En el primer caso, como acaece en los asesinatos y en los homicidios perpetrados brutalmente y con circunstancias atroces, en los delitos de mutilación, sevicia, etc., la anomalía moral no puede concebirse como permanente y orgánica: en no pocas ocasiones, depende de la herencia o del atavismo, que transforman en delito el alcoholismo, la locura y otras neurosis".
