonic relationship between transit performance and the proposed C.I., whose values are directly proportional and therefore good predictors of the transit performance, outperforming other available indicators, typically used by planners. Further, useful insights indicate a monotonic decrease in link criticality as we depart from the centrally located links to those located at boundaries. Using a real case example from Denver of the Call-n-Ride system operating similar to a demand responsive feeder transit, optimal cycle lengths differed very modestly from those computed using the model. Extensive simulations performed for different sets of feeder service areas and demand densities, further validated the optimal cycle length model.

Book excerpt: In the interest of learning more about contracting as a method of transit service delivery, the 1998 Transportation Equity Act for the 21st Century (TEA-21) called on the Transportation Research Board (TRB) to conduct a study of contracting by recipients of federal transit grants. TEA-21 called for an examination of the extent and practice of transit service contracting and its effects on operating costs, customer service, safety, and other aspects of service quality and quantity. To conduct the study, TRB convened a 12-member committee of experts in public transportation management, labor, economics, and public policy. In carrying out the study, the committee reviewed previous reports on transit service contracting; conducted its own nationwide survey of public transit systems and their general managers; and interviewed transit managers, labor union leaders, contractors, and members of transit policy boards. Resulting findings and conclusions are summarized in this report, along with additional insights and ideas for follow-on study.
