Book excerpt: Managing Water Demand provides a comprehensive account of the tools used to manage water demand in the MENA region. The vast arid and semi-arid regions of the Middle East and North Africa region (MENA) constitute 85% of the region's land area and are home to approximately 60% of the region's population. Limited water resources pose severe constraints on people's economic and social progress, testing their resilience and threatening their livelihoods. Rainfall is not only scarce and unpredictable, but the region is also subject to frequent and severe droughts. Available surface water is declining and the over-pumping of groundwater beyond natural recharge rates is occurring, lowering the water table and causing an increase in groundwater salinity and ecological degradation. Water Demand Management (WDM) is about governance and tools that motivate people and their activities to regulate the amount and manner in which they access, use and dispose of water to alleviate pressure on freshwater supplies. It is also about protecting water quality. The development and promotion of such WDM practices, primarily for governments in the Middle East and North Africa (MENA) region, have constituted the core objectives supported by Canada's International Development Research Centre (IDRC) and its partners through the Water Demand Management Forums. Managing Water Demand provides a comprehensive account of the tools used to manage water demand in the MENA region. A critical review is presented of the efficacy of WDM techniques in the areas of wastewater reuse, water valuation, public-private partnerships and decentralization, and participatory irrigation management. This book will provide some of the necessary knowledge required to further promote WDM in the MENA region, while providing insight into the work required for much needed change to improve water governance.

Book excerpt: In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.

Available in PDF, EPUB and Kindle. Book excerpt: Half of the world's people live in urban areas, and roughly a third of these live in desperate poverty without access to basic amenities. Taking on the themes of UN-HABITAT's Water and Sanitation in the World's Cities (2003), this new volume focuses on the deficiencies in the provision of water and sanitation where most of the populations of the developing world live: in towns and small cities. Drawing on extensive unpublished research and 15 commissioned papers from experts involved in designing and implementing innovative projects around the world, this is the first major study of the problems facing the smaller urban centres that are recognized to be of enormous importance by governments, international agencies, NGOs and service providers. Tackling these problems is a crucial part of development and of good governance, and critical to meeting the Millennium Development Goals. The volume will be essential reading for all professionals and researchers in the relevant fields and a valuable resource for teachers and students of urban development.

Available in PDF, EPUB and Kindle. Book excerpt: We, the editors, have long believed that a strong knowledge of relatively simple economic and engineering concepts is valuable in solving water management problems. The lack of such knowledge has been apparent to us in some of the journal articles, research proposals and books we have reviewed. The articles which have been written concerning specific local water economies and management issues are scattered over a wide variety of journals, making them hard to access. Most of the extensive water resources literature is concerned with large regional water projects or with narrow technical and regional issues. This book was written to make practical economic and engineering concepts readily available to urban water supply managers, thereby filling a gap in the available literature. It is concerned with decisions made daily, monthly, or annually by managers of urban water supply systems. The book includes basic chapters presenting supply and cost concepts, calculation of demand elasticities, use of marketing concepts, public goods analysis, water markets, industrial water demand and the use of price in water conservation. The authors have included multiple examples of how these concepts can aid in managing urban water supply. The water provider is generally a governmental entity or regulated private utility. Most books on public utilities and their management emphasize gas, electricity, or telephone rather than water. Water is different because of m~or variations in quality by source and the necessity for proper disposal of waste water.

These options include rainwater harvesting, selective development of wetlands for agriculture, exploitation of shallow groundwater, and recycling urban waste. The options are largely based on low-cost individualized technologies, which lend themselves to private-sector promotion.Water-demand management approaches are also discussed.

Available in PDF, EPUB and Kindle. Book excerpt: Irrigated agriculture has played a critical role in the economic and social development of the United Statesâ€"but it is also at the root of increasing controversy. How can irrigation best make the transition into an era of increasing water scarcity? In A New Era for Irrigation, experts draw important conclusions about whether irrigation can continue to be the nation's most significant water user, what role the federal government should play, and what the irrigation industry must do to adapt to the conditions of the future. A New Era for Irrigation provides data, examples, and insightful commentary on issues such as: Growing competition for water resources. Developments in technology and science. The role of federal subsidies for crops and water. Uncertainties related to American Indian water rights issues. Concern about environmental problems. And more. The committee identifies broad forces of change and reports on how public and private institutions, scientists and technology experts, and individual irrigators have responded. The report includes detailed case studies from the Great Plains, the Pacific Northwest, California, and Florida, in both the agricultural and turfgrass sectors. The cultural transformation brought about by irrigation may be as profound as the transformation of the landscape. The committee examines major facets of this cultural perspective and explores its place in the future. A New Era for Irrigation explains how irrigation emerged in the nineteenth century, how it met the nation's goals in the twentieth century, and what role it might play in the twenty-first century. It will be important to growers, policymakers, regulators, environmentalists, water and soil scientists, water rights claimants, and interested individuals.
