Den Hori zont dieser Perspektive bildet die Demokratie, dessen Unerreichbarkeit in der politischen Praxis der Demokratisierung affirmiert wird. Dekonstruktion und Demokratisierung stehen dabei weder in einem parallelen noch einem additiven Verhiiltnis, auch wenn die Konjunktion "und" dies suggerieren mag. Es handelt sich um zwei offene, einander verschiebende Prozesse, deren Verschriinkung diese Studie darlegen mochte. Eine temporale Meta pher tragt dabei solange, wie sie nicht teleologisch miBverstanden wird: Die Demokratie ist die Zukunft der Dekonstruktion,2 wenn die Dekonstruktion die andere Gegenwart bleibt. Die Spur einer dekonstruktiven Bewegung hat sich lange schon, minde stens seit einem Jahrhundert, vergegenwartigt.3 An sie gekoppelt ist gleich wohl die Angst vor einem Nihilismus, der das emanzipatorische Verspre chen verneinen konnte. Als anti-moderne Reaktion, die sich schein bar nicht auf Zukiinftiges beziehen kann, wird die Dekonstruktion immer wieder als Zeitgeisterscheinung zuriickgewiesen. Doch phanomenologische Periodisie rungsversuche, die die Subversion moderner rationalistischer Essenzen wie Subjekt, Gesellschaft und Geschichte etwa als ideologischen Ausdruck der Entwicklung zum Spatkapitalismus oder auch als intellektuelle Konsequenz der politischen Aufbruchsstimmung der sechziger Jahre interpretieren wol- Friedrich Nietzsche, Menschliches. To general observers, the European Union's economic woes appear to be its greatest problem, but the real peril is an ongoing ideological-political crisis that threatens an era of instability and reactionary brutality. The fall of communism in 1989 seemed to end the leftist program of universal emancipation. However, nearly a quarter of a century later, the European Union has failed to produce any coherent vision that can mobilize people to action. Until recently, the only ideology receptive to European workers has been the nationalist call to "defend" against immigrant integration. Today, Europe is focused on regulating the development of capitalism and promoting a reactionary conception of its cultural heritage. Yet staying these courses, Žižek and Horvat show, only strips Europe of its power and stifles its political ingenuity. The best hope is for Europe to revive and defend its legacy of universal egalitarianism, which benefits all parties by preserving the promise of equal representation.

China, einige islamische Gesellschaften und andere kleinere Staaten machen keine Anstalten, die westliche Demokratie zu übernehmen. Vielmehr proklamieren sie in mehr oder weniger starker Auseinandersetzung mit westlichen Vorstellungen "eigene Wege" mit anderen normativen Prioritäten und anderen kulturellen Grundlagen. In den westlichen Demokratien wächst das Bewußtsein, daß in dem alle anderen gesellschaftlichen Bereiche umkrempelnden schnellen sozialen Wandel eine Dynamik enthalten sei, die auch die bisher als stabil und "endgültig" gedachten Institutionen der westlichen Demokratien erfassen könnte.

Sustainable Development Goal 11 envisages inclusive, safe, resilient and sustainable cities around the world by the year 2030. This globally agreed vision is part of a trend in international policy toward good urban governance, and now awaits implementation. Fourteen original contributions collectively examine how this global vision has been developed on a conceptual level, how it plays out in various areas of (global) urban governance and how it is implemented in varying local contexts. The overarching hypothesis presented herein is that SDG 11 proves that local governance is recognised as an autonomous yet interrelated part of the global pursuit of sustainable development. The volume analyses three core questions: How have the normative ideals set forth in SDG 11 been developed? What are the meanings of the four sub-goals of SDG 11 and how do these relate to each other? What does SDG 11 imply for urban law and governance in the domestic context and how are local processes of urban governance internationalised? The Globalisation of Urban Governance makes an important scholarly contribution by linking the narrative on globalisation of good urban governance in various social sciences with legal discourse. It considers global governance and connects the existing debate about cities and their place in global governance with some of the most pertinent questions that lawyers face today.
